Background

The Fleming Fund Country Grant to Indonesia is supporting the government in implementing the National Antimicrobial Resistance (AMR) Action Plan. The fund supports strategies to monitor and contain AMR and to monitor antimicrobial consumption and use (AMC/U) and improve antimicrobial stewardship. The Fleming Fund Country Grant Indonesia is being implemented by a consortium led by DAI with partners KIRE, Health Security Partners, Liverpool School of Tropical Medicine and Prevalensi Nusantara. The implementation of the fund adopts a One Health approach supporting activities across the human, terrestrial animal and aquatic animal sectors. The project seeks to strengthen current surveillance of AMR and AMU/C by working closely with the Ministries of Health, Agriculture and Marine Affairs and Fisheries and provincial counterparts to support capacity development in relation to laboratories and testing, surveillance and information management. The project will also support and seek to engage private sector interests including healthcare providers and animal production industry stakeholders.

Purpose of This Post

DAI Fleming Fund Country Grant to Indonesia is seeking a dynamic professional for the full-time position of Monitoring, Evaluation and Learning (MEL) Officer to lead the development and oversight of the Fleming Fund MEL system in Indonesia. The MEL Officer will ensure that the programme effectively tracks progress, assesses achievements and documents learning to support programme outcome achievements. The position holder will play a crucial role in overseeing and coordinating the MEL activities of the Fleming Fund Programme in collaboration with the programme team and other stakeholders. The MEL Officer will ensure the effective implementation of monitoring, grant reporting, evaluation, and learning activities in alignment with the Fleming Fund's objectives. The MEL Officer will liaise with and support consortium partners and relevant government organisations to implement MEL activities.

 

Description of Duties

Specific responsibilities include:

·       The MEL Officer has overall responsibility for monitoring, evaluation, learning, and results reporting activities for the Grant and will report directly to the Team Leader.   

·       Leads implementation of the Grant M&E framework based on the final approved work plan, including supporting the design of methods of monitoring results and indicators including site reporting templates and other templates provided by the Client, and timely routine reporting. 

·       Assists in managing trackers, database and associated tools for the management of the indicator framework.  In collaboration with data providers, identifies data sourcing methods and agree on, frequency, reporting, and so forth, in collaboration with the MEL International Expert, TL and technical team experts. 

·       Monitoring and supporting high quality data collection, collation and analysis.

·       With support from Communication Specialist and MEL International Expert, establishes Knowledge Management system, systematically documents and disseminates project lessons. 

·       Ensure timely and accurate reporting on work plan progress, Result Framework Indicators, Fleming Fund supported site activities, and training logs.

·       Coordinate special studies on selected themes during Phase II to inform programme learning, management, and adaptation.

·       Ensure that project outputs align with intended outcomes by providing diligent oversight of inputs.

·       Produce quarterly monitoring reports tracking progress and attainment of deliverables.

·       Work with programme partners to ensure a consistent approach to measurement of indicators/results.

·       Develop and maintain programme databases to capture relevant data on key indicators.

·       Conduct periodic routine data quality assessments and implement corrective actions to address gaps identified.

·       Manages routine MEL activities and provide monthly updates in agreed template to the TL.  

·       Supports other project staff in the reporting of project activities and undertake quality assurance of project reporting (e.g., Project Assurance Report).

·       Leverage lessons learned, tools, training content, and knowledge products from other countries within DAI's Fleming Fund Portfolio.

 

Qualifications and Skills

·       At least a bachelor's degree in public health, public policy, monitoring and evaluation, or statistics plus minimum 5 years work relevant experience.

·       Ability to conduct research and desk review, and prepare comprehensive and concise summaries/reports, including data visualization.

·       Operational knowledge/experience on monitoring and evaluation tool.

·       Ability to interpret and apply MEL findings for program improvement.

·       Highly organized and a critical, creative thinker under pressure.

·       Good communication skills (written and oral) in English and Bahasa Indonesia.

 

Desirable

·       Familiarity with the human and animal health sectors; One Health approach; Global Health Security.

·       Familiarity with DHIS2 and other monitoring and evaluation software platforms.

 

Supervision

The MEL Officer will work under the direct supervision of Team Leader.

 

Level of Effort/Timeline

Full time position. The employment agreement will start by September  2024 through December 2024 with possibility of an extension. The Technical Program Associate will be based in Jakarta, with occasional travel to other parts of Indonesia.

Remuneration and package

Remuneration and package will be commensurate with the candidate's qualifications and experience.
