USAID Indonesia Urban Resilient Water, Sanitation, and Hygiene (USAID IUWASH Tangguh) is a five-year Activity to advance Indonesia's development goals in increasing access to safely managed drinking water, sanitation and hygiene (WASH) in vulnerable urban areas and strengthening climate-resilient WASH services and water resources management. In close partnership with the Government of Indonesia (GOI), USAID IUWASH Tangguh supports Indonesia's work to achieve their Sustainable Development Goal (SDG) targets to ensure access to water and sanitation for all (SDG 6) and to make cities and settlements inclusive, safe, resilient, and sustainable (SDG 11).
Using an Integrated Resilient IUWASH Systems (IRIS) approach—which aligns actions and incentives between upstream and downstream actors, while crowding in collaboration with key stakeholders through partnerships that accelerate the enabling environment and key enabling factors, such as finance and data—the USAID IUWASH Tangguh team will provide technical assistance to GOI, private sector and civil society stakeholders to achieve four objectives: 1) Strengthened WASH and WRM Sector Governance and Financing; 2) Increased Access to Poor-Inclusive, Climate-Resilient, Safely Managed Drinking Water and Sanitation Services; 3) Improved Water Resources Management to Support Resilient Drinking Water Services; and 4) Increased Adoption of Behaviors and Improved Women's Participation and Leadership Roles that Contribute to Improvements of WASH and WRM.
USAID IUWASH Tangguh is looking for Individual Consultant for BLUD PALD Formation in Kab. Deli Serdang District, NSRO
USAID IUWASH Tangguh has developed the Sanitation Index tool. The aim is to determine the impact of USAID IUWASH Tangguh's assistance to the city/ district for five years, especially to the operator, which can be UPTD, BLUD, or PDAM. The Sanitation Index tool has been used in the previous USAID programs and has been improved in this program. Deli Serdang district in North Sumatera Province has used this tool to evaluate their performance internally. The tools to evaluate the performance of the District/City are divided into several aspects: Institution; Regulation; Financial; Sanitation coverage and sanitation resilience, and Operational. Besides, it consists of 22 indicators. One of the indicators is a type of domestic wastewater agency. This type is indicator 1-1, the first thing that needs to be fulfilled and will affect the other indicators. In Deli Serdang District, there has been a separation of regulator and operator in wastewater management, by forming specific institutions in the form of UPT, and to improve their services to the communities, the local Government wants to upgrade their UPT to enter the Management Pattern Finance (PPK/ Pola Pengelolaan Keuangan) BLUD (Badan Layanan Umum Daerah/Regional Public Service Bodies).
Objectives of this assignment:
1. Prepare Strategic Plan Document (Dokumen Rencana Strategis), UPTD PALD Financial Report Document (Dokumen Laporan Keuangan UPTD PALD), Minimum Service Standard Document (Dokumen Standar Pelayanan Minimal), and Governance Document (Dokumen Tata Kelola).
2. Prepare a draft of district regulation according to point (1)
3. Assist the Local Government in collecting data for preparing documents and draft district regulations.
4. Prepare a draft of BLUD PALD through Regent's Decree

The service provider for this activity has the following qualifications:
- Qualification of personnel:
· Master's degree, with a study program related to research.
· Experience in preparing BLUD at least 3 projects.
· Have good communication skills.
- Understand the process, implementation, administration, accountability, and reporting at BLUD
- Have an understanding and knowledge of operational and technical management, governance, and BLUD financial preparation patterns.
- Understand domestic wastewater management on a district/city scale in Indonesia.
