Strengthening Partnering Strategy Document of ChildFund International in Indonesia



1. BACKGROUND INFORMATION 

Introduction
This Terms of Reference (TOR) presented as a comprehensive Partnering Strategy Document for ChildFund International in Indonesia, which aims to guide the develop team and to outline expectations throughout the writing process of developing a comprehensive guidance document.

ChildFund International in Indonesia
ChildFund International has been service in Indonesia since 1973 under former name of Christian Children Funds and evolved in 2009 as ChildFund International with the Memorandum of Understanding with the Government of the Republic of Indonesia through the Ministry of Social Affairs.

With a vision "a world where every child realizes their rights and achieves their potential', ChildFund framed it well in its mission of HELP deprived, excluded and vulnerable children have the capacity to improve their lives and the opportunity to become young adults, parents and leaders who bring lasting and positive change in their communities, PROMOTE societies whose individuals and institutions participate in valuing, protecting and advancing the worth and rights of children, and ENRICH supporters' lives through their support of our cause.

Historically, ChildFund started to support children and communities through conventional charity services by partnering with group of parents then facilitated the parents to have community-based organization (CBO), which then in 2009 ChildFund started to invest and promote the CBOs to have legal identity as foundation. Since then, ChildFund maintained the same 8 provinces (DKI Jakarta, Banten, Jawa Barat, Jawa Tengah, Yogyakarta, Sumatera Selatan, Lampung, and Nusa Tenggara Timur) as areas of priorities, beside contributed and involved in any national main priority of response to emergency in other non-assisted areas.

Considered as international agency, all the intervention in Indonesia should be implemented by partnering with local entities, thus, most implementing partners are those seed CBOs of foundations where ChildFund continuously supporting, strengthening, investing, and promoting their capacity building.

ChildFund International in Indonesia in its Country Strategy is exploring potential to become local organization in future. Therefore, there's a need to identify potential regulation/requirement to be fulfilled and implication as local NGO. This consultancy is part of that process and will help CFI in making better decision and planning.
 
Characteristic of existing Partners

To implement its vision and mission, ChildFund International in Indonesia practising several models of Partnering. Some related partnering information on context and condition in Indonesia, which can guide selected consultant to develop comprehensive partnering documents for ChildFund International in Indonesia is presented below.

1. Core Partners
- Defined as local organization/non-governmental organization partnering with ChildFund through Letter of Agreement (LoA) annualy that responsible for program implementation and sponsorship communication within agreed priority working areas.
- The Core Partners are funded by Sponsorship funds (subsidy) or multi funded of Grants and Subsidy.
- As per FY24, there are 14 local organizations partnering with ChildFund International in Indonesia.
- Historically, those local organizations has been engaged since ChildFund's first intervention, and some were formed by ChildFund. So, they are considered as committed partners in Indonesia until now.

2. Technical Partner
- Defined as organization, institution, academia or individual with expertise on providing technical inputs to ChildFund International in Indonesia or to Core Partners
- The Technical Partner (could) responsible for program implementation
- The technical partners can provide capacity building to core partners when required as part of capacity improvement

3. Partner for Emergency Response
- Defined as organization or institution with special agreement that limited to period of emergency response in existing working areas or non-working areas (depends on scale, recommendation and Donor interest)
- Core Partners, Technical Partners, or other organization or institution considered for this characteristic of Partner.
The deployment of core partners for emergency response will be based on partner's expertise, meaning that, only core partners with specific expertise will be deployed to support the response

4. Partner for Advocacy
- Defined as local, national, and international organization or institution that
ChildFund collaborated with for specific advocacy initiative.
- Defined as network collaboration partnering, where ChildFund involved and ChildFund considered as active contributor)
 
2. OBJECTIVES

The aim of this consultancy is to provide a comprehensive document of partnering for ChildFund International in Indonesia with objectives below:

1. Develop Partnering Strategy Document for ChildFund International in Indonesia by aligning with existing related policies and manuals documents of ChildFund and Government of Indonesia. The output is:
- Gathering and assess all partnering relevant and related documents of policies, rules, and regulations in ChildFund and in government of Indonesia.
- Develop guidance related to end to end (assessment phase to ending phase) partnering process and procedure within ChildFund for partnering Considering the purpose of document for multi applicable status of ChildFund as (international and local organization)

2. Develop partnering guidance based on characteristic of Partnering, including
a. definition and characteristic of Partners for ChildFund International in Indonesia with not limited to for Core Partner, Technical Partner, Partner for Emergency Response, Partner for Advocacy or others
b. Identify potential Partnering model for ChildFund: could be and not limited to consortium, bilateral agreement.
c. Identify potential technical partner (National NGO, Insitution, Universities) for ChildFund Indonesia on the issues of Health and NUtrition, CLimate Change,
Child Protection, and Youth
d. Refinement legal agreement document for each character of partnering with contextualized of Indonesia's law and ChildFund legal and its critical component included GEDSI (Gender Equality, Diversity and Social Inclusion), Child Safeguarding policy and procedure, Code of Business Conduct and Ethics, Conflict of Interest policy and procedure, Fraud prevention and awareness policy and procedure, IT Acceptable use policy and Procedure, Whistleblower policy and procedure, social media Policy, and other related policies and procedures in partnering.

3. Develop Standard Operating Procedure of partnering, included manual of partnering mechanism, tools and processes.
a. Develop due diligence tool
b. Develop end-to-end partnering processes, included assessment, termination and adjustment (unexpected condition) with partner.
c. Develop transition plan for ending partnering (case study Marga Sejahtera, YBASS, and YDK as references)- in the past is called as Geographical Transition

3. TIMELINE

The timeframe is considered based on priority of ChildFund's objectives, thus the timeline for consultancy will be presented within three phases:

Phase one (mid March-April 2024): Submit all documents related ChildFund as
International context.
 
Phase two (April- mid of May 2024): submit remaining consultancy tasks.
Phase three (End of June 2024): submit all comprehensive report of consultancy. 

With condition of phases above, the consultant is expected to submit a detailed execution and budget plan. Completed proposals should be submitted in electronic format to indonesiaoffice@childfund.org latest by 26th March 2024 with subject line 'Strengthening Partnering Strategy Document of ChildFund International in Indonesia– proposal'.
