Project Description
Resonance is seeking candidates to serve as the Grants Specialist for the USAID/Indonesia Ber-IKAN Activity, a five-year project operating until July 2027. The Collaborative Fisheries Management or "Ber-IKAN" Activity seeks to advance Indonesia's self-reliance to protect marine biodiversity by improving sustainable and equitable management of fisheries. It contributes to the 2020-2024 USAID Indonesia Country Development Cooperation Strategy, and focuses on the following four main objectives:
1. Improved adoption of and compliance with evidence-based fisheries policies for priority fisheries.
2. Strengthened small-scale fisheries governance.
3. Increased government and market-based incentives for sustainable seafood products.  
4. Improved protection of ETP marine species affected by fishing practices

RESPONSIBILITIES/ ESSENTIAL FUNCTIONS
The Grants Specialist will work closely with the Grants Team to support the full grants lifecycle, from solicitation through closeout. This includes identifying and soliciting grants proposals, managing grants administration tasks such as pre-award assessments, negotiations, orientations, and capacity building for grantees. Additionally, the role involves coordinating training for grantees and project staff to ensure compliance with Resonance policies, USAID regulations, and Indonesian law.

Functions of the position may include, but are not limited to:

Pre-Award Support:
• Assist in the preparation and issuance of grants solicitations and related documentation.
• Conduct grants outreach to socialize the grants program online and/or offline.
• Conduct pre-award risk assessments to evaluate potential grantees' capacity and risks.
• Provide grants technical support to potential grantees in understanding and complying with USAID's grant rules and regulations, including ADS 303.
• Facilitate communication between the grants team and potential grantees to address questions and provide clarifications.

Award Management:
• Support the processing of grant applications and the preparation of award documents.
• Assist in the review and evaluation of grantee proposals and budgets.
• Ensure that grant agreements adhere to USAID regulations and organizational policies.
• Aid in the setup of grant files and documentation, ensuring compliance with all relevant USAID guidelines.

Grantee Support:
• Provide guidance and support to grantees regarding USAID mechanisms, including fixed amount awards.
• Assist grantees in the preparation of budgets, ensuring alignment with grant requirements and guidelines.
• Offer technical assistance and training on USAID's grant management systems and procedures.
• Monitor progress and performance measurement for grants to a range of different kinds of grant recipients based on milestones and deliverables at national, provincial, district, and village level

Closeout Procedures:
• Assist in the management of grants closeout processes, ensuring all final reports and documentation are complete and accurate.
• Support the final financial and programmatic reviews of closed grants.
• Ensure proper documentation and archiving of closed grants in accordance with USAID policies.

REQUIRED EDUCATION & EXPERIENCE
• Minimum Diploma degree in a relevant field (administration, management, finance, etc.) or commensurate experience in grants management.
• Minimum 5 years of professional and directly relevant experience.
• Strong experience in grants management for both large and small grants to local organizations in Indonesia.
• Demonstrated background and full understanding of compliance for USAID grants management or other donor funded programs with current knowledge of USAID rules and regulations
• Proven track record of proactively working and collaborating in a multi-stakeholder and multi-cultural environment with multiple stakeholders
• Strong interpersonal skills to maintain good relations with the relevant partners, grant recipients and counterparts.
• Strong interpersonal, writing, and oral presentation skills in English and Bahasa Indonesia.

PREFERRED EDUCATION & EXPERIENCE
• Bachelor degree or equivalent experience.
• Previous experience as a USAID Grants Specialist
• Ability to travel up to 40% of time to directly interact with grants recipients

BASE OF OPERATIONS
The location for this position is Jakarta, Indonesia with potential travel up to 40% to USAID Ber-IKAN working areas.

REPORTING
The Grants Specialist will report to the Senior Grants Manager.
