ADRA Indonesia – The Adventist Development and Relief Agency is humanitarian organization with mission to serving humanity so that all may live as God intended. Registered as Yayasan ADRA Indonesia, we are part of a global ADRA network, with a presence in approximately 125 countries, focusing on key areas such as Emergency Response, Emergency Recovery, Livelihoods, Economic Development, Shelter, Basic Education, Primary Health, and Disaster Risk Reduction.

One of ADRA Indonesia's key initiatives is the PHARS Project - Regenerative Forest and Agroforestry Management (Pengelolaan Hutan dan Agroforestri Regeneratif Sigi) in Sigi project, located in the Marawola Sub-district, Central Sulawesi, aims to enhance the livelihoods of Indigenous communities through strengthening capacity and provide resources to boost agricultural productivity, diversify income sources while addressing deforestation and protecting biodiversity. Restoring and managing critical lands using nature-based solutions, climate-resilient forestry, and the establishment of carbon sinks are the important aspects of this project.

The rehabilitation of degraded forest lands in 12 villages will be conducted along with the technical support for the acquisition of social forestry permits and facilitates the village government to establish BUMDES, cooperatives or other business entities to manage their local resources for afforestation and other green economic activities. It also seeks to improve market access for regenerative agriculture and agroforestry products and introduces carbon credits and the National Emissions Compensation System in Marawola Barat. By working closely with local leaders and the Indigenous community, the project aims to foster long-term development that aligns with the values and traditions of the Indigenous communities while promoting gender equality and social inclusion.

Position Summary

The Administration and Logistic Officer will provide essential support to ensure the efficient operation and success of the PHARS project. This role involves coordinating closely with the Finance and Project team to deliver critical operational support. Responsibilities include managing administration for the field and office, overseeing staff logistics, and organizing the logistics for meetings, workshops, and monitoring visits, including catering arrangements. The Officer will also handle administrative tasks such as documentation, record-keeping, procurement, inventory management, and transportation. Additionally, the Officer will ensure that all activities comply with donor requirements and organizational policies.

Main Duties and Responsibilities:

 

The main duties and responsibilities to be performed by the Administration and Logistics include, but are not limited to, the following:

 

·        Manage day-to-day administrative tasks to ensure the smooth operation of the project office by handling routine administrative functions.

·        Maintain record, documentation, and filing systems in line with ADRA Indonesia and donor requirements.

·        Assist in the preparation and processing of project-related documents, including contracts, procurement requests, and financial reports.

·        Coordinate with local suppliers, and service providers to ensure timely and efficient delivery of goods and services.

·        Provide administrative and logistic support for meetings, workshops, and field visits, ensuring all necessary materials and logistics are organized.

·        Manage procurement, inventory, and transportation to meet the project's logistical requirements.

·        Coordinate procurement activities, adhering to ADRA's policies and donor regulations.

·        Monitor and manage the inventory of project equipment and supplies, ensuring they are properly stored, maintained, and utilized.

·        Back up support services in HR administration matters (timesheet, annual leave log)

·        Supervise support staff (eg cleaner and driver) to maintain office and car cleanliness and neatness

Qualifications

·       Bachelor's degree in Business Administration, Logistics, Management, or a related field.

·       At least 3 years of experience in administrative and finance roles, preferably within an NGO or development project context.

·       Proven experience in finance, procurement, inventory management, and logistics coordination.

  • Working knowledge of office software, including Word, Excel and PowerPoint.
  • Must be well organized, and a self-starter with attention to detail.
  • Must have excellent communication skills and good command in both written and spoken Bahasa Indonesian. Good English skills are desired.
  • Sensitivity to cultural differences and understanding of the ethical issues.
  • Ability to manage and complete numerous tasks with a high degree of organization and limited resources.
  • Experience of proactively identifying risk, addressing issues and appropriately communicating these to the project staff and country office as needed.
  • Able to work independently and on a team.
  • Ability to meet deadlines with strong attention to consistency, detail, and quality.

·       Familiarity with donor requirements, especially related to logistics and procurement, is highly desirable

·       Ability to drive a motorbike.

The Field Cashier will be responsible for managing cash flow in the field, including bank payments, handling petty cash, and assisting the Project Manager with financial updates and tracking. This role involves overseeing cash transactions, ensuring accurate and timely processing, and monitoring financial activities, including transfers to forestry group. The Field Cashier will ensure compliance with organizational and donor financial policies and contribute to the effective financial management of the project.

 

 

Main Duties and Responsibilities:

 

The main duties and responsibilities to be performed by the Field Cashier include, but are not limited to, the following:

 

·        Manage cash flow in the field, including handling petty cash and processing bank payments. Ensure accurate disbursement and receipt of cash, maintaining proper documentation.

·        Assist the Project Manager with financial updates, including tracking and monitoring expenditures, and preparing financial reports as required.

·        Oversee and manage transfers to forestry group savings books, ensuring accuracy and timely processing of transactions.

·        Maintain accurate and up-to date financial records of all cash transactions, including receipts, disbursements, and reconciliations. Ensure documentation is complete and compliant with organizational and donor requirements.

·        Conduct regular bank reconciliation and cash reconciliations and address any discrepancies.

·        Ensure adherence to financial procedures and policies, including safeguarding cash and ensuring compliance with donor regulations.

·        Provide financial support to field operations, including assisting with budget tracking, expense reporting, and financial documentation.

Qualifications

·       Bachelor's degree in Finance, Accounting, Business Administration, or a related field.

·       Minimum of 5 years of experience in finance, with a strong background in cash management preferably within the context of development or humanitarian projects.

·       Working knowledge of accounting software, and office software including Word, Excel and PowerPoint.

·       Strong numerical and analytical skills.

·       Excellent attention to detail and commitment to high-quality work.

·       Ability to meet deadlines with a strong focus on consistency and quality.

·       Familiarity with financial regulations, cash handling procedures, and donor compliance requirements.

·       Excellent communication and interpersonal skills, with the ability to work effectively with diverse teams and stakeholders.

PROGRAM PENGUATAN KETAHANAN IKLIM MASYARAKAT PESISIR BERISIKO DI NTT MELALUI PENGELOLAAN SUMBERDAYA DAN MATA PENCAHARIAN RAMAH IKLIM

(PEKA IKLIM)

 

1.      PENDAHULUAN

Arbeiter-Samariter-Bund (ASB) Indonesia and the Philippines adalah lembaga non-pemerintah internasional yang berkantor pusat di Jerman, bekerja di Indonesia sejak tahun 2006 berdasarkan Memorandum Saling Pengertian (MSP) dengan Kementerian Dalam Negeri Republik Indonesia (Kemendagri). ASB berkoordinasi erat dengan Pusat Fasilitasi Kerjasama Kementerian Dalam Negeri Republik Indonesia dan bermitra secara teknis dengan Direktorat Jenderal Bina Pemerintahan Desa Kementerian Dalam Negeri Republik Indonesia.

Sesuai MSP 2019-2022, Program ASB bertujuan untuk berkontribusi pada pembangunan ketangguhan nasional melalui penguatan peran desa dalam pengurangan risiko bencana (PRB) dan pengelolaan sumber daya ekonomi yang inklusif serta adaptif terhadap perubahan iklim. Program ini didanai oleh Kementerian Pembangunan dan Kerja Sama Ekonomi Republik Federal Jerman dan diimplementasikan melalui "Program Penguatan Ketahanan Iklim (PEKA-IKLIM)" di Kabupaten Manggarai Barat dengan dua desa percontohan, Warloka Pesisir dan Repi, selama 3 tahun (2022-2025).

Dalam rangka mendukung program ini, Proyek PEKA IKLIM membutuhkan seorang konsultan untuk menangani desain dan pengembangan konten Komunikasi, Informasi, dan Edukasi (KIE) yang telah disiapkan oleh spesialis. Konsultan ini akan bertanggung jawab untuk mendesain semua materi KIE yang diperlukan dan akan dibayar berdasarkan output yang dihasilkan.

 

 

2.      MAKSUD DAN TUJUAN

Maksud dan Tujuan dari pengadaan konsultan KIE adalah:

a.      Mendesain dan mengembangkan konten KIE yang relevan dan sesuai dengan kebutuhan program PEKA-IKLIM.

b.      Menyediakan materi KIE berkualitas tinggi yang mendukung pencapaian tujuan program.

c.      Memastikan bahwa konten KIE yang dihasilkan dapat digunakan secara efektif dalam kampanye komunikasi, informasi, dan edukasi di lapangan.

 

 

3.      RUANG LINGKUP PEKERJAAN

Konsultan akan melaksanakan pekerjaan berikut:

a.      Mengembangkan desain materi KIE berdasarkan konten yang telah disiapkan oleh spesialis.

b.      Menerjemahkan konten yang disiapkan ke dalam format yang sesuai dan menarik untuk audiens yang ditargetkan, termasuk desain grafis, penulisan teks, dan multimedia.

c.       Melakukan revisi atas materi yang telah dirancang sesuai dengan umpan balik dari tim dan spesialis.

d.      Berkoordinasi dengan tim PEKA-IKLIM dan spesialis untuk memastikan bahwa desain dan konten yang dikembangkan sesuai dengan kebutuhan dan tujuan program.

 

 

4.      WAKTU PELAKSANAAN

Periode pelaksanaan pekerjaan adalah September 2024 – Desember 2024, dengan tenggat waktu spesifik untuk setiap output yang akan ditentukan dalam kontrak kerja. dengan timeline sebagai berikut:

5.      PEMBAYARAN

Pembayaran akan dilakukan setelah setiap output diserahkan dan disetujui oleh tim PEKA-IKLIM.

 

 

6.      KRITERIA EVALUASI

Kriteria evaluasi untuk setiap output meliputi:

a.     Materi harus sesuai dengan konten yang telah disiapkan oleh spesialis.

b.     Materi harus memiliki desain yang profesional dan menarik.

c.     Materi harus mendukung tujuan komunikasi dan edukasi program.

d.     Pengiriman output sesuai dengan tenggat waktu yang ditetapkan.

 

 

7.      PENUTUP

Konsultan diharapkan dapat memberikan kontribusi signifikan terhadap keberhasilan Program PEKA-IKLIM dengan menyediakan materi KIE yang efektif dan berkualitas tinggi. Hasil kerja dari konsultan akan menjadi bagian penting dari upaya komunikasi dan edukasi yang lebih luas dalam rangka meningkatkan ketahanan masyarakat terhadap perubahan iklim.
