Background and Justification

 

JSI Research & Training Institute, Inc. (JSI) has been a leading force in public health management consulting and research, dedicated to improving the health of individuals and communities globally for over forty years. The Country Health Information Systems and Data Use program (CHISU), a five-year USAID-funded cooperative agreement led by JSI from 2020 to 2025, focuses on strengthening health information systems (HIS), promoting the sharing of data between systems, and enhancing the use of this data. CHISU is committed to supporting countries in their journey to self-reliance by enhancing local leadership and engagement in every aspect of health data.

 

The Ministry of Health has previously formulated a Digital Health Transformation Strategy (DHTS) up to 2024. As the healthcare landscape continues to evolve with technological advancements and changing health needs, there is a critical need to extend and update the digital health strategy for the upcoming period of 2025-2029 and the Strategy Delivery Roadmap. This extension is not only a continuation but also an enhancement of the existing strategy, incorporating new insights, technologies, and methodologies to address current and future health challenges.

 

In this context, CHISU Indonesia will assist the Ministry of Health in achieving these strategies by providing essential support in the development process of the DHTS and Strategy Delivery Roadmap. By assisting the Ministry of Health with the development of the DHTS and the Strategy Delivery Roadmap, CHISU Indonesia aims to ensure that the country's health system is prepared to meet future challenges, leverage new opportunities, and consistently deliver high-quality healthcare across the nation through digital health. The HIS strategy consultancy is a critical component of this effort, bringing in the necessary expertise, experience, and perspective to guide the strategy's development and ensure its successful implementation.

 

Place of Performance: Jakarta, Indonesia

 

Estimated Period of Performance (to be finalized prior to signing of consulting agreement): October 3rd, 2024 - January 31st, 2025

 

Activity Manager and Reporting Structure: The HIS Strategy Consultant reports to the Senior HIS Governance Specialist for CHISU Indonesia. 

 

Purpose and objectives of the consultancy:

The HIS Strategy Consultant will be responsible for the following activities:

       Develop and collect feedback on the DHTS and Strategy Delivery Roadmap drafts, focusing on Mission 1 (Build a Connected, Secure, and Sustainable Digital Health Ecosystem) and Mission 3 (Foster a Data-Driven Decision-Making Culture) through various engagement methods, including focus group discussions, in-depth interviews, workshops, and/or seminars.

       Work closely with the Ministry of Health and other key stakeholders throughout the DHTS and Strategy Delivery Roadmap development process, ensuring a collaborative and coordinated approach that integrates diverse perspectives and expertise.

       Participate in the introduction and dissemination of the DHTS and Strategy Delivery Roadmap to all relevant parties. This includes organizing and coordinating a launch event, overseeing the distribution of the strategy document, and ensuring that all stakeholders are well-informed and prepared for the forthcoming changes.

       Assist in the preparation of CHISU-related reports, presentations, information products, and other deliverables, ensuring that all activities and outputs are thoroughly documented and effectively communicated.

       Engage in regular update and planning meetings with CHISU Indonesia's Senior HIS Governance Specialist to ensure alignment, coordination, and the smooth execution of all consultancy activities.

       Facilitate focus group discussions, workshops, and/or in-depth interviews with relevant stakeholders for DHTS development as needed.

       Compile and organize minutes of meetings (MoM) from all discussions on a monthly basis.

       Submit a detailed monthly report on progress and activities.

       Complete the final version of the Digital Health Transformation Strategy and the Strategy Delivery Roadmap.

       Participate in biweekly or monthly coordination meetings with key internal and external stakeholders involved in the DHTS and Strategy Delivery Roadmap development.

       Facilitate the dissemination of the final DHTS and Strategy Delivery Roadmap to all relevant parties.

       Compile and organize minutes of meetings (MoM) from all discussions on a monthly basis.

       Submit a detailed monthly report on progress and activities.

       Refine the Digital Health Transformation Strategy and the Strategy Delivery Roadmap based on post-dissemination feedback and/or related sources.

       Compile and organize minutes of meetings (MoM) from all discussions on a monthly basis.

       Submit a detailed monthly report on progress and activities.

 

Qualifications:

Education:

       Bachelor's or Master's degree in information technology, public health, medicine, or a related field.

 

Experience:

       A minimum of 7 years of professional experience in technology management and/or the public health sector.

       Previous experience working with Health Information Systems (HIS), including electronic health records (EHR) systems, eGovernment platforms, and HIS architecture.

       Hands-on experience in implementing, managing, or supporting Health Information Systems in healthcare organizations.

       Expertise in policy analysis, particularly related to HIS issues.

       Experience working with global organizations focused on health information systems and policy.

       Knowledge of healthcare standards and regulations related to health information systems, such as IT governance frameworks like COBIT in the development of enterprise architecture.

       Experience with Health Information Exchange (HIE) systems and interoperability standards.

 

Technical Skills:

       Proficiency in the development and analysis of policies related to technology and information systems standards and regulations.

       Experienced in planning and managing technology projects within specified timelines.

       In-depth knowledge of healthcare planning and policy development.

       Expertise in developing Digital Health Transformation Strategies (DHTS).

       Ability to configure and customize HIS to meet organizational needs effectively.

 

Analytical Skills:

       Strong analytical and problem-solving skills to assess complex HIS issues and find effective solutions.

       Ability to analyze healthcare policy and regulation to identify areas for improvement.
