1. Background
In today's interconnected world, promoting exchanges and fostering people-to-people connectivity is increasingly vital for sustainable development and global collaboration. The European Union (EU) and the Association of Southeast Asian Nations (ASEAN) have a long-standing history of working together in trade facilitation, regional economic integration, transport, and people-to-people connectivity in education and research. Both strive to balance economic and financial stability with environmental responsibility while ensuring society benefits from connectivity.
Sustainable connectivity has become one of the key priority areas for EU cooperation with ASEAN as outlined in the EU Global Gateway Joint Communication, the EU Strategy for Cooperation in the Indo-Pacific (2021), and the regional Multiannual Indicative Programme (MIP) for Asia and the Pacific (2021-2027). The EU and ASEAN have pledged to “promote connectivity within and between” their regions, with a particular emphasis on sustainability, climate action, digitalisation, and gender equality. Intra-regional mobility and people-to-people connectivity have been one of the avenues through which community building has been pursued in Southeast Asia, as stipulated in the Master Plan on ASEAN Connectivity 2025 and the ASEAN Socio-cultural Community Blueprint 2025.
The consortium of Nuffic and DAAD are implementing the SCOPE - HE Programme to improve sustainable connectivity between the EU and ASEAN and within ASEAN. The programme's specific objective is to increase exchanges and people-to-people connections, notably about education, TVET and research within ASEAN as well as between the EU and ASEAN with a focus on gender equality and women’s empowerment, as well as digital and green skills. To ensure the programme achieves its specific objective, there are three result areas:
- Result Area 1. Strengthened student and academic mobility in line with the relevant ASEAN strategy and action plan in this area.
- Result Area 2. Stronger EU-ASEAN cross-regional University Networks to jointly tackle global challenges, by fostering research and technological connectivity.
- Result Area 3. Stronger ASEAN regional network of Vocational Education Institutions and businesses focusing on the “green transition”, “sustainability”, and “digitalisation”.
2. Objective
The objectives of this consultancy are:
- Review the SCOPE-HE Programme Indicators and elaborate on how they can be effectively measured.
- Identify the data sources necessary to measure the achievement of programme targets.
- Conduct data collection and analysis to develop and further detail the programme targets.
- Prepare the baseline study report.
3. Scope of Work
The selected consultant will develop the baseline study in coordination and communication with Nuffic Southeast Asia. The tasks and responsibilities are as follows:
- Conduct desk research.
- Present the results of the desk research, proposed methodology, baseline tools, target respondents, and budget.
- Responsible for data collection and research, including obtaining permission to conduct data collection when necessary, and research,.
- Analyse the data and write the baseline study report in English.
- Closely coordinate with the Programme Officer for Higher Education of SCOPE-HE during the consultancy period.
