POSITION: Professional Photographer Consultant
Background and Justification
JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. The Country Health Information Systems and Data Use program (CHISU) is a five-year USAID-funded cooperative agreement (2020-2025) led by JSI and focused on strengthening health information systems (HIS), enabling sharing of data between systems and its use, and supporting countries' self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data.
As USAID's flagship HIS and data project, CHISU's work centers around four strategic objectives:
- Strengthened governance and enabling environment of host-country HIS.
- Increased availability and interoperability of quality health data and information systems.
- Increased demand and use of health data and information to address health priorities, gaps, and challenges.
- Strengthened organizational development of local partners for sustained health data use.
USAID CHISU is seeking the services of a professional photographer to document the impact of CHISU's work at the sub-national and health facilities levels. The photos are crucial as they support the documentation of the overall CHISU project in Indonesia.
Place of Performance: CHISU partner areas (DKI Jakarta, South Sulawesi, and East Java), Indonesia.
Activity Manager: Professional Photographer Consultant reports to the Communications and Knowledge Management Specialist for CHISU Indonesia.
Purpose and objectives of the consultancy:
A professional photographer consultant to document the impact of CHISU's work at the sub-national and health facilities levels in CHISU partner areas (DKI Jakarta, South Sulawesi, and East Java), which can be shown through health workers utilizing information systems. The documentation will also cover the daily activities of health workers in health facilities (interactions of health workers, and between health workers and patients), and the daily activities of government staff in the District Health Offices and other District Offices.
The result should all be high-quality photos with angles according to guidelines set by CHISU at the beginning will be used for a photo essay, in social media, publications, and other communications products. The activity photos will support the documentation of the overall CHISU project in Indonesia.
Activity Plan:
Pre-Production: Understanding briefly the CHISU's program key interventions and nature of work. Review the shot list provided by CHISU and ensure that essential images and scenes are captured. Develop a travel itinerary.
Production: Photo shoot on location according to the shot list that will be developed in pre-production. Travel to South Sulawesi and East Java for up to 5 days each is required (10-12 days inclusive of travel). Shoot high-quality, original, and aesthetically compelling images of community, health workers, government officials, partners, and stakeholders.
The entire set of images should have a coherent style, look, feel, and treatment shot from multiple camera angles that can be incorporated into different communication products. Each scene and subject will be photographed with optimal lighting, framing, and composition. Photos should have the following variations: horizontal and vertical photos of the same subjects; dramatic angles; close-up, midrange and wide-angle shots.
Images will meet high-quality documentary or photojournalism standards expected by international media organizations or leading photo agencies.
When and where possible, the use of professional and portable off-camera flashes or strobes is expected. The photographer will actively suggest scenes and poses to match the subject being documented.
Photo subjects must give fully informed consent in written form and will understand how the images could be used.
Post-Production: Provision of edited photo package.

The Professional Photographer Consultant is responsible to follow below guidelines, as part of the SOW:
- The photographer will take photos according to the brief:
● Get photos of people doing something, rather than just standing around. Instead of getting a group shot, capture people greeting each other.
● Find a moment when people are interacting with each other and their environment.
● Actively suggest scenes and poses to match the subject being documented.
- The photographer should also provide suggestions on photo options based on CHISU's needs.
- Each scene and subject will be photographed with optimal lighting, framing, and composition.
- Photos should have the following variations: horizontal and vertical photos of the same subjects; dramatic angles; close-up, midrange and wide-angle shots.
- Each photo should be edited for visual impact.
- Each photo should contain standard metadata, captions, copyright, photo credit and other relevant information. Caption information includes full names, name of location, age of subject(s), and date.
- The photographer will obtain from each photographed person a completed and signed media release form provided by USAID CHISU and submit the forms with the photo set.
- The photographer should provide regular updates to JSI Activity Manager.
- The photographer expressly assigns all copyright to JSI without copyright, credit, or use restrictions. All photographs become the sole property of JSI, which will have unlimited and unrestricted usage rights. Photo credit will be given to the photographer by name in the usual and customary manner appropriate to the use of the photograph.
All required deliverables and reports shall be submitted to the JSI Activity Manager listed on Page 1.
Qualifications:
● Bachelor's degree in photography, Visual Arts, or a related field.
● Minimum of 5 years of professional photography experience, including work in a consulting capacity.
● Proven portfolio demonstrating expertise in various photography styles and techniques.
● Proficiency in using professional-grade camera equipment and lenses.
● Expert knowledge of photo editing software such as Adobe Photoshop, Lightroom, and other relevant tools.
● Understanding of lighting, composition, and other photographic principles.
● Strong creative vision with an eye for detail.
● Ability to conceptualize and execute photography projects from start to finish.
● Experience in creating visually compelling images for different purposes and audiences.
● Ability to manage multiple projects simultaneously and meet deadlines.
● Strong organizational and time-management skills.
● Experience in coordinating with clients, art directors, and other stakeholders.
● Excellent verbal and written communication skills.
● Ability to work collaboratively with a team and clients.
● Strong interpersonal skills with the ability to provide constructive feedback.
● Willingness to travel for on-site photography sessions if required.
● Flexibility to work irregular hours, including weekends and evenings, based on project needs.
● Certification or membership in professional photography organizations is a plus.
