SCOPE OF WORK

ASEAN-USAID Partnership Program

 

 

Background

The five-year ASEAN-USAID Partnership Program supports ASEAN’s goal to build a more inclusive and prosperous Southeast Asia. Through provision of technical expertise, ASEAN-USAID Partnership Program provides institutional strengthening and support to increase ASEAN’s capacity to better resolve regional and global challenges and advance an effective, rules-based architecture for cooperation among governments in the region to uphold human dignity and the rule of law.

 

Purpose

The Objective 4 Lead will plan, oversee, and directly implement activities to strengthen the capacity of ASEAN Entities (officially recognized civil society organizations and centers of excellence identified in the ASEAN Charter). The primary goal is to strengthen ASEAN Entities’ technical, administrative, and financial capabilities to support implementation of ASEAN strategies, policies, frameworks, and action plans and increase the organizations’ abilities to have financial, administrative, and technical capacity to support ASEAN sectoral efforts. Under the ASEAN-USAID Partnership Chief of Party’s direction, the Objective 4 Lead defines strategy and work plan for Objective 4.

 

Objectives and Duties

·         Oversee design and implementation of capacity strengthening and mentorship activities with ASEAN Secretariat (ASEC) counterparts and ASEAN Entities.

·         Coordinate with other Objective Leads to identify opportunities for ASEAN Entity engagement and participation in project activities, thereby providing an entry point for capacity strengthening.

·         Leads discussions with ASEC and ASEAN Entity representatives to identify priority areas for capacity strengthening.

·         Conduct participatory capacity diagnostics using best-practice tools and frameworks for organizational development and business process improvement.

·         Design capacity strengthening plans collaboratively with stakeholders, and design program activities to deliver technical assistance (via mobilization of short-term consultants, subcontracts, or direct provision of support) to help implement them. Capacity strengthening plans should include interventions that incorporate adult-learning best practices including on-the-job mentorship, peer-to-peer learning, and classroom-based or online training.

·         Monitor implementation of capacity strengthening plans, using adaptive management as needed to course correct.

·         Work closely with the Deputy Chief of Party and Grants and Procurement Team to design, execute and manage grants with ASEAN Entities and select Civil Society Organizations. This includes designing grant agreements related to Objectives 1-3 that include capacity strengthening objectives with clear milestones for completion, and stand-alone grants related to Objective 4 Capacity Strengthening.

·         Provide technical assistance to project grantees as needed to enable their compliance with grant requirements, thereby strengthening their capacity.

·         Identify needs for mobilization of short-term technical assistance and subcontractors to provide training, mentorship, and capacity strengthening support to ASEAN Entities in areas including administration, strategy, financial management, financial sustainability, grants management, business processes, and technical areas relevant to their mandate.

·         Cultivate knowledge sharing, peer-to-peer-learning and communities of practice among ASEAN Entities to share knowledge and best practices regarding capacity strengthening and performance improvement.

·         Develop and manage an online repository of capacity strengthening tools, training, and methodologies enabling their quick adaptation and deployment.

·         Supervise a Program Manager, Short-Term Consultants, and subcontractors relevant to the objective.

·         Contribute to USAID deliverables and regular reporting, including Monitoring and Evaluation of result indicators under Objective 4.

 

The Objective 4 Lead will be based in Jakarta and will report directly to Chief of Party.

 

Qualifications

·         Master’s degree in relevant field required.

·         Minimum 12 years of years of experience, including providing technical assistance or capacity strengthening support to non-governmental organizations, private sector, or public sector entities in the ASEAN region.

·         Experience working within the context of ASEAN and the ASEAN Secretariat, with demonstrated knowledge of ASEAN norms and work processes.

·         Demonstrated experience utilizing best practice capacity strengthening tools and methods to support organizational strengthening and development, particularly in areas related to financial and administrative management.

·         5 years of experience managing staff and consultants preferred.

·         Excellent interpersonal skills and proven ability to work in a dynamic team setting.

·         Demonstrated ability to manage a diverse array of tasks and professional relationships.

·         Fluent in written and spoken English.
