The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people's living conditions on a sustainable basis.
In the context of the bilateral cooperation between the Government of Germany and the Government of Indonesia, GIZ has received new commissions from the Federal Ministry for Economic Cooperation and Development (BMZ) on Adaptive Social Protection (ASP)/Integrated Solutions in Disaster Risk Management and Social Protection (IAASP) and Strengthening the Capacity for Policy Planning for the Implementation of the 2030 Agenda in Indonesia and the Global South Phase 2 (SDGs SSTC Phase II). Both projects are under the Special Assignment (SA) cluster.
ASP project aims to provide integrated solutions to improve the crisis response capacity and long-term adaptation of poor population groups to climate change by linking social protection instruments with disaster management and climate adaptation approaches. By improving the protection of poor people and those at risk of poverty against climate-related shocks, it contributes to reducing the poverty rate (programme objective indicator 1). Incentive systems and financing mechanisms for forest protection and environmental services are being tested with the development of support approaches for adapting livelihoods to climate change in the project provinces (programme objective indicator 2).
The political partner of the ASP project is the National Authority for Disaster Management (BNPB). The project implementation is planned to be decentralised in 2 (two) regions, West Nusa Tenggara (NTB) and South Kalimantan (Banjarmasin). To achieve the module objectives, the Ministry of Finance (MoF), various directorates of Bappenas, the Ministry of Village (MoV), the Ministry of Home Affairs (MoHA), and the Ministry of Housing and Public Works (MoPUPR) engage as the implementing partners.
SDGs SSTC Phase II project aims to improve the implementation of multi-stakeholder partnerships that are gender equitable and socially inclusive for SDGs and South-South and triangular cooperation (SSTC). The jointly identified project outputs which complement each other are as follows: 1) improving the application of multi-stakeholder partnerships aimed at gender equality and social inclusion in the implementation of the SDGs in Indonesia, and 2) strengthening the capacity of the Indonesian system of international cooperation for the implementation of gender-equal and social inclusive SSTCs.
Gender Equality and Social Inclusion Advisor
(Job title in SAP: Gender, Equality Advisor)
A. Responsibilities
In your role you are responsible for a prominent area of specialist expertise within a cluster/large-scale project and for the organisational implementation of the project's measures and activities. You contribute to the conceptual design of the project, in particular its modification or realignment, and represent the cluster/large project vis-à-vis external parties in consultation with your line manager.
You perform prominent tasks and provide technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors, thereby supporting the achievement of the agreed objectives of the given cluster/large-scale project and providing impetus for further strategy development.
You are also responsible for providing specialist support to colleagues in salary bands 2-4 and ensuring the quality of the commission's outcomes.
In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently.
You provide competent advice in your thematic area based on existing regulations and with due regard for P+R.
You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarising themselves with and performing their tasks.
In consultation with the country director or your line manager, you use your contacts both to act as a point of liaison for all matters in your specialist field and to strengthen alliances and cooperation arrangements on behalf of the company.
You are also responsible for knowledge management, such as training measures, in your thematic area.
You perform the tasks assigned to you by your line manager where required.
B. Main activities
The sharing percentage of the advisor is 50% for the SDGs SSTC Phase II project, 30% for the ASP project, and 20% for the Special Assignment cluster with the following tasks:
- Support the development and implementation of GESI strategies and plans at the intervention areas in close coordination with project teams, political partners, and relevant key stakeholders.
- Responsible for knowledge management through identifying and gathering organisational knowledge and learning, the documentation and facilitation of learning sessions for organisational effectiveness and publishing the learning in coordination with the project teams and relevant key stakeholders.
- Support capacity building of staff, key partners, and various stakeholders at the project and cluster level for GESI-related topics and familiarity with the feminist foreign policy concept and approach.
- Design and carry out monitoring & evaluation of program activities from a GESI perspective.
- Maintain an overview of the gender-related measures in the cluster and support the implementation of the GIZ Gender Strategy and GIZ Indonesia/ASEAN Gender Action Plan.
- Assist the Cluster Coordinator and Country Director on overarching issues related to the implementation of GIZ corporate strategy (eq. Vision 2028)
C. Qualifications and specialist knowledge
· Professional experience: The candidate must have a minimum of five years of relevant work experience and/or equivalent with 8 years of university degree. The candidate should have sound knowledge of the current political situation and inequity issues at policy and program levels, along with development issues and current affairs across and globally.
S/he should have prior experience in conducting gender and social inclusion analysis, development of strategies for gender mainstreaming and transformative initiatives, monitoring and evaluation. Prior experience working in project monitoring and evaluation of gender and social inclusion interventions is desirable.
· Skills and Abilities: The position requires demonstrable skills in policy development, facilitation, data analysis and monitoring, and critical thinking, including good organisational and interpersonal skills. The position requires frequent field travel, and attention to detail and the ability to keep accurate records to maintain the integrity of information.
The GESI Specialist will be responsible for assessing and identifying key GESI issues, preparing the annual GESI plan within the projects as well as the cluster, providing strategic support in GESI and providing support on mainstreaming GESI issues, including foreign feminist policy in project development. S/he will ensure the SDGs SSTC Phase II project, ASP project, as well as the Special Assignment Cluster to deliver on a viable plan to achieve the objectives of gender and social inclusion integration from mainstreaming to transformative approach in its project activities and cluster program and strategy.
· Other knowledge, additional competencies: very good working knowledge of ICT technologies (e.g. MS Office), excellent written and oral communication in Bahasa Indonesia and English, experience in international cooperation and/or cooperation with German organisations, willingness to up-skill as required by the tasks to be performed/corresponding measures are agreed with management, strong organisational competence with good communication and coordination skills, and ability to work in an intercultural environment
