Nuffic Southeast Asia is an overseas office of Nuffic, the Dutch organization for internationalisation in education. Nuffic Southeast Asia is supporting Dutch and EU knowledge diplomacy in Southeast Asia, accommodating, and engaging the network of the Netherlands'/EU Knowledge Sector in support of the quality of education and knowledge development, trade and investment and social and cultural connectivity between the Netherlands/EU and Southeast Asia. The geographic scope of work of the office are the Members States of the Association of Southeast Asian Nations (ASEAN).


The key activities of Nuffic Southeast Asia are:

·                  Support institutional cooperation between Southeast Asian and Dutch/EU higher and vocational education institutions

·                  Support and implement programmes on behalf of the European Union, such as the European Mobility Programme for Myanmar (EMPM), and the Sustainable Connectivity Package Higher Education (SCOPE HE) programme, between the EU and ASEAN

·                  Support and implement activities on behalf of the NL Knowledge House (see: https://nlkh.org)

·                  Coordinate the organization of the Week of Indonesia-Netherlands Education and Research (WINNER – see: www.winner.or.id)

·                  Support Netherlands (NL) Alumni networks and Indonesian/Southeast Asia knowledge community in the Netherlands, to be involved in social, cultural, trade and investment relationships

·                  Manage Tailor Made Training, short courses and scholarship programmes, on behalf of the Dutch Government and/or private sponsors.

·                  Coordinate/facilitate a variety of education, knowledge and exchange projects

·                  Support qualified two-way student mobility between Southeast Asia and the Netherlands as well as linkages to the labour market   

 

Finance and Operation Manager (FOM)

The general tasks of the Finance and Operation Manager (FOM) are to support the financial management of a variety of education, knowledge and exchange projects, including budget preparation, monitoring expenditures versus budget and preparing financial reports. The FOM is also expected to perform professional accounting work, including compiling financial information, to process journal entries into various work orders in an automated administrative system, and to perform related work as required.

 

Responsibilities:

·        Support budget preparation for new project

·        Monitor a number of ongoing projects in the education and knowledge exchange field

·        Keep timelines of these projects and periodically prepare financial reports

·        Process payments and enter transactions into Business World

·        Support management of travel, accommodation and event organizing

·        Reconcile monthly bank statements together with Finance Officers from various projects

·        Prepare cash flow projections

·        Prepare and process payments to BPJS and monthly tax report (PPH 21 and PPH 23)

·        Prepare and process the payroll

·        Manage Account Receivable, Account Payable and Reimbursement Invoices.

·        Contribute to monitoring payment disbursements, audit and financial settlements processes

·        Perform miscellaneous administration duties as assigned


Requirements:

·       Bachelor's degree in accounting or an appropriate related field with a minimum of five (5) years of relevant work experience.

·        Experience in budgeting; Knowledge of donor funded programmes would be an asset.

·        Experience in financial and accounting services; Mastery of Indonesian tax regulations; certificate or Brevet A and B preferable.

·      Demonstrated ability to plan and organize tasks and workflows, with proven ability for accuracy under pressure and adherence to deadlines.

·        Good oral and written communication skills; including experience in a cross-cultural

environment and international settings.

·     Good IT skills with adequate knowledge of Microsoft Office and Outlook (particularly MS Excel and PowerPoint).

·        Good command of English, written and spoken

·        Ability to prioritize and work to deadlines.

·        Able to work in a team and independently.

·        Available to work flexible hours or travel when needed

 

Remuneration:

The successful candidate will be offered a monthly salary commensurate with the personal qualifications and experience. Other applicable benefits include medical benefits, various paid leaves in accordance with Indonesian Labour Law and an annual wage supplement equivalent to a month's salary. This is a fixed-term position with an initial contract duration of one year reflecting the current the availability of funding and depending on the candidate's performance.

Background

Project HOPE has been known in Indonesia since 1960 when the hospital ship USS HOPE visited Indonesia as part of its visit to several countries for humanitarian operations. Since March 2018 Project HOPE has been registered as Yayasan Project HOPE in Indonesia. Yayasan Project HOPE (YPH) manages several programs in the areas of Infection Diseases, Tuberculosis Laboratory Strengthening, Maternal Neonatal Health, COVID-19 Emergency Response and Mental Health. It is also establishing an emergency response hub to strengthen emergency response operating systems in Indonesia and Southeast Asia.

Profile of USAID TB LON Mental Health Asia Project
 
TB LON Mental Health Asia is a three -year USAID funded project to support TB program Integration of Mental Health Care to improve quality of TB patient care. This project is implemented by Yayasan Project HOPE (YPH) with our partners KHANA (Cambodia) and ASSIST (Philippines). This program will use evidence based mental health intervention that can be delivered at primary health care's setting in Indonesia,
Cambodia and the Philippines to improve TB outcomes.

Position Summary

The Monitoring & Evaluation Specialist (MES) will report directly to the Project Director and the duties are to prepare planning materials for each activity in the ongoing project, collecting and analyzing data based on activity implementation reports to be material for periodic project reporting, conducting regular monitoring and evaluation on the on-going activity, and providing feedback on the data analysis' results. S/he will be responsible for the Quality Assurance of the project reports and other products and will be assisted by the short-term consultant as needed.

Responsibilities

Main responsibilities include, but are not limited to:

1. Work closely with the Program Director to develop AMELP, and implement monitoring and evaluation mechanisms, including conduct in-depth assessment, research in certain topics, baseline, data analysis, data reporting, and outcome evaluations
2. Develop and implement monitoring and mechanisms including for M&E improvement (project framework, indicator formulation, data setting, data collection tools, data management system and reporting and recording mechanism
3. Ensure the M&E procedures are well-integrated with donors and adheres to organizational standards, evaluate and recommend further improvement of the logical framework and learning journey
4. Assist Program Director in the preparation of reports on the findings and lessons learned from project implementations including from Cambodia and the Philippines, conduct data-driven experiments while working in an agile environment, collaborate across teams and sub partners, coordinate all M&E activities with project's partners in Cambodia and Philippines, communicate insights to key stakeholders, and manage data collection and maintain databases
5. Develop and update the monitoring, evaluation and learning plan according to USAID's requirements to inform the best approach in performance monitoring of sets indicators, data collection, evaluation, and learning/knowledge management for adaptive management and reporting requirements
6. To communicate and disseminate the Strategic Communication Plan to related stakeholders at the National and Sub-National audience, as required

Qualifications

1. Master's degree in Public Health, Epidemiology or Social science with 10 years professional experience as MEL Specialist in USAID/USG funded project or other donor funded projects
2. Minimum 5 (three) year working experience working with non-government organizations, donor projects and/or development partners
3. Demonstrated experience leading customized MEL efforts for international development, MEL technical designs and data collection tools, managing complex data collection efforts, leading analysis, and preparing high-quality report
4. Demonstrated technical expertise in MEL approaches, strong qualitative and quantitative research skills, good command of statistics, sampling methodologies, and statistical analysis software
5. Excellent verbal, written, interpersonal, and presentation skills in English and Bahasa Indonesia
6. Experience in facilitating interactive meetings national and international
7. Attention to detail and accuracy
8. Ability to coach, mentor and develop capacity of the staff
9. Ability to interact with, project key stakeholders, partners, and other stakeholders in support to Senior Management Team
10. Computer proficiency should include Word, Excel, and other general experience with presentation, and infectious disease information system

In the last two years KI has expand its support in forestry sector to South Sorong. It is a regency that is home to large extend of critical ecosystems. Significant part of South Sorong area is classified as area of high value for biodiversity. South Sorong forests provide critical ecosystem services, and its sustainability is important not only for wildlife, but also global climate stability as well as the prosperity and resilience of the local, nature-dependant indigenous communities. South Sorong Program manager will be responsible for KI's program implementation in the regency, in providing support and managing collaboration with stakeholders, communities, and partners for improved forest management in the area.

 

KEY RESPONSIBILITIES

·       Lead KI's South Sorong program implementation that focuses on improving forest management and local community livelihood by working with communities and government at all local, regency and provincial levels.

·       Develop program strategy and design including project proposals and workplan.

·       Support program director and KI executive team on building program strategic plan and vision

·       Responsible for project report writing including technical and donor reports.

·       Build partnership with key government partners and relevant stakeholders for program alignment, sustainability and supporting government agenda and priorities. Manage project staffs, which will include hiring and managing subcontractors, partner staff, and other non-CI project personnel.

·       Manage close collaboration with KI's teams across departments and partners to ensure effective delivery of envisioned impacts.

·       Work closely with consultants, review consultant documents (workplan, methodologies and reports) and lead internal coordination for feedbacks,

·       Represent Konservasi Indonesia in all matters related to South Sorong Program and ensure effective communications and information sharing between all partners and stakeholders.

·       Work closely with KI's Monitoring and Evaluation, communication and partnership and operation teams for building coherence system and approaches of KI.

·       Perform related duties as assigned.

 

ADDITIONAL RESPONSIBILITIES

·       Adhere to KI's operational policies and procedures, coordinate with KI Operations team when needed for grants, contracts, travel arrangements, budget, etc.

·       Provide support for Sahul Papua field programs as needed and West Papua governance work in internal KI strategy meetings.

PEOPLE AND RESOURCE MANAGEMENT RESPONSIBILITIES

·       May directly supervise program and project staff, which may include overseeing the work of external partners and provides technical support.

·       Participate in capacity building for staff and team.

·       Act as a technical or subject matter expert to peers and other staff.

·       Responsible for managing some funds, monitoring results, and recommending follow-up action. Reviews for understanding and compliance with donor agreements.


QUALIFICATIONS

·       Bachelor's Degree and 7 years of work experience with Indonesian forest conservation, forest management and/or social forestry. Advanced degree is preferred.

·       Open-minded individual with strong interpersonal skills.

·       Direct project management experience (including planning and budgeting) preferably in various level of forest management, biodiversity conservation, forest-associated livelihood development, or any related sectors.

·       Up to 5 years of experience supervising others, managing and motivating multi-cultural teams.

·       Understanding of environmental and socio-economic issues in forestry sector, especially in Tanah Papua.

·       Ability to diagnose problems and identify solutions.

·       Strong written communication skills. Proficient in written and spoken English.

·       Ability to set priorities and deliver quality results.

 

 

WORKING CONDITIONS

       This position to be based in South Sorong field office. While the work will generally be based in the office with a standard work schedule, the staff will be expected to spend long periods in outdoor.

KEY RESPONSIBILITIES

·       Work closely with communities to build their capacities in developing or improving forest-positive income streams.

·       Coordinate the development and implementation of business model of the selected livelihood options in South Sorong

·       Provide analysis and coordinate the implementation of activities for improved supply and value chains of local commodities.

·       Explore potential markets for sustainable commodities produced by local communities and facilitate access to the selected markets

·       Coordinate and work closely with relevant government offices at district and province levels such as agriculture office, industry office, community development offices, etc. to obtain support and ensure alignment with the existing and future programs.

·       Undertake necessary assessment for social and environmental safeguard of livelihood-development initiative implemented.

·       Collaborate with teams across KI and partners to help ensure the sustainability of impact of  forest-based enterprise developed in South Sorong.

·       Coordinate data collection and management on people transformed in livelihood sector. Work with KI's Monitoring and Evaluation team on the tracking of impact for this aspect.

·       Perform related duties as assigned.



QUALIFICATIONS

·       Individual with open mind, strong interpersonal skills.

·       Minimum of bachelor's degree and 5 years or more related experience.

·       Understanding of environmental and socio-economic issues in forestry sector in Tanah Papua.

·       Experience in working directly with Papuan indigenous communities, especially in developing forestry-related social enterprise.

·       Ability to diagnose problems and identify solutions.

·       Fluency in written and spoken English.

·       Ability to set priorities and deliver quality results.
