PROJECT DESCRIPTION:
Meeting Targets and Maintaining Epidemic Control (EpiC), a five-year global project funded by PEPFAR and USAID, is dedicated to achieving and maintaining HIV epidemic control. The EpiC project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, care and treatment programming, and viral load suppression. EpiC is led by FHI 360 with core partners Right to Care, Palladium, Population Services International (PSI), and Gobee Group. The project also draws upon regional resource partner to provide TA, as well as global resource partners who bring unique capacities.
The EpiC team's approach to TA is guided by four mutually reinforcing principles: (1) a focus on speed, scale, standards, and sustainability; (2) customization according to local priorities, financing, epidemiology, and the differentiated needs of target populations; (3) adaptive management based on results; and (4) transition of TA and DSD to local and regional partners to enable them to receive direct awards. In addition, EpiC applies human-centered design thinking to resolve persistent challenges along the HIV service cascade.
The EpiC approaches includes:
- Attain and maintain HIV epidemic control among at-risk adult men, women, and priority populations.
- Attain and maintain HIV epidemic control among key populations.
- Improve program management, health information systems, HRH and HIV financing solutions to attain and maintain epidemic control.
- Support the transition of direct funding and implementation to capable local partners to meet PEPFAR's goal of providing 70 percent of its funding to local partners.
JOB SUMMARY:
in FY24/COP23 implementation plan, EPIC Project Indonesia has been kept to maintaining several applications that will be manage internally such as FASTER, an integrated management system web-based system. The application is using by all EPIC staff and consultant for plan a activity, submit TOR of Monthly activity, review ceiling and budget remaining for each unit, budget request and FCO monitor, Purchase Requisition process, Travel advance report, and Consultant recruitment and monthly reporting. The other application that also manage by Epic team is "thinkepic" website as information portal to promote all Epic Indonesia activity during the project. The other website needs to manage is "e-learning" applications that will be used for internal Epic and for public (counterpart).
As part of the ultimate achievement across those results, and to ensure that all of those applications running properly, EPIC plan to hire a junior consultant (web programmer specialist) to keep maintenance the applications for next quartal in FY 24 workplan (until September 2024).
DUTIES AND KEY RESPONSIBILITIES:
The consultants shall a person (individual) and will work with EPIC Indonesia team staff (cross component) to further develop/testing/refine/finalize all the applications as listing below. He/she shall work under the overall supervision of the ICT4D Program Manager, will get input from the Epic Project Director, Finance team and procurement, ASP team with key responsibilities are:
A. Updating FASTER web base application,
1. Develop and Maintenance FASTER Web Base Application
· Develop and Maintenance Modules Inventory.
· Redesign UI/UX for new tech using ReactJS FW NextJS.
· Redesign for Database structure to covered new flow.
· Migration existing source code on monolith system develop with CodeIgniter (php) to Backend concept using Rest method using NodeJS with FW ExpressJS.
· Optimize load performance system include (tuning database, restructure concept communication system).
· Integration Inventory with other services in FASTER.
2. Develop and Maintenance Modules Travel Authorize
· Implement concept OCR (Optical Character Recognition) to read text from PDF and Email receiver services for gateway system.
· Redesign UI/UX for new tech using ReactJS FW NextJS.
· Fix bug for reporting flow.
· Convert concept monolith to Backend – Front End concept.
3. Develop, Maintenance and Integration Modules Event Organizing
· Integration modules with Flip for Business.
· Implementation concept QR Code scanner.
· Integration with Services Advance Report.
4. Clone Faster Flatform to New Project for External User
· Develop new feature for consultant user to report, claim and monitoring payment.
· Integration system with primary system FASTER.
· Initialize new feature claim or reimbursement for external support programs.
5. Support for update Core of FASTER System.
· Desain element or component for Visualization Report.
· Desain template and feature export to Excel.
· Desain template and feature export/preview PDF.
· Desain template and feature reminder using email notification.
B. Other task that assigned by ICT4D team, including but not limited to manual book development, video tutorial development, etc.
· Develop a manual book for each module or each application of FASTER, 'Thinkepic' and e-Learning.
· Integrate testing data as part of the pipeline and code deployments to ensure that guidelines and original applications is having a synchronize information.
· Deploy the "new API link/open catalog" into Epic Live server (if needed).
· Identify and resolve possible inconsistence data and performance constraints during testing and guidelines development, especially for troubleshooting guidelines.
MINIMUM QUALIFICATIONS:
Desired Qualifications include:
· Bachelor's degree in computer science, Computer Engineering, Information Technology, Management Information Systems or Related Field.
· 2+ years of experience in a computing environment, proficient with multiple programming languages and vast experience of working with NGO are preferred.
· Excellent command of Moodle app, RESTful design, JSON, GIT, CI/CD pipelines, Docker, MySQL, MariaDB, Program Language PHP, JavaScript, TypeScript, Web Desain Framework or Pure script CSS, Bootstrap, Web Interaction Library example jQuery, Runtime Environment NodeJS, Web Server or Web proxy NGINX, Apache, Dockerize concept, Framework NextJS, ExpressJS, CodeIgniter, Laravel, OOP Concept, Message Broker, HTTP Request, Linux OS, Remote server (SSH), and have experience using template Metronic.
· Excellent command of analytical tools, report-writing skills, and presentation skills.
· Please declare your Telecommunication equipment (Internet and Mobile), including the service provider that you will uses to performing these services in the proposal.
· Ability to perform well in a fast-paced environment.
· Excellent communication and interpersonal skill.
PERIOD OF PERFORMANCE
This service is starting from April 1, 2024 – September 30, 2024, with one time invoice submitted. Final report should be approved by ICT4D program manager on September 25th, 2024, the latest.
