Organizational and Project Background:
ADRA Indonesia – The Adventist Development and Relief Agency is humanitarian organization with mission to serving humanity so that all may live as God intended. Registered as Yayasan ADRA Indonesia, we are part of a global ADRA network, with a presence in approximately 125 countries, focusing on key areas such as Emergency Response, Emergency Recovery, Livelihoods, Economic Development, Shelter, Basic Education, Primary Health, and Disaster Risk Reduction.
One of ADRA Indonesia's key initiatives is the PHARS Project - Regenerative Forest and Agroforestry Management (Pengelolaan Hutan dan Agroforestri Regeneratif Sigi) in Sigi project, located in the Marawola Sub-district, Central Sulawesi, aims to enhance the livelihoods of Indigenous communities through strengthening capacity and provide resources to boost agricultural productivity, diversify income sources while addressing deforestation and protecting biodiversity. Restoring and managing critical lands using nature-based solutions, climate-resilient forestry, and the establishment of carbon sinks are the important aspects of this project.
The rehabilitation of degraded forest lands in 12 villages will be conducted along with the technical support for the acquisition of social forestry permits and facilitates the village government to establish BUMDES, cooperatives or other business entities to manage their local resources for afforestation and other green economic activities. It also seeks to improve market access for regenerative agriculture and agroforestry products and introduces carbon credits and the National Emissions Compensation System in Marawola Barat. By working closely with local leaders and the Indigenous community, the project aims to foster long-term development that aligns with the values and traditions of the Indigenous communities while promoting gender equality and social inclusion.
Position Summary
The GESI and MEAL Officer plays a critical role in ensuring that the PHARS project is inclusive, equitable, and responsive to the needs of all community members, particularly women, marginalized and underrepresented groups, and indigenous populations. The Officer will integrate Gender Equality and Social Inclusion (GESI) principles into every stage of the project, ensuring that all activities are designed and implemented to benefit those who are often marginalized or experiencing barriers to access. Also, He/She will be responsible for implementing and supporting gender equality and social inclusion-focused initiatives within PHARS's activities and work closely with smallholder families to promote gender equality and empower the community to take active roles in their communities. The role requires a strong understanding of the challenges and opportunities of Indigenous communities or rural areas
In addition to focusing on GESI, the Officer will lead the Monitoring, Evaluation, Accountability, and Learning (MEAL) processes. This includes developing a comprehensive MEAL framework to track the project's progress and impact, using gender-sensitive and socially inclusive methodologies for both qualitative and quantitative data collection. He/She will analyze the effectiveness of project interventions, assess how different groups are benefiting, and identify areas for improvement and opportunities to reflect and share broader learnings and approaches with stakeholders.
The role also involves establishing accountability mechanisms to enable community members to provide feedback on the project. The Officer will maintain a complaints and feedback tracking system, document and follow up on issues as needed, and share insights with the project team to inform ongoing and future interventions, fostering a culture of transparency and continuous improvement. He/She will advocate for gender equality, conduct baseline and end-line surveys, ensure data quality and consistency, and meet donor reporting requirements, ensuring that the project's gender and empowerment interventions remain on track.
Working closely with local communities and indigenous leaders, the GESI and MEAL Officer will ensure that project activities respect cultural practices and contribute to sustainable, community-driven development. This collaboration is crucial for building trust and ensuring that the project meets the long-term needs and aspirations of all community members.
Main Duties and Responsibilities:
The main duties and responsibilities to be performed by the GESI and MEAL Officer include, but are not limited to, the following:
- Identify and address barriers to participation and benefits for marginalized groups, and develop and implement strategies/MEAL framework to ensure gender equality and social inclusion in all project activities that align with the project's objectives
- Assist in implementing baseline and end-line assessments, ensuring data quality and consistency.
- Provide training and capacity-building support to project staff, partners, and project participants on GESI principles and practices.
- Advocate for gender equality and social inclusion work with local communities to promote awareness and understanding of gender equality and social inclusion, demonstrating the benefits of these approaches to communities.
- Compile, analyze, and report on MEAL data to ensure the project stays on track and to inform necessary adjustments and improvements. Ensure effective data tracking for analysis and decision-making, and document and share lessons learned, challenges and good practices to contribute to the organization's knowledge base.
- Ensure that accountability mechanisms are in place, accessible to all project participants, and properly maintained with effective follow-up and documentation.
- Prepare and submit regular MEAL reports to the Program Assistant and the Project Manager, highlighting key achievements, challenges, lessons learned, best practices and identifying areas for improvement to support informed decision-making and continuous project enhancement.
Qualifications
· Bachelor's degree in Agriculture, development, social sciences or related field with solid references.
· Minimum of 5 years of experience in MEAL and GESI roles, with a demonstrated understanding of gender equality, social inclusion, community development principles, safeguarding, and integrity. Experience within development projects in Indigenous communities or rural settings, with a deep understanding of their cultural contexts, is preferred.
· Ability to design and implement training and capacity-building activities for diverse audiences.
· Strong leadership and team management skills.
· Excellent communication and interpersonal skills, with the capability to effectively engage and ability to inspire and motivate others with a wide range of stakeholders and Indigenous communities
· Proficiency in data collection, analysis, and reporting.
· Having a general understanding of the NGO operational standards and donor requirements.
· Fluency in Bahasa Indonesia and English.
· Accountable for delivering monthly reports.
· Willingness to be based in the designed project in Sigi Sub-district, Central Sulawesi, and work directly with smallholder farmers of Indigenous communities
- Ability to drive a motorbike.
