Jaringan Indonesia Positif (JIP), an organization committed to improving the health and rights of people living with HIV in Indonesia. Building on its previous work, JIP will launch AKSELERASI -  a community-led monitoring project funded by USAID Indonesia . This project will involve collecting site-level data in 13 districts to evaluate and enhance HIV service quality, support health facilities, and strengthen the advocacy skills of individuals affected by HIV in order to better manage the HIV epidemic in Indonesia.
We are seeking qualified candidates for the position of Monitoring, Evaluation, and Learning (MEL) Officer. This role will ensure high-quality program performance and data-driven impact in our project, particularly those utilizing digital monitoring systems.

Main Responsibilities:
  • Monitor and evaluate the implementation of the AKSELERASI projects performance framework, with a specific focus on data derived from the digital reporting dashboard results and adherence to timelines, in coordination with the MEL team and under SSIC supervision.
  • Support MEL team in designing and implementing the AKSELERASI logical framework, emphasizing data integration from the digital reporting dashboard.
  • Develop and enhance reporting and digital monitoring tools to assess advocacy performance at health facilities in the intervention areas and capture community feedback, aimed at improving the quality of HIV service.
  • Provide relevant training for AKSELERASI staff to ensure effective use of the digital reporting dashboard, in collaboration with MEL and Research and Community Development team and under SSIC guidance.  
  • Strategically compile, analyze and report results sourced from  AKSELERASI digital reporting dashboard to inform program evaluation and improvements.
  • Prepare monthly, quarterly and annual reports for donors and the Ministry of Health (MOH) that reflect insight gained from AKSELERASI digital dashboard, in collaboration with MEL team and under SSIC guidance
  • Coordinate with Data Officers to ensure the quality of data from the digital dashboard meets established standards, and support the development of improvement plans where necessary.
  • Conduct monitoring and evaluation activities, including field supervision, to identify challenges related to digital data collection, ensure adherence to standards, and program implementation processes.

Requirements:
  • Education: Minimum Master's degree in relevant subjects (e.g. Public Health, Social Sciences, etc.) or Bachelor's degree with at least 3 years' experience in Monitoring, Evaluation and Learning in development program.
  • Candidates with experience working for a USAID-funded project (or other international donor) and experience working with the GOI
  • Technical Skills:
    • Experience in Developing and managing M&E frameworks.
    • Experience working with Microsoft Office, especially Microsoft Excel, and Google Workspace
    • Strong data analysis skills, with experience using software such as SPSS, STATA or other analysis tools.
    • Data visualization experience using tools such as Tableau, Power BI, or Excel to create clear and impactful presentations of data.
    • Strategic  knowledge of the HIV and AIDS epidemic in Indonesia, including the needs and challenges faced by key populations and people living with HIV.  
    • Languages: Proficiency in written and spoken English and Indonesian
    • Communication Skills:
    • Proven communication skills, including presentation and report writing (English & Indonesian)
    • Interpersonal Skills:
    • Ability to work in a team as well as independently
    • Ability to work under pressure
