2 Project Officers, Financial Market Development Project
Infrastructure Finance
I. Introduction and Background
The Millennium Challenge Corporation (MCC) is a U.S. government corporation established in 2004. Its mission is to provide assistance that will support sustainable and inclusive economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry.
In December 2018, MCC's Board of Directors selected Indonesia as eligible to develop a second compact. The selection reflected the strong partnership MCC and Indonesia built during the first compact. Following signature of the Indonesia Infrastructure and Finance Compact on April 13, 2023, the entity charged with implementing the compact activities, Millennium Challenge Account-Indonesia II (MCA), is currently in the pre-implementation preparation stage, prior to "Entry-Into-Force" (EIF) of the compact agreement at which time the five-year implementation period begins.
The Indonesia Infrastructure and Finance Compact consists of three projects:

MCA-Indonesia II is looking for two (2) qualified and dynamic Project Officers under the Financial Market Development Project.
Following is more detailed information about the positions and how to apply.
II. Position Objective
The Project Officers will support the day-to-day activities of the Financial Market Development Project (FMDP),
1. BFDM (Blended Finance Delivery Mechanism)
2. Capacity Development and Technical Assistance
The BFDM Project Officer will work directly under the supervision and direction of BFDM (Blended Finance Delivery Mechanism) Manager.
The Capacity Development Project Officer will work directly under the supervision and direction of Capacity Development and Technical Assistance Manager.
III. Tasks and Responsibilities
1. General support in the project management of the project/activity, including planning, implementation, and monitoring
2. Support in the development and review of documentations, including:
4. Support in the coordination and engagement with the stakeholders
7. Assist with procurement operations, including helping to develop terms of reference, independent cost estimates, and technical evaluations, as needed.

The Indonesia Infrastructure and Finance Compact consists of three projects:
- The Advancing Transport and Logistics Accessibility (ATLAS) Project will work with five provincial governments – South Sumatra, North Sulawesi, Riau, Riau Islands and Bali – to improve infrastructure planning and preparation at the sub-national level, where transport and logistics are more constrained. The resulting projects will improve access to employment opportunities for Indonesians and the accessibility of transport services for women and disabled passengers.
- The Access to Finance for Women-owned/Micro-, Small and Medium Enterprises Project aims to increase formal lending services to MSMEs, especially those owned by women. The project will also provide business training, including digital and financial literacy trainings, and technical assistance to improve credit worthiness and investment readiness.
- The Financial Markets Development (FMD) Project will provide technical assistance and blended finance grants to increase the participation of private sector or commercially oriented finance in infrastructure investments. This will help the government of Indonesia to form new partnerships and unlock existing money to fund lower-risk, high-quality infrastructure projects.
MCA-Indonesia II is looking for two (2) qualified and dynamic Project Officers under the Financial Market Development Project.

II. Position Objective
The Project Officers will support the day-to-day activities of the Financial Market Development Project (FMDP),

2. Capacity Development and Technical Assistance
The BFDM Project Officer will work directly under the supervision and direction of BFDM (Blended Finance Delivery Mechanism) Manager.
The Capacity Development Project Officer will work directly under the supervision and direction of Capacity Development and Technical Assistance Manager.
III. Tasks and Responsibilities
1. General support in the project management of the project/activity, including planning, implementation, and monitoring
2. Support in the development and review of documentations, including:
- periodic reports (monthly, quarterly, annual)
- technical reports
- ad-hoc/incidental reports
- input to the QDRP, procurement plan, work plan
4. Support in the coordination and engagement with the stakeholders
5. Assist the Manager in coordination of the work of the consultant and the Program Management Consultant
6. Support the knowledge management/capacity building program of the overall Compact-2
7. Assist with procurement operations, including helping to develop terms of reference, independent cost estimates, and technical evaluations, as needed.
8. Coordinate with other cross-functional MCA-Indonesia II team members to ensure effective program implementation.

V. Duration and Performance Location
The Consultant is expected to work for a base period of 12 months. There is potential for a follow-on contract to cover the implementation of the five-year Compact. Any follow-on options will be based on satisfactory performance and mutual agreement.

This Terms of Reference contemplates award of a fixed term, fixed price contract.
VII. Working Facilities
Office space and a laptop equipped with necessary software will be provided to the Consultant in Jakarta.
Airfare for domestic travel within Indonesia and lodging outside Jakarta and other cities is provided by MCA-Indonesia II.

IV. Key Qualifications (Education, Experience, Technical Competencies)
a. Education, experience and technical competencies:
- Bachelor university degree in engineering, business, public policy, or a field of relevance to the project activities.
- Preferably four (4) or more years of professional experience, including in the development and delivery of program, preferably infrastructure project.
- Ability to perform technical reports of the related activity
- Fluency in Indonesian and excellent written and verbal communication skills in English.
b. Personal attributes and competencies:
- Demonstrate ability to prioritize across multiple projects to achieve daily, weekly, and monthly targets.
- Good organizational skills and have the ability to work in large, multi-disciplinary, multi-cultural teams and institutions.
