Project Description
Resonance is seeking candidates to serve as Senior Grants Manager for the USAID/Indonesia Ber-IKAN Activity, which is a five-year project operating until July 2027. The Collaborative Fisheries Management or "Ber-IKAN" Activity seeks to advance Indonesia's self-reliance to protect marine biodiversity by improving sustainable and equitable management of fisheries. It contributes to the 2020-2024 USAID Indonesia Country Development Cooperation Strategy, and focuses on the following four main objectives:
1. Improved adoption of and compliance with evidence-based fisheries policies for priority fisheries.
2. Strengthened small-scale fisheries governance.
3. Increased government and market-based incentives for sustainable seafood products. 
4. Improved protection of ETP marine species affected by fishing practices

RESPONSIBILITIES/ ESSENTIAL FUNCTIONS
The Senior Grants Manager will bear primary responsibility for overall grantee oversight, planning, compliance, reporting and quality control for the Ber-IKAN Activity. S/he will contribute to successful, positive relationships with grantees. 

Additional responsibilities include but are not limited to:

• Contribute to leadership of the overall USAID Ber-IKAN grants program.
• Lead in writing RFPs and grant award documents in line with USAID and Resonance requirements and policies.
• Understand and align grant program objectives with available budgets and desired technical outcomes of USAID Ber-IKAN.
• Work under the direction of the Director of Operations and Finance, and COP to design and implement activities under grants.
• Develop and/or update grants manuals in compliance with USAID requirements, working closely with project staff in country and in the Resonance Home office.
• Provide procedures and policy guidance and interpretation for program staff as well as sub-grantees to ensure adherence to the fund management policies.
• Administer the full cycle of grant management activities, including planning, facilitation, selection, pre-award assessments, negotiation, submission, orientations, review of monthly reports, monitoring/compliance visits, and closeout.
• Oversee budget management of project's grant pool and ensure accurate and timely disbursement and liquidation of grant funding.
• Ensure timely training and capacity building of grantees, and project staff to understand and comply fully with Resonance policies, USAID regulations, and Indonesian law.
• Develop and/or update training materials and carry out regular training with subgrantees, Resonance field staff, and other project partners where necessary.
• Ensure that office systems for grantees are maintained and that regular reports are provided to project leadership, home office staff, and USAID in a timely manner.
• Support closeout of awards, including preparation of final inventories, property disposition, etc.
• Work with project staff to ensure that implementation of grants and contracts follows USAID requirements.
• All other duties as assigned.

REQUIRED EDUCATION & EXPERIENCE
• Bachelor's degree in a relevant field (administration, management, finance, etc.) or commensurate experience in grants management.
• Minimum 10 years of professional and directly relevant experience
• Strong experience in international grants management, managing large complex multi-million-dollar USAID grants.
• Demonstrated background ensuring compliance on large complex donor funded programs and current knowledge of USAID rules and regulations.
• Proven track record of working collaboratively with various stakeholders.
• Strong interpersonal skills to maintain good relations with the relevant partners and counterparts.
• Well organized, able to work independently, skilled in handling multiple tasks, able to adhere to deadlines.
• Strong leadership, communication, and interpersonal skills, including ability to develop and communicate a common vision and foster collaboration across an interdisciplinary team.
• Strong management skills to guide all project human, technical, and financial resources.
• Experience managing grantees remotely.
• Strong interpersonal, writing, and oral presentation skills in English and Bahasa Indonesia.

PREFERRED EDUCATION & EXPERIENCE
• BA or BS degree or equivalent experience.
• Previous experience as a USAID Grants Manager.
• Supervisory experience preferred.
• Self-starter with excellent interpersonal and communication skills who takes initiative and leadership.
• Ability to travel up to 40% of time to directly interact with grants recipients

BASE OF OPERATIONS
The location for this position is Jakarta, Indonesia with potential travel up to 40% to USAID Ber-IKAN working areas.

REPORTING
The Senior Grants Manager will report to the Director of Operations and Finance as primary supervisor, and Chief of Party as secondary supervisor.
