The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German federal enterprise. We work to shape a future worth living in over 120 countries around the world.

Since 2013, GIZ and the International Placement Services (Zentrale Auslands- und Fachvermittlung, ZAV) of the German Federal Employment Agency (Bundesagentur für Arbeit, BA) cooperate in the Triple Win programme for the recruitment of nurses from third countries for placement of work in Germany. 

In Indonesia, the annual number of graduate nurses surpasses the domestic demand on the labour market, and Indonesian nurses show interest in a career abroad. While in Germany, the nursing sector is facing a significant shortage of nurses, which is projected to still grow in the future. 

In July 2021, the Indonesian Migrant Workers Protection Board of the Republic of Indonesia (BP2MI) and the Federal Employment Agency (Bundesagentur für Arbeit, BA) have forged an agreement on the Placement and Protection of Indonesian Health Professional in the Federal Republic of Germany. The objective is to establish a safe, orderly and regular mechanism for the recruitment and placement of Indonesian nurses for work in Germany. The placement agreement is being implemented in cooperation with BP2MI through the Triple Win programme.

We seek one (1) motivated and qualified Indonesian candidate for the following position:

 

Programme Component Manager

 

A.  Core Tasks

You are responsible for the technical, content-related and organisational implementation and substantive further development of one or more components or measures of a commission or project/programme of outstanding importance. You clearly communicate the relevant requirements, conditions and restrictions in terms of your capacity to act with due regard for compliance rules and P+R.

 

You ensure management of the component(s) and/or measure(s) and of all the related activities, such as the management of subcontractors or appraiser/consultant assignments, in consultation with the programme manager.

 

You manage the staff employed in connection with this/these component(s), bear responsibility for security and crisis management for the staff members for whom you have direct disciplinary responsibility in accordance with GIZ regulations and are responsible for matters related to occupational health and safety law.

 

In consultation with your manager, and possibly with the divisions responsible for specific thematic areas, you liaise with commissioning parties, government bodies and political actors in the country and in the development cooperation community regarding matters in your focal area or sector and support strategic development if necessary.

 

Specific tasks may be discussed and agreed together with your line manager, based on the line manager's right to give instructions. You can use the form 'Arbeitsschwerpunkte' (Main fields of work) to document agreements.

 

You are also responsible for knowledge management, such as training measures, in your thematic area.

 

In your role you assume management responsibility for at least six staff members (in bands 1 to 5), with due regard for P+R and GIZ's applicable HR policies, instruments and procedures. You perform the tasks assigned to you by your line manager, where required.

 

 

B.  Main Activities

·     Overall planning and project management of Triple Win Indonesia programme implementation, in close coordination with the Triple Win Indonesia Country Advisor in Germany, as well as the corresponding employment agency (BP2MI) and Triple Win Germany (GIZ and ZAV); managing day-to-day operation and maintaining a good flow of information between all stakeholders for effective project implementation.

·     Supervision and providing guidance for Triple Win Indonesia pre-departure processes, such as recruitment, language learning, database entries, employer interviews, recognition, visa and departure and the development of ready-to-use strategies and technical concepts, including guidelines manuals and procedures. Coordination / organization of potential visits from and to Germany.

·     Ensuring orderly financial management; planning, monitoring and managing expenditure and costs of Triple Win Indonesia implementation, supervising the procurement of goods and services in accordance with GIZ Guidelines.

·     Disciplinary supervision and coordination of a team of approximately 10 team members of the Triple Win Indonesia operation.

·     Networking, coordination and development of strategic partnerships in the field of labour migration with relevant stakeholders within the scheme of the Triple Win programme.

·     Representing the project at meetings or events with employers, partners, the German Embassy or other national or international organizations.

·     Assist the Cluster Coordinator and Country Director on overarching issues related to the implementation of GIZ corporate strategy (eq. Vision 2028).

·     Perform different duties and tasks as agreed upon with the Programme Manager, which may not be explicitly mentioned in the job description.

 

C.  Qualifications and Specialist Knowledge

  • University degree in project management or quality management, migration, nursing or related field.
  • At least 7 years of work experience in an international environment.
  • Sound experience in project coordination and management in an international context; experience working with GIZ is an advantage; experience of living or working in Germany is an advantage.
  • Strong management, organizational, communication and social skills.
  • Excellent working knowledge of ICT technologies and computer.
  • Sound knowledge in the area of international migration; knowledge of the Indonesian nursing sector and/or German nursing sector is an advantage.
  • Languages: Bahasa Indonesia and English; German language skills are an advantage.
  • Ready to travel as needed within Indonesia; occasional travel to Germany may be required.
  • Experience in handling politically sensitive topics.
