PATH is currently recruiting an Finance and Administrative Officer, based in Jakarta, Indonesia through an Employer of Record.

PATH is a global organization that works to accelerate health equity by bringing together public institutions, businesses, social enterprises, and investors to solve the world's most pressing health challenges. We are seeking an Accounting and Administrative Officer for a two-year project on primary health care (PHC) in Indonesia. The project aims to build upon previous Government of Indonesia's investments to improve access to high quality PHC across the life-course among the most underserved populations in Indonesia. This will be a full-time position based in Jakarta, Indonesia.

Under the guidance, supervision and direction of the Indonesia Operations Manager/Head of the Office, with support from the Global Project Administrator (PADM) and Southeast Asia (SEA) Hub Finance and operations Director, the Accounting and Administrative Officer's specific responsibilities include:

  • Work closely with the PHC Project Coordinator to support accounting and administration for the PHC project.
  • Provide orientation to new staff on finance and administrative systems, policies, and procedures.
  • Implement routine bank/cash transactions and monthly bank reconciliation.
  • Efficiently use the systems in place for the payment of all bills, invoices, and staff reimbursements in a manner consistent with PATH policies and procedures and in compliance with local law and requirements.
  • Calculate and make payment for monthly staff payroll, benefits, and related personal income tax; Liaise with Insurance and Tax Offices.
  • Check and follow-up on completion of timesheets of staff for salary payments.
  • Review payment requisitions, ensuring accuracy and compliance with PATH policies, and approve as AP in accounting system.
  • Create transactions in accounting software, check/scan financial documents, invoices, receipts etc. to ensure adequate documentation of financial transactions attached.
  • Manage filing of both hard and soft copies of financial documents.
  • Track advances and receivables in accordance with PATH policies and notify staff/consultants of outstanding balances.
  • Support process for obtaining required visas, travel permits, tax exemptions, and other necessary permissions from related Government agencies.
  • Provide support to the Responsible project manager (RPM)/team leaders/project staff in the implementation and monitoring of project activities.
  • Provide administrative support for securing all necessary in-country approvals.
  • Coordinate with implementing partner(s) as needed to ensure smooth implementation of project's activities, including ensuring adequate logistical support for meetings, trainings, workshops, field trips and other travels.
  • Coordinate with project team to arrange travels for project staff, consultants, and visitors.
  • As needed, take notes at meetings and workshops, and prepare/distribute timely minutes; Assist in interpretation and translation of project documents and materials.
  • Under instruction from RPM/Global PADM/Operations Manager, support the procurement of goods and services for the project and enter data in PATH's system.
  • Assist in setting up team meetings and following up team action items/assignments.
  • Maintain and update project inventory and conduct annual project inventory physical count.
  • Provide support to the Global PADM in the preparation and monitoring of project budgets.
  • Assist Global PADM with conducting subrecipients' risk assessment and monitoring subrecipients' performance. Provide orientation, training and coaching to subrecipients' staff on project administrative and financial regulations and requirements.
  • Provide support to financial team in financial management.
  • Provide other administrative support as required.

Required Skills and Experience:

  • Bachelor's degree (in accounting or equivalent preferred) with minimum 05 years of work experiences in a similar role
  • Working experience in international non-governmental organizations (INGO) or in public health programs would be an advantage.
  • Excellent skills with Microsoft Word, Excel, and PowerPoint
  • Excellent organizational skills
  • Good communication and negotiating skills.
  • Proven interpersonal skills and ability to work effectively in a team.
  • Excellent written and spoken Bahasa Indonesian and English
  • Accounting and financial/admin management skills
