BACKGROUND:

Background

The Wildlife Conservation Society (WCS) has a distinguished history of experts exploring and saving wildlife in some of the most remote and wild places remaining on Earth. The Wildlife Conservation Society-Indonesia Program (WCS-IP) has significantly grown over the last decades and contributed to supporting the Government of Indonesia (GoI), particularly the Ministry of Environment and Forestry (MoEF) in conserving Indonesia's biodiversity. WCS-IP is structured under five core thematic programs: Forests, Marine, Wildlife Trade & Policy, One Health, and Rights & Communities. These programs are supported by cross-cutting units namely Science & Technology, Conservation Network & Partnership, and Operations.

To achieve our overall goal of saving wildlife and wild places, WCS-IP is currently seeking qualified candidates for the position of Wildlife Policy Coordinator. The position will directly report to Wildlife Trade and Policy (WTP) Senior Program Manager and work with other WCS-IP staff.

Overall Tasks and Responsibilities
  • Provide overall leadership for the WTP Policy team and its activities to support government in strengthening the national policy and regulatory framework for species conservation and wildlife trade. This includes managing and maintaining a team of policy experts and researchers, both consultants and full-time staff, who will be responsible for producing deliverables.
  • Support the WTP Senior Program Manager to ensure that programs, particularly under the Policy Unit, are delivered to the highest standard and able to measurably demonstrate its performance against the WCS-IP country strategy targets.
  • Support WCS-IP in the ongoing development of WTP programs through donor liaison, project development and management, collaboration amongst WCS-IP programs and various partners and meaningful participation in national and international meetings and workshops. 

1. Leadership on Policy Assessment and Research

  • Lead research design/development and assessment to strengthen the current institutional framework, regulations, and policies relating to species and genetic conservation in Indonesia, by considering different aspects of illegal wildlife trade. Issues include, but are not limited to, legal and illegal wildlife trade, wildlife management, sustainable biodiversity financing, and One Health.
  • Coordinate the WTP Policy team to support the Government of Indonesia on:
    • ensuring compliance of CITES and CBD mandates, as well as other international/regional biodiversity-related conventions as required;
    • monitoring the implementation of national biodiversity strategy and action plan; and
    • developing the species conservation strategies and action plan in Indonesia.
  • Provide strategic thinking and identify approaches to support government agencies on policy reform including providing recommendations and/or exploring the implementation of new/revised subsidiary regulations, laws or policies to support species and biodiversity conservation.
  • Coordinate with Science and Technology Unit and One Health Program in research design/development and assessment.
  • Oversee the work of researchers under Policy Unit to ensure the procedure of studies and assessment comply with WCS-IP MOU and regulations in Indonesia. 
  • Produce one peer-reviewed scientific publication on relevant issues. 

2. Stakeholder Engagement and Communication

  • Liaise and establish good working relationships and/or strategic partnerships with MOEF and key stakeholders such as from government, academia, NGOs, etc. to ensure the successful coordination, implementation and follow-up of project activities, as well as the mobilization of additional resources to the projects.
  • In coordination with WTP Senior Program Manager, liaise and maintain relationship and communication with donors to ensure the implementation of projects and proposals development are well-updated.
  • Provide technical and facilitating support to meetings, seminars, workshops, conferences and other public outreach activities as required and formally represent WCS-IP as necessary. 
  • Write, publish, and present policy research findings through briefing papers, policy papers, technical reports and presentations, as well as support coordination with Conservation Network and Partnership Unit in providing updates, as necessary, to be disseminated through the media.

3. Program Development and Program Management

  • Coordinate the implementation and administration of all projects under this program, ensuring that approved workplans and activities are undertaken in a timely manner in line with budgetary means, as well as adapt the objectives, strategies, workplans and budgets as circumstances dictate, ensuring that annual, mid-term and end-of-project targets will be met.
  • Prepare activity reports as required by WCS-IP, donors and/or stakeholders, in Indonesian or English.
  • Provide support to WTP Senior Program Manager in maintaining good communication with WCS's regional and global teams to support ongoing enhancement and implementation of WTP approaches in Indonesia
  • In coordination with WTP Senior Program Manager and the Finance & Grant team to oversee the budget implementation, including conduct regular meetings with the Finance & Grant team.
  • Support in recruitment process of team member and sub-contractors of WTP in close coordination with the HR Team, including developing the Terms of Reference and assisting in selection and recruitment process.
  • Manage and supervise Policy team members including assist in developing individual work plans and conducting performance evaluations, planning and monitoring work and travel schedules. Additionally, supervise and coordinate sub-contractor work, monitor and evaluate their deliverables, and ensure timely submission. 
  • Contribute to develop project proposal as well as discuss idea and concept notes with WTP Senior Program Manager on policy reform efforts encompassing issues related to species conservation, legal and illegal wildlife trade, sustainable utilization and management of wildlife, sustainable biodiversity financing, and One Health.
  • Contribute to the development of the vision and strategy for WCS-IP, and actively participate in meetings as required by WTP Senior Program Manager to support the ongoing improvement of WCS-IP operations and WCS-IP strategy.
  • Support WTP Monitoring and Reporting Senior Coordinator in providing information and documents to be integrated into knowledge management system within WTP. 

Job Requirements
Qualifications and Experience
  • The post-holder should have a master's degree in environment, law, biology, social sciences and/or a related discipline and at least 5-years post qualification experience (more experience is highly desired).
  • Background in conservation, wildlife policy, environmental issues, and CITES/CBD.
  • Experienced in conducting research in Indonesia.
  • Good track record of writing policy, legal analyses or conducting policy-orientated research, including written reports in Bahasa Indonesia and English. 
  • Experienced networking with Government, particularly Ministry of Environment and Forestry.
