Program Background

Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) is a partnership between the Government of Australia and Government of Indonesia to support sustainable and inclusive economic growth through improved access to infrastructure for all people in Indonesia. KIAT works with government partners, multilateral development banks (MDBs) and civil society providing technical assistance to improve infrastructure policy, planning and delivery. KIAT also works with sub-national governments to improve the quality of infrastructure spending and planning. 

  

Through its work with central and sub-national governments, KIAT is working towards 5 End-of-Facility Outcomes (EOFOs): 

  1. Improved policies and regulations for infrastructure development
  2. High quality projects prepared for financing by GOI, MDBs or the private sector
  3. High quality infrastructure delivery, management, and maintenance by GOI 
  4. Infrastructure policies, design and delivery are more inclusive for women and people with disabilities 
  5. Improved policy, planning and design results in lower-emission, more climate-resilient infrastructure 

The focus of KIAT is on the following areas: Water and Sanitation; Transport; Gender Equality, Disability and Social Inclusion (GEDSI); Climate Change; and Infrastructure Funding and Financing (IFF).

The Role

The Program Manager will support the effective and efficient planning and design, contracting, and implementation of a portfolio of projects within assigned technical sector(s). The Program Manager will work within the operations team, and closely with technical and performance teams, to ensure the effective management of projects. Management of projects will focus on achievement of outcomes, quality of engagement, timeliness of delivery and cost effectiveness. The position will report to the Facility Operations Manager and be assigned to technical units to support a portfolio of projects.

 

The Program Manager will support the procurement, contracting, budgeting and implementation compliance for projects under their responsibility. The position will coordinate with government counterparts to help define and document funding requests as it relates to the assigned technical sector.

About You

Essential

  • At least 10 years of professional experience in program management for large and complex projects; experience in project management within the infrastructure sector preferred.
  • Bachelor's degree in project management, business/finance, law, engineering or related field.
  • Strong knowledge and practical experience in project management methodologies and techniques.
  • At least 5 years of experience working on DFAT or other international donor-funded projects.
  • Experience in leading procurement, contracting, budgeting and compliance requirements for projects.
  • Experience in process improvement efforts within the project/activity lifecycle.
  • Strong leadership and management competencies combined with creative and innovative problem-solving skills.
  • Excellent verbal and written communication skills and the ability to communicate with a wide range of stakeholders from diverse backgrounds including people with disabilities.
  • Fluent English language capabilities required; fluency in Bahasa Indonesia an advantage.
  • Highly advanced computer literacy skills within a Microsoft Office environment.
  • Knowledge and understanding of the different needs of different stakeholders such as women, the elderly, people with disabilities and others with special mobility needs.

Remuneration

C3 based on DFAT standard ARF rates. Applications from qualified Indonesian and international applicants will be considered. Successful Indonesian nationals will be engaged under a local contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
