Program Background
Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) is a partnership between the Government of Australia and Government of Indonesia to support sustainable and inclusive economic growth through improved access to infrastructure for all people in Indonesia. KIAT works with government partners, multilateral development banks (MDBs) and civil society providing technical assistance to improve infrastructure policy, planning and delivery. KIAT also works with sub-national governments to improve the quality of infrastructure spending and planning.
Through its work with central and sub-national governments, KIAT is working towards 5 End-of-Facility Outcomes (EOFOs):
- Improved policies and regulations for infrastructure development
- High quality projects prepared for financing by GOI, MDBs or the private sector
- High quality infrastructure delivery, management, and maintenance by GOI
- Infrastructure policies, design and delivery are more inclusive for women and people with disabilities
- Improved policy, planning and design results in lower-emission, more climate-resilient infrastructure
The focus of KIAT is on the following areas: Water and Sanitation; Transport; Gender Equality, Disability and Social Inclusion (GEDSI); Climate Change; and Infrastructure Funding and Financing (IFF).

The Role
KIAT is supporting GOI with the development of the Palembang City Sanitation Project (PCSP) through GOA grant funding for the construction of a centralised wastewater treatment plant (WWTP) and pumping station, and is providing comprehensive TA support, comprising a Construction Management Consultant (CMC), Capacity Development Technical Assistance (CDTA) - (phased out in February 2024), and Community Engagement and Socialisation Technical Assistance (PERENTIS).
Perumda Tirta Musi (PTM) Palembang is the designated service delivery organisation (SDO) to operate and maintain the PCSP infrastructure on behalf of the Palembang city government (PEMKOT).
To achieve 'economies of scale' in domestic wastewater management and to enhance the financial viability of PTM operations, PEMKOT plans to merge the provision of 'off-site' (WWTP) and 'on-site' (septic tank) sanitation services under the responsibility of PTM.
To expand safely managed sanitation beyond the boundaries of the PCSP initiative, it is proposed to implement a 'scheduled onsite septage management' (referred to as L2T2 – Layanan Lumpur Tinja Terjadwal) service for households and businesses across Palembang. Key stakeholders involved in the delivery of L2T2 services include the private sector (septage desludging and transport), PTM (services manager and WWTP operator), and potentially private sector engagement for the utilisation of conditioned residual sludge.

About You
Essential
• A degree or equivalent qualification in environmental engineering with prior experience in consulting, public services delivery or relevant fields
• Relevant professional experience of at least 5 years (or equivalent combination of education and experience)
• Bahasa and English language fluency, with excellent written and oral communications skills
• Prior experience working with GOI stakeholders
• Previous experience with DFAT programs or facilities is preferred

Remuneration
Commensurate with level of experience and qualifications for the role. Successful Indonesian nationals will be engaged under a local contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
