PATH is seeking a Monitoring, Evaluation, and Learning (MEL) Specialist based in Jakarta who will work under the "PHC Transformation Cadre Integration Project". In supporting the government in rolling out an integrated community health cadre, the project is designed to take a gender-intentional approach to designing digital support tools and a telehealth prototype connecting community clients, cadres and Puskesmas doctors—and includes a robust M&E approach will be undertaken to document evidence and learnings.

The MEL Specialist will coordinate with project team members, partners and stakeholders to lead the project's evaluation components.

 

Responsibilities:

  • Work closely with the Evaluation Lead and PHC Cadre and Integration Advisor in implementing the project's overall MEL approach.
  • Contribute to the development and implementation of the project learning agenda, including monitoring progress, synthesizing findings, and disseminating learnings to project stakeholders;
  • Maintain strong stakeholder relationships at national and district level in project districts to ensure stakeholders are briefed on MEL activities, and to enable data sharing and access;
  • Supervise District-level M&E and QI Officers based in the two project districts to ensure quality implementation of all evaluation activities, including data collection, management, and analysis from both qualitative and quantitative sources;
  • Ensure progress on data entry, analysis, and regular reporting to the project donor;
  • Provide technical leadership on data use for decision making approach, including triangulation of routine data and community data, use of digital tools implemented at the community level for data reporting, and data feedback loops to inform quality improvement and cadre planning efforts;
  • Work with project team in leading efforts to translate evidence into advocacy for national policy changes and financing for health cadres and digital support tools, including telemedicine.
  • Work closely with the project team and partners to integrate gender considerations into the overall MEL approach, including all project assessments.
  • Develop content for donor reports/presentations, including providing regular updates on evaluation progress, conducting data analysis, and summarizing key findings in deliverable reports.
  • Other tasks as required.

 

Required Experiences and Skills:

  • Master's degree in public health, statistics, or a related field with minimum 5 years of job-related experience in public health monitoring and evaluation;
  • Experience in the collection, management, and analysis of quantitative and/or qualitative data (mixed methods expertise preferred);
  • Knowledge and experience in using digital tools for community level data collection;
  • Good understanding of the primary health care health system in Indonesia, including knowledge of community health system;
  • Excellent organizational skills and ability to successfully manage competing priorities and meet deadlines;
  • Excellent interpersonal skills and experience managing a geographically dispersed MEL team;
  • Capacity to work independently and collaboratively with teamwork environment with solid interpersonal and verbal communication skills;
  • Excellent judgment, strategic thinker, strong initiative;
  • Strong oral and written proficiencies in Bahasa Indonesian and English languages required;
  • Solid knowledge of Microsoft Office Suite (Excel, Word, PowerPoint, Outlook);
  • Ability to travel domestically.
