Project Overview & Role
CATALYZE is a $250 million 5 to 8-year program, designed to catalyze $2 billion in private capital, especially to underfinanced social sectors and higher risk countries (especially low-income and post-conflict countries) around the globe, complemented by a cross-cutting inclusion of gender-lens investing. Our aim is for investors to explore and find commercially viable opportunities and approaches to creating jobs, developing sustainable social services, tightening, and rationalizing supply chains, and advancing inclusive growth.

The CATALYZE Asia Social Protection (ASP) activity in Indonesia focuses on improving social protection and economic empowerment of vulnerable female workers in Asia. Through partnerships with the Government of Indonesia, notably BPJS Kesehatan, and private partners, CATALYZE will support BPJS Kesehatan to promote female informal sector workers' enrollment with and continued premium payment for Jaminan Kesehatan Nasional (JKN). CATALYZE collaborated with BPJS Kesehatan to co-create innovative interventions with the private sector that align with current BPJS Kesehatan objectives to address challenges to JKN enrollment. 

The MEL Specialist will be responsible for delivering and overseeing all MEL activities and deliverables of CATALYZE Indonesia. Reporting to the Team Lead, this position will be responsible for institutionalizing program monitoring processes and implementing both qualitative and quantitative data collection and methodologies as required for the program. They will also be responsible for integrating Collaborating, Learning and Adapting (CLA) approaches across the program, identifying opportunities to pause and reflect, and share broader learnings and approaches with stakeholders.

Primary Duties and Responsibilities: 

  • Lead and manage the development, monitoring, and updating (as needed) of MEL activities and work plans.
  • Work closely with the Team Lead and other staff to ensure activity compatibility and coordination within the MEL framework, and consistency with national and donor requirements.
  • Develop project tools, processes, and systems to track program progress against indicators for activity team and partners and institutionalize them by building capacity of partners and staff as appropriate.
  • Collect and verify the reliability, validity, and consistency of data and maintaining performance monitoring reporting.
  • In alignment with other technical team members, coordinate with partners and provide technical assistance (as needed) to utilize and improve the partner's existing systems for the timely collection, management, analysis, and reporting of valid and reliable data that meet donor reporting requirements.
  • Manage a selected research firm that will support elements of the learning agenda/ program evaluation, assisting in refining the methodology and tools and assuring the quality of deliverables.
  • Contribute to project deliverables, including annual workplans, and client quarterly and annual reporting.
  • Using the CLA approach, implement a robust learning agenda for continuous learning, collaboration, and adaptation, including institutionalizing routine data reviews and analyzing, interpreting, and presenting data to project management and technical leads.
  • Oversee the publication and dissemination of information on successful and promising approaches, lessons learned and other program results to partners, donors, government counterparts, and other key stakeholders.

 Required Qualifications:

  • At least 5 years of experience in designing, managing, and implementing MEL activities for donor-funded projects. Knowledge of USAID M&E concepts, standards, and best practices desired.
  • In depth knowledge of management information systems and data use in a complex program environment with multiple implementing organizations.
  • Experience managing quantitative and qualitative data collection systems, conducting data analysis, and moving routine analytics and research findings to program actions.
  • Experience in CLA, knowledge management, and dissemination of findings to various audiences.
  • Demonstrated ability to create and maintain effective working relations with host country government personnel stakeholders, NGO partners, and international donor agencies.
  • Proven skills in integrating private sector, gender, and/or health outcome considerations into activities and reporting on the outcomes desired.
  • Fluency in written and spoken Bahasa and professional proficiency in written and spoken English.

Preferred Qualifications:

  • Health insurance, ability to pay, employment, and insurance enrollment-specific MEL experience desired.
  • Familiarity with Government of Indonesia data sources and research required; knowledge specifically of BPJS Kesehatan priorities and data sets preferred.
