Project Overview and Role:

CATALYZE is a $250 million 5 to 8-year program, designed to catalyze $2 billion in private capital, especially to underfinanced social sectors and higher risk countries (especially low-income and post-conflict countries) around the globe, complemented by a cross-cutting inclusion of gender-lens investing. Our aim is for investors to explore and find commercially viable opportunities and approaches to creating jobs, developing sustainable social services, tightening, and rationalizing supply chains, and advancing inclusive growth.

The CATALYZE "Improved Social Protection and Economic Empowerment of Women in Asia" activity focuses on improving social protection and economic empowerment of vulnerable female workers in Asia. Through partnerships with the Government of Indonesia, notably BPJS-K, and private partners, CATALYZE will support BPJS-K to promote female informal sector workers' enrollment with and continued premium payment for Jaminan Kesehatan Nasional (JKN). CATALYZE is collaborating with BPJS-K to co-create innovative interventions with the private sector that align with current BPJS-K objectives to address challenges to JKN enrolment and is hiring a team for the implementation phase.

Primary Duties and Responsibilities: 

The Field Manager for USAID CATALYZE in Tasikmalaya District, Indonesia will play a critical role in successful district-level project implementation. Reporting to the Team Lead, this position will ensure build and maintain strong relationship with district-level stakeholders including, but not limited to, government, private sector, civil society, and community stakeholders and oversee the day-to-day coordination of activities organized in Tasikmalaya District. 

  • Represent USAID CATALYZE at the district-level on the day-to-day basis, engaging with district government offices, BPJS Kesehatan branch office, District Health Office, private sector representatives, and other stakeholders to gain buy-in and coordinate activities to be implemented with these stakeholders. 
  • Support the planning, organizing, budget preparation/maintenance, and program implementation and research functions required in the daily operations of project implementation at field level.
  • Under the guidance of the Team Lead and other technical team members, facilitate communication and coordination with district-level partners to develop a district-specific workplan of activities. 
  • Ensure communication and alignment with the Jakarta-based team about the activities occurring in the district.
  • Identify and assess the capacity of local partners to implement programs, and provide technical assistance to develop their capacity to meet project needs as necessary. 
  • Represent USAID CATALYZE at relevant professional meetings, trainings, working groups, and seminars, fostering collaboration and knowledge exchange.
  • Prepare reports, comprehensive analyses, recommendations, briefing notes, white papers, and assessments for internal use and client communication.

Position Location: Tasikmalaya District in West Java province, Indonesia

 Required Qualifications:

  • Minimum of 8 years progressive experience leading health and/or development project implementation, including 3+ years' experience with community mobilization, partners development, and maintenance in the district.
  • Experience working with and strong reputation with the district government, especially BPJS Kesehatan branch office and the District Health Office.
  • Established (or demonstrated ability to establish) relationship with diverse set of private sector stakeholders; partners can include national and local corporations, associations, civil society organizations focused on health, informal sector, and/or women's empowerment, formal and informal community leaders, social enterprises in health, mass media, journalists, and academia. 
  • Track record of building partnerships between public and private partners in health.
  • Skilled in mentoring, coaching, and training stakeholders with varying educational backgrounds and aptitudes.
  • Experience with supportive supervision, monitoring field activities, data capture, timely project reporting, and generating success stories.
  • Strong organizational skills with an ability to effectively manage a fast-paced workload with minimal supervision.
  • Fluency in written and spoken Bahasa required. Professional proficiency in written and spoken English preferred.
  • Self-motivated, proactive, and driven individual who can work both independently and autonomously, but also as part of a team.
  • Ability to problem solve and think analytically.
  • Attention to detail and ability to perform multiple tasks and balance competing priorities effectively and efficiently often within a required timeframe.
