Project HOPE seeks a Technical Director to provide technical leadership and oversight of an upcoming USAID Maternal and Newborn Health (MNH) Flagship project in Indonesia, a five-year, $50-$99.99-million-dollar activity. The MNH Flagship will assist the Government of Indonesia (GOI) in reducing preventable maternal and newborn mortality and achieving the SDG 2030 targets by focusing on strengthening the quality of care and enhancing equity.

 

The Technical Director will be responsible for the overall technical oversight, teams, and conditions of the award and financial compliance of the activity. They are specifically responsible for project implementation that relates to the activity. The Technical Director reports directly to the COP and will take a leadership and managerial role in ensuring technical implementation of high impact, proven interventions, and ensuring the activity meets stated goals and reporting requirements. The Technical Director supports the COP, acts for the COP as needed, and carries out any other tasks assigned by the COP to ensure proper management of MNH activity. They will be responsible for operationalizing all aspects of the implementation of technical activities. The Technical Director is responsible for all operations including administration, logistics, procurement, budgeting, finance and compliance, property, and oversight. The Technical Director must ensure that implementation is in accordance with USG regulations and procedures and the specifications determined in the Cooperative Agreement.

 

This position will be based in Indonesia. Indonesian nationals are strongly encouraged to apply. It is anticipated to begin in mid-2025.

 

This position is contingent upon award from USAID.

 

Responsibilities

 

Main responsibilities include, but are not limited to:

 

Technical Leadership and Oversight

1. Provide technical leadership and strategic direction for the project's technical assistance efforts, ensuring the integration, quality and sustainability of interventions

2. In collaboration with the COP and program leads, provide day-to-day technical oversight for design, planning and implementation of activities in support of project goals and objectives

3. Establish and implement a system to ensure technical quality and fidelity across target provinces and districts

4. Collaborate closely with Team Leads and Technical Advisors to ensure harmonization of project approaches across technical and geographical areas

5. Track measures for climate and environmental risks in the Environmental Mitigation and Monitoring Plan (EMMP) and ensure their integration in work plans, budgets, and MEL plan

 

Development and Implementation of Technical Approaches

1. Provide technical leadership to the development of the project strategic plan, work plan, and project monitoring, in close collaboration with Indonesia Government Ministries, USAID and other stakeholders

2. Work closely with the COP on setting project priorities and directions, and responding to requests for support from local counterparts

3. Identify appropriate facility and community-based strategies and lead the formulation of innovative approaches to address MNH

4. Oversee efforts to provide mentoring and capacity building at the individual and district level

 

Monitoring, Evaluation and Learning

1. Work with M&E staff to design, implement a plan to track data/results related to MNH to inform adjustments in project implementation

2. Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested

3. Author/co-author abstracts, presentations, and articles for journals and conferences

 

Stakeholder Engagement and Collaboration

1. Foster and maintain excellent relationships with USAID and in-country stakeholders as a representative of the project, and develop rapid responses to requests

2. Collaborate with all local stakeholders and implementing partners, especially Indonesia Government Ministries and other implementing partners, to ensure that all activities conform to requirements and regulations

3. Facilitate the project team's relationship with designated counterparts at USAID, the Indonesian Government Ministries at both provincial and districts levels, private sector partners and other key stakeholders in Indonesia such as NGOs and CSOs, to ensure effective technical assistance

4. Actively participate in relevant technical advisory/working groups and professional forums representing Project HOPE

 

Management

1. Supervise technical staff and build, mentor, and manage a team of highly qualified staff to ensure rapid and sustainable results

2. Manage technical contributions of subgrantees, including defining scopes of work

 

Required Qualifications

 

1. Master's degree or other advanced degree (PhD, MD) in public health; health finance and budgeting; and relevant fields such as development studies, social sciences, management, and others

2. Minimum of ten years' progressively experience in a senior role managing large, complex, and integrated programs of similar scope and dollar value

3. Previous experience working on USG programs or other donor funded programs with similar health objectives

4. Eligibility to play managerial and leadership roles; planning, and decision making.

5. Proven ability to work collaboratively with government, donors, the private sector, and community organizations to advance health objectives

6. Excellent interpersonal, writing, and oral presentation skills

7. Fluency of English in reading/writing/speaking is required and additional fluency in Bahasa Indonesian is preferred

8. Management skill in designing, managing, and implementing, monitoring and evaluation of donor-supported programs as well technical skill in managing MNH programs

9. Skilled in building capacity of individuals and organizations

10. In-depth understanding of Indonesian healthcare system, particularly the public health system

11. Proven track record managing a project team composed of several technical experts and fostering teamwork

12. Familiarity with USAID's administrative, management and reporting procedures and systems

13. Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector

14. Expertise in research to practice—identifying and adapting best practices to specific project contexts

15. Proficiency in Microsoft Office applications, including TEAMS and PowerBi

16. Ability to travel nationally

 

Desired Qualifications

 

1. Extensive technical experience working in the country to improve maternal and newborn health outcomes

2. Strong leadership skills, collaborative team player, and report writing

3. Previous experience working with other development partners on similar types of programs

4. Current relationship with relevant Indonesian stakeholders (ministries, donors, private sector, civil society).

 

Work environment

 Typical office environment with exposure to a minimal noise level.

 Emergency deployments may be in resource-deprived environments with austere living conditions

 Travel for extended periods may be by air and/or other modes of transportation

 While international travel is not a regular part of every job, programmatic needs may require it intermittently
