The COP will oversee the implementation of the entirety of this activity, be the primary point of contact for USAID, provide strategic technical vision, and ensure ethical and excellent management of the activity, its staff, and consortium members. The COP will liaise with USAID, relevant GOI officials, health and development donors, and other implementing partners to cultivate open, productive, and collaborative relationships that support the implementation of this activity. The COP will be expected to identify issues and risks related to program implementation in a timely manner, suggest appropriate program adjustments, and ensure that systems are in place to mitigate the risk of fraud, waste, and abuse. The proposed COP candidate must fulfil the requirements detailed below.
This position will be based in Indonesia. Indonesian nationals are strongly encouraged to apply. It is anticipated to begin in mid-2025.
This position is contingent upon award from USAID.
Responsibilities
Main responsibilities include, but are not limited to:
1. Develop and maintain strong working relationships and alliances with USAID, the Indonesian Government Ministries, other USG implementing partners, private sector partners and other key stakeholders in Indonesia to maximize resources and avoid duplication of effort
2. Provide leadership and strategic direction to ensure the programmatic and financial integrity of the integrated health project and to achieve rapid and sustained project goals, objectives, and targets
3. Oversee the project's operational, financial, and administrative priorities; direct the planning and budgeting processes; design and oversee an annual project cycle in accordance with USAID's annual planning cycles
4. Ensure compliance with the project results and oversight of project activities to achieve the stated objectives
5. Ensure the development of strong M&E mechanisms, program monitoring tools and efficient systems to ensure high quality implementation
6. Represent Project HOPE's interests and present progress, achievements and lessons learned to key Indonesian stakeholders including USAID and implementing partners in public and professional circles through meetings, conferences, and presentations
7. Provide technical leadership in the design, analysis, and synthesis of interventions
8. Develop strategic plans, annual and quarterly work plans, and overall management of the program in line with USAID guidelines to achieve project objectives
9. Ensure the quality and sustainability of interventions within Government health facilities particularly in the areas of MNH and capacity building of district staff and national partners
10. Participate in relevant technical advisory groups with counterparts and partner institutions
11. Lead the annual work planning process in close collaboration with USAID, Indonesia Government Ministries, project team, and project partners
12. Oversee preparation of periodic project reports to donor
13. Mentor, support, supervise, and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results
14. Provide guidance, in collaboration with key staff, to subcontractors and subgrantees and coordinate activities with other agencies
15. Manage multiple project partners
16. Write and/or review technical components of materials and publications related to integrated health and its development
17. Ensure resources for project implementation are available
18. Work with finance and project staff to develop and track project budgets and ensure project is implemented in budget
19. Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data and results and establish a culture of data for decision making
20. Work closely with Project HOPE home office staff to ensure effective, timely and coordinated project implementation
21. Ensure compliance with USAID operational policies and regulations
Required Qualifications
1. Master's degree or other advanced degree (PhD, MD) in a relevant field such as public health; development studies; social sciences or management; and other relevant fields
2. Minimum of ten years' progressive experience in a senior role managing large, complex, and integrated programs of similar scope and dollar value
3. USAID experience required
4. Proven ability to work collaboratively with foreign governments, various ministries, development partners, the private sector, and community organizations to advance health and well-being
5. Demonstrated experience in successfully leading and managing multi-disciplinary teams to achieve project results in a fast-paced and complex environment
6. Excellent interpersonal, writing, oral, and English language skills. Additional fluency in Bahasa Indonesian language is preferred
7. In-depth knowledge of USAID projects, regulations, compliance, and reporting
8. Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills
9. Previous experience working in Indonesia, with intimate understanding of local health systems and maternal and newborn health
10. Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform
11. Proficiency in Microsoft Office applications, including TEAMS and PowerBi
12. Ability to travel nationally
Desired Qualifications
1. Previous experience working on and/or technical expertise in maternal and newborn health
2. Recent experience working with government counterparts in different capacities
3. Familiarity with relevant Indonesian stakeholders (Ministries, donors, private sector, civil society and other)
Work environment
· Typical office environment with exposure to a minimal noise level
· Emergency deployments may be in resource-deprived environments with austere living conditions
· Travel for extended periods may be by air and/or other modes of transportation
· While international travel is not a regular part of every job, programmatic needs may require it intermittently
