The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government.
The global program "Sustainability and Value Added in Agricultural Supply Chains" is part of the special initiative "Transformation of Agricultural and Food Systems". On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the program promotes the sustainability of selected agricultural supply chains in partner countries.
Agricultural commodities like coffee, cocoa, natural rubber, palm oil, or soybean play an important role in rural development in many developing and emerging countries – where they form the basis for the life of millions of households. However, their production and processing are accompanied by numerous ecological, economic, and social challenges. Often supplied as unprocessed raw material into global supply chains, limited value is added in producing countries. Many farming households are struggling to meet their basic needs, let alone to invest in sustainable production practices. Furthermore, coffee, cocoa, palm oil, and soybean are often perceived as drivers of deforestation and forest degradation. With consuming markets and multi-national companies strengthening their efforts to eliminate deforestation and human rights abuses from their supply chains, the sustainability of raw materials is increasingly becoming a precondition for market access.
To address these challenges the program implements the project "Sustainability and Value Added in Agricultural Supply Chains in Indonesia" (SASCI+). SASCI+ focuses on natural rubber, palm oil, cocoa, and coffee in two biosphere reserves in West Kalimantan and Central Sulawesi. By increasing the sustainable production of agricultural commodities and strengthening downstream processing and market linkages, the project aims to increase the farmers' incomes, safeguard natural resources, and establish deforestation-free supply chains. SASCI+ follows a jurisdictional approach to align relevant stakeholders on shared objectives for sustainable production as a means for long-term market access and security of supply.
SASCI+ is implemented together with the Indonesian Ministry of Agriculture, as the political partner of the project, and in close collaboration with the bilateral GIZ portfolio on agriculture and forestry. The project furthermore cooperates with the Indonesian Ministry of the Environment and Forestry, regional and district governments in the targeted biosphere reserves, as well as stakeholders from civil society, research, and the private sector involved in sustainable agricultural supply chains.
The project is recruiting a Junior Advisor on Sustainable Palm Oil to support project implementation in Sanggau District, West Kalimantan.
To support the project, we seek one (1) motivated and qualified Indonesian candidate for:
Junior Advisor on Sustainable Oil Palm
(Job Title in SAP: Agriculture Junior Advisor)
A. Responsibilities
· Advise partners from the public and private sectors on sustainability and value-added in the palm oil supply chain.
· Support the strategic and operational planning of activities in Sanggau.
· Support and ensure assisted cooperatives meet ISPO and RSPO sustainability standards
· Supporting assisted cooperatives in increasing sales of Fresh Fruit Bunches that meet fruit quality criteria to Palm Oil Mills
· Coordinate and support the implementation of activities in Sanggau.
B. Tasks
- Knowledge and advisory services
· Advice the assisted cooperatives for the preparation of plans and implementation of activities to fulfill ISPO and RSPO sustainability standards
· Provide technical knowledge regarding business mechanisms in the process of buying and selling Fresh Fruit Bunches
· Provide technical and institutional knowledge on the palm oil sector and sustainability in the palm oil supply chains, including sustainability standards, agronomy of oil palm cultivation, land use regulations and legality and farmer organization.
· Advise local partners on sustainable supply chains, land tenure, organizational development, business planning, market access, and value addition, focusing on the palm oil supply chains.
· Continuously identify the needs for capacity development at the district, village, and farm levels
· Advise the development and implementation of innovative partnership models along the supply chain.
· Provide professional inputs to trainings, workshops, seminars, and other events implemented by the project or partners in West Kalimantan
- Project Management and Coordination
· Support the strategic and operational planning of the project in Sanggau and West Kalimantan province, in close cooperation with SASCI+ team and partners.
· Assist to plan, organise and implement project activities in accordance with the operational plan and GIZ administrative requirements.
· Coordinate the work of service providers at the local level in line with GIZ rules and regulations.
· Develop logistical arrangements to support supply chain partnerships between local farming communities and palm oil mills.
· Coordinate activities with other donor projects in Sanggau to achieve synergies.
· Contribute to the activity and indicator monitoring system at the district level, including data collection and management.
· Provide information on project progress and local conditions in Sanggau and West Kalimantan for internal and external communication.
· Handle administrative and finance tasks in Sanggau district as needed in close coordination with the Admin Professional in Pontianak
- Partnership management and engagement
· Represent the project to local partners mainly from the private sector, civil society, research institutes and development agencies active on the district level in Sanggau.
· Coordinate project activities with the local government on the district and village levels, in consultation with Provincial Coordinator
· Engage partners at the local level in project planning and implementation, especially in implementing ISPO and RSPO sustainability standards, as well as increasing sustainable business in assisted cooperatives.
· Engage stakeholders from government, civil society, and the private sector to promote sustainable palm oil in Sanggau.
· Support the project and partners in the design and implementation of concepts for sustainable supply chains and public-private partnerships.
· Engage stakeholders from government, civil society, and the private sector in jurisdictional multi-stakeholder initiatives at the district and West Kalimantan province.
· Identify and promote exchange with institutions working on sustainable land use planning and the jurisdictional approach within and beyond West Kalimantan Province
· Represent the project in relevant processes, fora, events, and meetings on the district and provincial levels.
C. Required qualifications, competences and experience
· At least a bachelor's degree in agriculture, business administration, forestry, natural resource management or a related field
· A minimum of 5 years of professional experience, related to community development, agricultural commodities, or natural resource management, agricultural supply chains and/or sustainable forest management, preferably related to sustainability in the palm oil sector.
· Experience in coordinating small teams and/or external consultants.
· Knowledge and experience about sustainability in the palm oil supply chain
· Proven experience working in, or in close cooperation, with government agencies at the district level, preferably in Sanggau or other districts West Kalimantan
· Work experience with Information and Communication Technology (ICT) for extension services and progress monitoring.
· Work experience for, or in cooperation with, the private sector in agricultural supply chains is strongly preferred; work experience in, or in cooperation with, an international organization is considered an advantage.
Other knowledge, additional competences
· Track record in successful project coordination at the local level.
· Strong local network with institutions working on natural resource management, agricultural commodities, and sustainability.
· Experience in conflict management and mediation between diverging interests desired.
· Knowledge of GIZ instruments, procedures, and rules is considered an advantage.
· Pro-active attitude, flexibility, and hands-on approach to problem-solving
