Finance & Administration Officer

EU-ASEAN Sustainable Connectivity Package – Higher Education (SCOPE HE) programme

Location:         Jakarta, Indonesia

Duration:         One-year contract with possible to extend

Salary:             Competitive, commensurate with experience

 

1.      Background

In today's interconnected world, promoting exchanges and fostering people-to-people  connectivity is increasingly vital for sustainable development and global collaboration. The European Union (EU) and the Association of Southeast Asian Nations (ASEAN) have a long-standing history of working together in trade facilitation, regional economic integration, transport, and people-to-people connectivity in education and research. Over the last four decades, both have emerged as dynamic regional blocs, fostering economic growth, cultural diversity, and cooperation among their member states. Both strive to balance economic and financial stability with environmental responsibility while ensuring society benefits from connectivity.

Access to higher education has expanded in the ASEAN region, enrolment rates have risen, and the quality of education has improved over the last four decades. However, challenges remain in realising the full potential of higher education, technical and Vocational Education and Training (TVET), and research, such as quality assurance, equitable access to education and training, skills gaps, and strengthening research capacity.

Nuffic Southeast Asia and DAAD have designed a new EU-funded programme to respond to these challenges in the Southeast Asia region. EU-ASEAN Sustainable Connectivity Package Higher Education (SCOPE HE) programme will aim to strengthen the connection between ASEAN and the EU by focusing on gender equality, women's empowerment, digital skills, and green skills within the Master Plan on ASEAN Connectivity 2025 (MPAC). Through this initiative, individuals, institutions, and societies in both regions will benefit from enhanced knowledge-sharing, inclusive practices, and a more robust global partnership.

The SCOPE HE programme consists of 3 components that will strengthen:

  • Student and academic mobility, intra-ASEAN and between the EU and ASEAN, complementing the Erasmus+ programme in line with the relevant ASEAN strategy and action plan.
  • EU-ASEAN cross-regional university networks to tackle global challenges jointly by fostering research and digital connectivity.
  • ASEAN regional network of Vocational Education Institutions, strengthening linkages with the private sector for sustainability and delivering skills and connections relevant to the ASEAN labour market.
  • The thematic focus in these components will be on supporting the "Green Transition", "the Blue Economy", and "Digitalisation."

The SCOPE HE programme will do so by: 

·        Providing capacity building for Higher Education Institutions (HEI), TVET institutions, and individuals.

·        Providing technical assistance where and when external input is needed on relevant matters.

·        Organising policy dialogues to exchange ideas, share best practices, and align strategies to achieve common goals in education, skills development, and research within the ASEAN region and between ASEAN and the EU, and

·        Facilitating networking to connect individuals and institutions.

The programme will take an impactful approach based on evidence and adaptability, and that relies on the four core principles:

·   A demand-driven approach adjusted to the specific needs and potential risks identified and aligned with the SEA region's demand.

·     Inclusion of regional and national partners to maximise the impact and create synergies by combining regional-level cooperation with key ASEAN bodies and targeted actions at the country level.

·      A multidimensional approach to identify possible leverage, particularly on economic development, environmental sustainability, and digital connectivity with the other workstreams of the EU-ASEAN Sustainable Connectivity package and the ASEAN Roadmap on the ASEAN Higher Education Space 2025.

·    An impact-oriented approach includes collaboration, open communication, and information exchange.

2.      Responsibilities and Main Duties


The Finance & Administration Officer assists the Nuffic SEA Finance Manager and Programme team in providing support on logistics, administrative procedures and in administering finances in accordance with EU regulations. S/he will work in a team based in Jakarta, in close cooperation with Nuffic staff located at Nuffic's global headquarter in Den Haag, Netherlands. In connection with events and activities traveling throughout the ASEAN region will be necessary.


The key responsibilities of the position include but are not limited to:


Regular Duties:

·        Administer the financial settlement for all programme activities.

·        Prepare settlement reports for all fund transfers related to programme activities.

·        Maintain detailed financial records of Programme activities.

·    Advise and support the Finance Manager in the day-to-day implementation of the programme.

·   Provide relevant information to the Finance Manager and the Senior Programme Manager for report-writing purposes.

·    Contribute to monitoring payment disbursements, audits and financial settlement processes.

·       maintaining the account schedules and complete record of all pertinent financial and administrative documents

Accounting Duties:

·     Assist Finance Manager on reconciling all forms of monthly advances consisting of personal advances, travel, and activities.

·  Preparing financial reports, especially Bank and Cash Reconciliation and other necessary tasks.

·   Ensure all financial transactions are recorded timely, reviewed for accuracy and completeness and according to Finance Manual.

·        Participate in developing quarterly forecasting.

·        Analysis expenditure and prepare cash projection/forecasts.

Event Management:

·        Prepare event materials (folders, banners, collaterals, booklets, badges, etc.);

·        Draft invitation letters for participants and speakers;

·        Manage participants and attendance lists;

·        Identify and assign local vendors and providers;

·        Coordinate travel bookings and accommodation identification;

·    Assist during events (registration and reimbursement, stage management, ad-hoc tasks as identified by the superior);

·        Draft and coordinate contracts for ASEAN and EU experts, speakers and consultants;

·        Support on all ad-hoc administrative tasks as identified by the project management;

 

Qualifications:

·        Bachelor's in finance, Accounting, Business Administration, or a related field.

·    7 years of relevant work experience in a technical role (experience in international development projects or programmes preferable).

·        Experience in budgeting; Knowledge of EU funding would be an advantage.

·    Experience in financial and accounting services; Mastery of Indonesian tax regulations; certificate or Brevet A and B preferable.

·        Experience in hosting events and procurement will be an advantage.

·        Demonstrated ability to plan and organise tasks and workflows, with proven ability for accuracy under pressure and adherence to deadlines.

·        Good IT skills with adequate knowledge of Microsoft Office and Outlook (particularly MS Excel and PowerPoint).

·        Good command of English, written and spoken
