an experienced microbiologist for the role of ‘National Laboratory Expert’ to support laboratory, antimicrobial resistance and stewardship activities

Background

The Fleming Fund Country Grant to Indonesia is supporting the government in implementing the National Antimicrobial Resistance (AMR) Action Plan. The fund supports strategies to monitor and contain AMR and to monitor antimicrobial consumption and use (AMC/U) and improve antimicrobial stewardship (AMS). The Fleming Fund Country Grant Indonesia is being implemented by a consortium led by DAI with partners KIRE, Health Security Partners, Liverpool School of Tropical Medicine and Prevalensi Nusantara. The implementation of the fund adopts a One Health approach supporting activities across the human, terrestrial animal, and aquatic animal sectors. The project seeks to strengthen current surveillance of AMR and AMU/C by working closely with the Ministries of Health, Agriculture and Marine Affairs and Fisheries and provincial counterparts to support capacity development in relation to laboratories and testing, surveillance, and information management. The project will also support and seek to engage private sector interests including healthcare providers and animal production industry stakeholders.

 

Purpose of This Post

DAI Fleming Fund Country Grant to Indonesia is seeking a dynamic and experienced professional for a Short-Term Technical Assistance Subject Matter Expert (STTA) position on National Laboratory Expert.

Description of Duties

Reporting to the Team Leader in coordination with the Senior Lab Lead, this role works in consultation with FFCGI, Ministry of Health (MoH) and hospital stakeholders.

Specific responsibilities include:

  1. Comprehensive Assessment of Existing Core Sites: Support and coordinate the conduct a detailed gap assessment of the thirteen existing core sites, analysing factors such as staffing, equipment, protocols, and clinical data management capabilities. The existing core sites include two national reference laboratories (NRL) and 11 sentinel hospitals according to GLASS NRL and Sentinel labs SK HK 02.02/I/0597/2020
  2. Assessment of Four new Human Health Sites: Perform a thorough gap assessment, specifically identify and provide detail of lab procurement needs from the four new sentinel sites as agreed with MoH counterparts (RSUP Dr. M. Djamil Padang, RSUP Dr. Wahidin Makassar, RSUD Praya Lombok, RSUD Ulin Banjarmasin)
  3. Active Site Confirmation: Provide technical assistance to FFCGI on status and progress of activities at core sites with MOH.
  4. NEQAS Strengthening: Assist MoH and two AMR NRL’s to develop and implement plans for strengthening the Human Health National External Quality Assessment Scheme (NEQAS), enhancing the quality of laboratory testing and technical supervision based on the NEQAS results – in coordination with Grant technical experts.
  5. Laboratory Capacity Building Plans: Develop comprehensive training plans and supportive supervision capability strengthening plans for AMR and Sentinel labs based on the Assessment of gaps, analysis of reports, and Ministry determined priorities and targets.
  6. Technical Guidance Development: Support the development of technical guidance for cross-checking isolates at AMR NRLs and specimen transports guidance, including advising on workflows, SOPs, and quality control measures.
  7. Procurement and Maintenance Review: Review and provide insights on the FF procurement list (consumable and reagent) and maintenance contracts, ensuring optimal resource allocation.
  8. One Health Surveillance: Provide technical advice on the development and implementation of One Health surveillance workplans.
  9. National Laboratory Improvement Framework: Contribute to the development of a national laboratory improvement framework, setting standards and guidelines for laboratory practices across the country.
  10. Laboratory-Clinician Engagement: Provide inputs into the development of core hospital site laboratory-clinician AMR discussion plans and the revision of hospital site clinical guidelines, fostering effective communication and collaboration.
  11. National AMS Strategies: Contribute to the review of national AMS strategies and provide policy recommendations for the development of clinical guidelines, aligning laboratory practices with national health priorities.

Key deliverables:        

  1. Updated the thirteen (13) human health existing core sites Assessment Reports including procurement plan and training: update assessment reports for existing core sites, incorporating any changes in laboratory practices or capabilities.
  2. Four (4) new human health sites assessment report, procurement list and training plan
  3. Human Health Lab Training and Capacity Building and Strategy Plans develop based on the Assessment result, national report analysis and Ministry of Health target and priorities such as Fastidious training, QC training, ISO 15189 training, technical supervision visit strategy for NRL
  4. Procurement and Maintenance Plans: Develop procurement lists and maintenance contract plans for human health labs, considering cost-effectiveness, quality, and sustainability.
  5. Technical Guidance for Isolate Cross-Checking and Specimen Transports: Develop clear and practical technical guidance, including workflows, SOPs, and quality control measures, for isolates cross-checking at AMR NRLs and specimen transports.
  6. Contribution to One Health Surveillance Workplans: Provide valuable input and expertise to the development of One Health surveillance workplans.
  7. National Laboratory Improvement Framework: Contribute to the development and implementation of a comprehensive national laboratory improvement framework.
  8. Laboratory-Clinician Engagement Plans: Develop and implement laboratory-clinician AMR discussion plans and revise hospital site clinical guidelines, promoting effective communication and collaboration.
  9. Contribution to National AMS Strategies and Policy Recommendations: Provide expert input to the review of national AMS strategies and develop policy recommendations for the development of clinical guidelines, aligning laboratory practices with national health priorities.

 

Qualifications and Skills

·       Clinical microbiologist (SpMK) with minimum 20 years’ work experience

·       Well-known and reputable National Clinical Microbiologist actively engaged on AMR activities in Indonesia, in depth experience working with the Ministry of Health, track record of engagement in national and international events on AMR

·       Active member of the National Clinical Microbiologist board organization, national and/or international clinical microbiology association

·       Familiarity with the National AMR Program and national and hospital AMR/AMR laboratory policies

·       Ability to work laboratories at different tiers in the surveillance system, e.g. NRLs, Provincial and District hospitals/labs

·       Ability to conduct research and desk review and prepare comprehensive and concise summaries/reports.

·       Good communication skills (written and oral) in English and Bahasa Indonesia.

 

Desirable

·       Familiarity with the human and animal health sectors; One Health approach; Global Health Security.

 

Supervision

The consultant will work under the direct supervision of Team Leader in close collaboration with Senior Lab Lead and Senior Technical Programme Lead.

 

Level of Effort/Timeline

The level of effort will be determined based on the selected candidate’s a number of factors including skillset and experience. The employment agreement will start by October through December 2025 with possibility of an extension.  will require occasional travel to other parts of Indonesia.

Remuneration and package

Remuneration and package will be commensurate with the candidate’s qualifications and experience.
