SCOPE OF WORK

MEL Associate

 

 Background

The five-year, USAID SELARAS activity will address the limiting conditions for better solid waste management services in areas where USG investments can significantly reduce ocean plastic pollution while also partnering with private sector enterprises to scale interventions. Achieving this mutual goal will require a diverse approach to:  

1) strengthen solid waste sector governance and financing;  

2) improve and expand solid waste management services;

3) strengthen local markets and businesses;

4) improve social behaviors and practices; and  

5) improve systems for tracking and reducing methane emission.  

 

USAID SELARAS will work at national, provincial, and local levels of government. Partnering with key institutions and stakeholders, the Activity will provide timely, relevant, and foundational support to enable the GOI to make progress towards its development objectives of having 100 percent of solid waste managed by 2024 and reduction of marine plastic pollution by 70 percent by 2025.  


USAID Selaras is looking for an excellent person to fill 3 position of MEL Associate


The MEL Associate will work under the direction of the USAID SELARAS MEL Manager and Regional Manager. S/He will support the implementation of USAID SELARAS' MEL System, including the development/review of MEL tools and plans, baseline and endline assessment/evaluation, beneficiary feedback, ensuring data on USAID SELARAS outcomes and deliverables/results are rigorously verified and highly accurate, contribution to reports and specific thematic studies/surveys in Solid Waste Management (SWM) sector, and support the identification of evidence-based learning process and project-level knowledge management program.

 *Detail SOW will be provided once the candidate is selected.

 Required Qualifications:

·       Undergraduate degree (S1) in a relevant subject matter, such as mathematics, statistics, urban and regional planning, engineering, communication or public administration or other relevant fields.

·       At least 4 years of professional experience, including experience working as MEL Officer and/or Data Analyst for development program.

·       Demonstrated ability to develop research/survey methodologies or have experience in project research.

·       Significant experience in MEL team capacity building/training.

·       Proven experience working with the digital data collection tools.

·       Possesses basic communication and facilitation skills, including moderating discussion and knowledge events.

·       Strong written and verbal communication skills.

·       Advanced proficiency in speaking and writing in English. Fluency in Indonesian.

 

Preferred Qualifications:

·       Experience on donor-funded projects, preferably USAID-funded projects.

·       Knowledge of the Solid Waste Management sector will be an advantage.

·       Strong computer and data analysis skills (e.g., MS Word, Excel, PowerPoint, Access, SPSS /STATA, Kobo ToolBox, PowerBI, and other qualitative and quantitative statistical analysis tools).

·       Strong skill, knowledge, and experience in implementing surveys and participatory approach as well as participatory monitoring and evaluation and understanding GIS System is highly desirable.
