Position: Senior Accountant

Time Commitment: Full-time, up to 31 December 2024, renewable
Location:  Jakarta

Throughout our 60-year legacy, Project HOPE has treated millions of patients and provided more than $3 billion worth of medicines to local healthcare organizations around the world. We have helped build hundreds of health programs from the ground up and responded to humanitarian crises worldwide.

 

Project HOPE has been known in Indonesia since 1960 when the hospital ship USS HOPE visited Indonesia as part of its visit to several countries for humanitarian operations. Since March 2018 Project HOPE has been registered as Yayasan Project HOPE in Indonesia. Yayasan Project HOPE (YPH) manages several programs in the areas of Infection Diseases, Tuberculosis Laboratory Strengthening, Maternal Neonatal Health, COVID-19 Emergency Response and Mental Health. It is also establishing an emergency response hub to strengthen emergency response operating systems in Indonesia and Southeast Asia.

 

Position Summary

 

The YPH Finance & Operations Department (FOD) is responsible for all financial functions including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management & compliance. The FOD also ensures compliance with donor regulations as well as YPH's internal policies and procedures. In its role as a support to the Program Department, the FOD provides timely reports and assistance to the Management and the Program team to ensure that financial resources are used efficiently and effectively.

 

The Senior Accountant is responsible for performing all accounting, financial processing, reporting, and related data management functions. This includes system administration, management, and maintenance of all QuickBooks Online functions; accounts reconciliation; AR/AP management; payroll management; workers' comp administration; tax and audits preparation; contract and budget management, tracking, and forecasting; and all other critical fiscal management responsibilities. S/he will adhere to and seek to improve existing internal controls while complying with and staying abreast of Indonesia's Accounting Standard and will have primary responsibility for managing the monthly accounting cycle.


Responsibilities

 

Main responsibilities include, but are not limited to:

 

Finance Management
1. Manage the month end accounting close process, ensuring the accuracy and completeness of the ledger, sub journals and all supporting documentation in all transactions.
2. Primary responsibility for maintaining the general ledger software files, including set up and maintenance of new project accounts, regular backup of files.
3. Prepare revenue recognition entries and other final closing journal entries.
4. Enter, post and maintain filing of monthly journal entries.
5. Prepare month end balance sheet account reconciliations.
6. Coordinate the preparation and ensure the on-time submission of the monthly reporting package to Finance & Administrative Manager.
7. Oversee the maintenance of all accounting records, ensuring that records are complete, accurate and safeguarded.
8. Assist in the training and support of the finance officers, including answering daily questions, training new hires, making field visits.
9. Monitor cash and bank balances and coordinate monthly cash flow requests from; prepare consolidated cash flow requests to Donor.
10. Handle taxations:
• Preparing annual tax return and payment within the required time frame;
• Preparation and filing of monthly tax returns to the relevant authorities, as follows:
Corporate income tax ("PPh 25"); Withholding tax article 23 ("PPh 23"); Withholding tax article 26 (" PPh 26"); Final withholding tax return on, rent of land and/or building ("PPh 4(2)");
• Preparation of employee income tax slip (SPT 1721-AI);
• Organize and update the organization's tax policies.

 

Donor Reporting
1. Prepare reports on the specific projects' finances to donors and other users in compliance with YPH's standards and as specifically pre-determined by the donor as mentioned on the signed Grant Agreements and Donor's General Conditions and are submitted on time.
2. Review all sub recipient reports.
3. Prepare invoice/payment request to the donor according to the payment term and schedule on the agreement.


Audit Activities
1. Working with the Finance & Operations Manager to execute the selection process of the audit firm to appoint the auditor for special audit of restricted projects as required by the donor and or for general audit.
2. As a key resource on providing supporting documents and queries from the external auditors during the audit process
3. Assist Finance & Administrative Manager to ensure the preliminary draft audit report received from the auditor on time according to the audit schedule.
4. Review partner audit report in relation to project requirement.

 

Qualifications


1. A university degree in accounting is required.
2. Five or more years of general ledger accounting experience is required.
3. Demonstrated competency and understanding with Indonesia's Tax Law.
4. Five or more years' experience in the Finance Department of an international NGO is preferred.
5. Demonstrated competency with computerized general ledger software, and experience with QuickBooks Online.
6. Advanced computer skills in MS Office programs, particularly Excel.
7. Prior management experience and strong organizational skills.
8. Excellent oral and written English skills.
