CONTEXT
USAID SEGAR is a five-year (2020 – 2025) Activity designed to advance Indonesia´s development objectives in balancing biodiversity conservation and sustainable land use with inclusive economic and livelihoods development. To accomplish this, targeted subnational jurisdictions with high conservation values (HCV) and high carbon stocks (HCS) will be supported to improve management of natural resources that measurably conserves biodiversity, decreases greenhouse gas (GHG) emissions from unsustainable land use, and promotes sustainable and inclusive economic growth.
 
The private sector has been identified as a strategic partner in achieving these objectives. Specifically, through Objective B, USAID SEGAR works to ensure the increased implementation of environmental and social sustainability goals within private sector natural resource commodity production supply chains. This effort aims to reduce threats to biodiversity and GHG emissions from land use. One of the measurable outcomes (Outcome B.1) is the number of private sector entities implementing mandatory and voluntary environmental and social standards and requirements. USAID SEGAR has identified oil palm as a strategic commodity in achieving its objectives. This aligns with the Indonesian government's goal to ensure that the oil palm industry complies with the Indonesia Sustainable Palm Oil (ISPO) standard by the end of 2025 , with current compliance at 34% by the end of 2024 . USAID SEGAR supports this policy by providing free technical assistance to companies through a coaching clinic program. This program includes assistance in developing Standard Operating Procedures (SOPs), certification training for ISPO auditors and General Occupational Health and Safety (K3), and supervision of internal audit simulations.
In its first and second years, the activity initiated communication with the oil palm industry. In 2023, it conducted a series of technical assistance sessions in Aceh, involving nine companies. USAID SEGAR is committed to continuing to provide technical assistance to more private sector entities across all supported districts. To achieve this, one consultant per province will be hired to support the site team. This Scope of Work (SOW) outlines the hiring of a consultant to provide technical assistance to encourage companies in USAID SEGAR's working areas in West Kalimantan—specifically Kubu Raya, Ketapang, Sanggau, and Sintang—to participate in the coaching clinic program, thereby accelerating their readiness for ISPO certification.
 
OBJECTIVES
The objectives of the consultancy are as follows:
  • To identify companies in the supported districts of West Kalimantan, East Kalimantan & Aceh that have not yet complied with ISPO standards.
  • To promote the coaching clinic program and recruit companies interested in receiving technical assistance from USAID SEGAR.
  • To ensure that interested palm oil companies commit to participating in the coaching clinic program and conducting internal audits.
  • To ensure that participating companies conduct their first internal audit as part of their commitment to obtaining ISPO certification.
  • To facilitate market partnership between committed companies with independent smallholder group
TASKS
  • Developing a work plan
  • Identification of companies that have not complied with ISPO.
  • Socialization to companies
  • Recruiting companies that are interested to receive TA from USAID SEGAR
  • Coordinating the implementation schedule with site team
  • Monitoring the internal audit activities and collecting the internal audit result (declaration of complying with ISPO)

REQUIRED QUALIFICATIONS
  • Bachelor's degree in subject relevant to natural resources management including but not limited to forestry, agriculture, environmental science, law, and sociology.
  • Minimum 10 years of working experience in oil palm plantation and industry.
  • Strong understanding and experience of sustainable palm oil implementation, and knowledge of ISPO certification regulations and processes is preferable.
  • Demonstrated understanding of the roles and dynamics of various stakeholders (government, non-government, and private sector) in oil palm plantation and industry.
  • Demonstrated knowledge and experience in producing high quality reports in work related to management, planning, monitoring, and evaluation.
  • Strong interpersonal and communication skills.
  • Good English and fluent in Indonesian.
SUPERVISION AND REPORTING
The consultant will work with the Green Supply Chain Specialist at the assigned provincial level and the Finance and Investment Specialist at the national level and report to the Private Sector Engagement Lead.
