Procurement of Individual Consultants as Public Investment Specialist/Team Leader (Ref. No. 2024-40024-IC) for the Millennium Challenge Account - Indonesia II
Project Overview
1. The United States of America and the Republic of Indonesia ("Government") signed a Millennium Challenge Compact II on April 13, 2024 ("Compact II"). The Compact, which will include a $49 million contribution from the Government of Indonesia in addition to the $649 million of MCC grant funding, aims to unlock financing flows in a way that will catalyze economic growth and leverage Indonesia's own resources.
2. The Indonesia Compact aims to address key root causes of costly and underdeveloped financial intermediation by improving the financing of infrastructure, particularly transport and logistics infrastructure, and increasing access to finance for micro-, small and medium enterprises.
3. The Compact will support three projects to address the binding constraint of costly and underdeveloped financial intermediation: the Advancing Transport and Logistics Accessibility Services ("ATLAS") Project; the Financial Markets Development Project ("FMDP"); and the Access to Finance for Women-owned / Micro-, Small and Medium Enterprises Project ("MSME Finance Project").
4. MCC requires that all beneficiaries of MCC Funding, including the MCA Entity and any applicants, Bidders, Suppliers, contractors, Subcontractors, consultants, and sub-consultants under any MCC-funded contracts, observe the highest standards of ethics during the procurement and execution of such contracts. MCC's Policy on Preventing, Detecting and Remediating Fraud and Corruption in MCC Operations ("MCC's AFC Policy") is applicable to all procurements and contracts involving MCC Funding and can be found on the MCC website at: https://www.mcc.gov/resources/doc/policy-fraud-and-corruption
The MCA Entity now invites Applications from eligible Individual Consultants to provide services as the Public Investment Specialist/Team Leader (Ref No. 2024-40024-IC)
Tasks and Responsibilities
* Lead, direct, and coordinate collaborative efforts among a diverse team of consultants including Public Financial Management Specialist, Legal and Regulatory Expert, Institutional Development Specialist, and Development Economist.
* Supervise and oversee the output and performance of the other consultants to guarantee the quality of the service delivered meets the professional standard and within the set timeline.
* Compile and consolidate the output of other consultants into final tasks for each task grouping.
* Acting as the point of contact and liaison with MCA-Indonesia II, establishing an effective working relationship with other stakeholders.
* Actively support MCA-Indonesia II coordination activities and information exchange with other development partners and respective GoI stakeholders through discussions, workshops, and consultations.
* Lead and develop the following specific tasks as per TOR.
Key Qualifications (Education, Experience, Technical Competencies)
General Qualifications
* Master's degree in Economics, Public Policy, Public Administration, Finance, Engineering, or a related field applicable to this position.
* Fluency in English, both written and spoken, is mandatory, and proficiency in the Indonesian language is preferred.
Project Related Experience
* At least 15 years of relevant professional experience in the management and/or preparation of public finance, investment management, project evaluation, or public administration in developing countries, preferably Southeast Asia, with at least 10 years professional experience in Indonesia.
* Experience in managing teams of experts and support consultants in dynamic and multi culture environment.
* Demonstrate a strong understanding of the principles and framework of public investment management and guidelines, including planning, programming, budgeting process, and project appraisal techniques in Indonesia. He/She should also understand the environmental and social safeguards (both national and international safeguards).
* Experience implementing projects/programs in public investment management and reforms; including planning, programming, budgeting process, and project appraisal techniques, specifically in Indonesia.
Stakeholder Engagement and International Funded Program Experience
* Exposure in working with several stakeholders in the public policy and planning formulation and implementation processes related to infrastructure investments, such as the national and local government, preferably working on the national development planning in Indonesia.
* Direct experience working on international funded development projects/programs,preferably with exposure to reviewing and analyzing the preparation and development involving public investment management.
* Excellent communication and interpersonal skills.
* Period of Performance
* The period of performance for this contract shall be six (6) months, upon the contract signing. The Consultant is expected to complete all assigned tasks and deliverables within this time frame, ensuring timely and efficient execution of the project.
* During the period of performance, the Consultant shall lead the weekly coordination meetings with the team once in a week followed by review meetings with MCA-Indonesia on weekly basis. These meetings shall be attended in person and the consultant as team leader monitor the progress and coordinate the activities of all the team members to deliver the tasks as per the timeline indicated.
* The team leader is responsible for completion of the assignment within the time frame of 6 months.
