Deputy Chief of Party

 

Background

The five-year ASEAN-USAID Partnership Program supports ASEAN’s goal to build a more inclusive and prosperous Southeast Asia. Through provision of technical expertise, ASEAN-USAID Partnership Program provides institutional strengthening and support to increase ASEAN’s capacity to better resolve regional and global challenges and advance an effective, rules-based architecture for cooperation among governments in the region to uphold human dignity and the rule of law.

 

Duties and Responsibilities

The Deputy Chief of Party (DCOP) is based in Jakarta, Indonesia, and reports directly to the Chief of Party. The DCOP supports communication and collaboration with and coordinates technical assistance for ASEAN and ASEAN Member state counterparts. Specific responsibilities of the DCOP include, but are not limited to:

  • Represent the ASEAN-USAID Partnership Program with the ASEAN Secretariat, ASEAN sectoral bodies, and ASEAN stakeholders to promote the institutional capacity within each of the three ASEAN pillars, namely ASEAN Political-Security, ASEAN Economic, and ASEAN Socio-Cultural
  • Work closely with non-ASEAN bodies, namely ASEAN entities and civil society organizations, to enhance their capacity to interact effectively with ASEAN and ASEAN sectoral bodies, and to contribute toward achieving the objectives of the Partnership Program.
  • Identify and report on emerging issues relevant to the ASEAN-USAID Partnership Program, and contribute to strategies to address them, as appropriate.
  • Promote synergies and coherence between the Program staff and maintain positive and open communication with all ASEAN sectoral bodies to ensure that the Program is delivered in accordance with agreed priorities.
  • Identify links between ASEAN Member States development activities and overall ASEAN level policy agenda, and provide input and feedback to inform COP.
  • Build and maintain relationships with USAID, dialogue partners and other stakeholders through meetings, attendance at key events, and regular communication and reporting on project approaches and successes.
  • Assume the duties of the Chief of Party, as delegated; and
  • Other duties consistent with the overall focus of the position as assigned by the Chief of Party.

 

Qualifications

  • 15 years of experience managing USAID and other donor funded projects.
  • Advanced degree in public policy, international development, business, development or another relevant field.
  • Effective cross-cultural interpersonal skills and demonstrated ability to resolve work issues with senior country counterparts, donor representatives, and senior-level staff.
  • Management, administrative, and capacity building experience in middle income (lower and/or upper middle income) developing countries.
  • Experience with ASEAN is required.
  • Excellent communication skills and writing ability.
  • Fluency in English.
