BACKGROUND:

The Wildlife Conservation Society (WCS) is a US-based charitable organization whose mission is to save wildlife and wild places worldwide through science, conservation action, education, and to inspire people to value nature. Wildlife Conservation Society - Indonesia Program (WCS-IP) works on biodiversity conservation projects across Indonesia in support to the Government of Indonesia (GoI) biodiversity conservation efforts through Ministry of Environment and Forestry (MoEF). 

In the past years the Wildlife Conservation Society Indonesia Program (WCS - IP) has significantly increased its engagement on forest/climate change policy, wildlife trade policy, support to the protected areas management, and development of other new projects within the country program. To support its program implementation, WCS-IP is seeking a dynamic, well-organized, hard-working, and committed team player to support the organization as the Procurement Coordinator. 


POSITION DESCRIPTION :

The Procurement Coordinator is based in Bogor and reports directly to the General Affairs Manager and indirectly to the SEAA Procurement Specialist. The Procurement Coordinator will be responsible to provide technical and operational support in all procurement-related activities for WCS Indonesia Program primarily in the areas of purchasing but will also support other activities as an active member of the team. The position will be responsible for providing procurement support to the office activities in accordance with procurement standards, WCS and related Donor's rules, financial procedure and regulations.  

SPECIFIC TASKS AND OUTPUTS/DELIVERABLES:

The Procurement Coordinator will be responsible in the following assignments

PURCHASING ROLES:
  1. Carries out direct purchases for Admin Operations in Bogor and certain field locations.
  2. Ensures correct purchasing and procurement with reference to WCS and Donors procedures, rules and regulation, including financial rules and Code of Conduct are followed and fully implemented.
  3. Performs proper digital filing of all relevant documents concerning procurement to ensure full accountability and transparency.
PROCUREMENT COORDINATION :
  1. Liaise and coordinate the development of procurement plan with the Ops Team, Strategic Team and Program Team.
  2. Lead focal point for procurement plan review under certain donor funding before submission to Functional Manager/Donor's approval.
  3. Has clear overview on the procurement plan implementation related to schedules from the approved Purchase Request until completing delivery of goods/services ensuring the deadlines are respected and expenditures are within approved limits.
  4. Carries out close monitoring and guidance on the procurement implementation under certain donor funding with related program/project admin staff and the Project Coordination Unit/Strategic team.
  5. Handling contract management in draft, review and manage procurement contracts/agreements, and ensure all contractual obligations are met. Monitoring the necessary contract renewals and termination especially under Long Term Agreement as well as maintain the records for filing purpose.
  6. Act as focal point for procurement regulations under WCS regulations and donors to all staff.

OTHER PROCUREMENT TASK :
  1. Identify, evaluate and select suppliers/vendors based on WCS procurement guidelines. Develop and maintain good relationships with suppliers/vendors as well as monitoring their performance and compliance with contracts and agreements.
  2. Conduct market research to identify new suppliers and trends. Keep updated on market conditions, product innovations and changes in supplier conditions.
  3. Identify and mitigate procurement risk, implement cost-saving initiatives and analyse procurement data to identify opportunities for cost reduction.
  4. Assist the General Admin team as needed with any other tasks as requested.
  5. Any other relevant ad-hoc duty requested by General Affairs Manager as necessary

MINIMUM QUALIFICATIONS :
  • Bachelor's degree in Logistics or Finance is preferred, or Economic, Business Administration.
  • Minimum 5-7 years of proven track records in procurement (not admin) in international organizations/NGOs.
  • Accustomed to coordination functions.
  • Ability to convey information effectively and clearly in writing and verbally.
  • Excellent oral and written communication skills in English.
  • Computer skills mandatory and proficient in Microsoft Office Applications.
  • Good administrative/office management skills.
  • Strong analytical and interpretative problem-solving skills.
  • Able to multi-task, establish priorities and meet deadlines.
  • Able to work with minimum supervision.
  • Concern for wildlife conservation & environmental issues is essential.
