SCOPE OF WORK

ASEAN-USAID Partnership Program

 

 

Background

The five-year ASEAN-USAID Partnership Program supports ASEAN’s goal to build a more inclusive and prosperous Southeast Asia. Through provision of technical expertise, ASEAN-USAID Partnership Program provides institutional strengthening and support to increase ASEAN’s capacity to better resolve regional and global challenges and advance an effective, rules-based architecture for cooperation among governments in the region to uphold human dignity and the rule of law.

 

Purpose

The Technical Advisor will support the Objective Leads and Program Managers and coordinates technical assistance activities across all Partnership Program Objectives.

 

Objectives and Duties

·         Work with Objective Leads to collaborate on holistic designs across ASEAN Communities to prevent silos, integrating crosscutting principles like GESI, private sector engagement (PSE), and countering effects of climate change; and ensuring effective coordination.

·         Support the Program team with drafting concept notes, requests for proposal, consultant scopes of work event/activity planning and execution, written and oral communications products.

·         Work closely the Program team, and the Grants team to support the management of the Grants Under Contract (GUC), including their design, award, documentation, management and the capacity-building efforts.

·         Support capacity assessments and development plans, training development, mentorship, knowledge management; and engagement with ASEAN entities and ASEC stakeholders.

 

The Technical Advisor will be based in Jakarta and will report directly to Chief of Party.

 

Qualifications

·         An expatriate fluent in English and based in Indonesia is preferred.

·         Master’s degree in public policy, international development, business, development, or another relevant field required.

·         Minimum of 15 years of experience managing USAID and other international donor funded projects.

·         Significant knowledge of and/or experience in Indonesia and experience working with ASEAN is preferred.

·         Excellent in writing skills.

·         Excellent interpersonal skills and proven ability to work in a dynamic team setting.

·         Demonstrated ability to manage a diverse array of tasks and professional relationships.
