DAI Fleming Fund Country Grant to Indonesia Phase 2 Country Grant 1 is seeking

a ‘One Health AMR Specialist’

Background

The Fleming Fund Country Grant to Indonesia is supporting the government in implementing the National Antimicrobial Resistance (AMR) Action Plan. The fund supports strategies to monitor and contain AMR and to monitor antimicrobial consumption and use (AMC/U) and improve antimicrobial stewardship (AMS). The Fleming Fund Country Grant Indonesia is being implemented by a consortium led by DAI with partners KIRE, Health Security Partners, Liverpool School of Tropical Medicine and Prevalensi Nusantara. The implementation of the fund adopts a One Health approach supporting activities across the human, terrestrial animal, and aquatic animal sectors. The project seeks to strengthen current surveillance of AMR and AMU/C by working closely with the Ministries of Health, Agriculture and Marine Affairs and Fisheries and provincial counterparts to support capacity development in relation to laboratories and testing, surveillance, and information management and strengthen national, sub-national and institutional AMS programming. The project will also support and seek to engage private sector interests including healthcare providers and animal production industry stakeholders.

 

Purpose of This Post

DAI Fleming Fund Country Grant to Indonesia is seeking a dynamic and experienced professional for a Short-Term Technical Assistance Subject Matter Expert (STTA) position One Health AMR Specialist.

 

Description of Duties

Reporting to the Animal Health Lead (sub-contractor/partner), this role works in consultation with FFCGI and Government of Indonesia stakeholders across sectors.

 

Specific responsibilities include:

·       Coordinate multi sector efforts to support the development of national data sharing on AMR, AMU, and AMC in collaboration with government partners and other development partners.

·       Oversee the progress of national data sharing on AMR, AMU, and AMC to ensure it continues as planned.

·       Ensure that each stage of the multisectoral data integration process is successfully implemented in accordance with agreements between key ministries.

·       Participate in designing the pilot One Health AMR Surveillance at selected focus sites.

·       Ensure the implementation of the pilot One Health AMR Surveillance aligns with the multi sector plan.

·       Supporting the development of output reports or other communication media, such as infographics, policy briefs, or scientific articles, etc, related to AMR/AMU One Health and multisectoral activities in particular, and AMR/AMU in general.

·       Coordinating with Monitoring, Evaluation and Learning Officer to ensure timely and accurate data reporting to Fleming Fund and national counterparts and stakeholders, as required.

·       Coordinate with regional grantees relevant to these areas of work, notably AMROH-SEA.

·       Coordinate with other development partners and stakeholders engaged in the above work areas where relevant, including the Quadripartite and COINCIDE/Cornerstone projects.

·       While this is primarily a technical role some administrative activities will be required including developing TORs and budget requests, drafting letters, and coordinating with the FFCGI operations team to ensure events are hosted optimally and in accordance with FFCGI rules and due processes.

Key deliverables

·       Quarterly deliverable reports related to the One Health and multisector activities.

 

Qualifications and Skills

·       An undergraduate degree in medicine, veterinary medicine, microbiology or related field

·       Demonstrated One Health expertise

·       Ability to conduct research and desk review and prepare comprehensive and concise summaries/reports.

·       Good communication skills (written and oral) in English and Bahasa Indonesia.

 

Desirable

·       Postgraduate qualification in One Health, AMR, microbiology, epidemiology or related field.

·       Familiarity with Global Health Security.

 

Supervision

The consultant will work under the direct supervision of the Animal Health Lead (sub-contractor/partner).

 

Level of Effort/Timeline

The level of effort will be determined based on the selected candidate’s a number of factors including skillset and experience. The independent consultant agreement will commence October 2024 through December 2025. The selected individual will be required to travel to other parts of Indonesia on occasion dependent on project needs.

 

Nationality

Indonesian national.

 

Remuneration and package

Remuneration and package will be commensurate with the candidate’s qualifications and experience.
