TERM OF REFERENCE (TOR)

Request for Proposals (RFP) for Consultant to Conduct Baseline Survey: Creating Carbon Sinks & Green Community Livelihoods through Regenerative Forest and Agroforestry Management in Sigi, Central Sulawesi (CGCL)

 

1. Background

The "Creating Carbon Sinks & Green Community Livelihoods" project is designed to significantly enhance carbon sequestration efforts while improving communities' livelihoods in Sigi, Central Sulawesi. This initiative focuses on implementing regenerative forest management and agroforestry practices that promote sustainability and resilience in local ecosystems.

To ensure this project's success, we seek a qualified consultant or consulting team with expertise in community engagement and environmental assessment. The primary objective of this consultancy will be to conduct a comprehensive baseline survey that assesses local communities' current Knowledge, Attitudes, and Practices (KAP) concerning carbon sequestration and sustainable land management initiatives.

The baseline survey will be instrumental in identifying existing levels of understanding and awareness about regenerative practices and carbon sinks. It will also help us gauge local perceptions and attitudes towards these initiatives, which are crucial for fostering community buy-in and participation. By collecting and analyzing this data, we aim to tailor our project strategies to better meet the community's needs and expectations, ensuring that the implementation of these practices is both effective and culturally sensitive.

We invite interested consultants or consulting teams to submit their proposals, outlining their methodologies for conducting the survey, experience with similar projects, and strategies for engaging local communities. Your insights will be invaluable in shaping the direction of our project and maximizing its impact on both environmental sustainability and community livelihoods in Sigi.

2. Objectives of the Baseline Survey

2.1 General Objective

The baseline aims to:

1.        Collect pre-intervention data and information related to the desired changes lay out in the project design (re: project design, M&E framework and plan). This includes but not limited to the Knowledge, Attitudes, and Practices (KAP) of local communities in Sigi regarding carbon sink creation and sustainable agroforestry, ecological benefits and implementation methods.

 

  1. Document current agricultural and forestry practices to identify existing techniques and areas for improvement. This shall be conducted through actively engage community members through focus group discussions, interviews, and surveys to ensure their insights shape our understanding.

2.2 Specific Objectives

Assess and evaluate the Community Knowledge and understanding of carbon sinks, climate change, and agroforestry practices to gauge their awareness and comprehension of these critical environmental concepts.

Evaluate Community Attitudes by investigating the perspectives on forest conservation and sustainable land-use practices to understand the community's values, beliefs, and potential resistance or support for these initiatives.

Document the Agricultural and Forestry Practices by recording and analyse current agricultural and forestry practices. This including both traditional methods and modern techniques, to provide a comprehensive overview of local land management strategies.

Identify challenges that hinder the adoption of regenerative practices and explore potential opportunities for enhancing community engagement and participation in sustainable initiatives.

3. Scope of Work

The consultant will conduct a rapid baseline assessment to understand the Knowledge, Attitudes and Practices (KAP) of the local community in Sigi through an efficient approach. Specific responsibilities include:

3.1 Study Design (Day 1)

-          Design a simple mixed methods approach that combines an introductory quantitative survey with focused qualitative inputs.

-          Develop data collection tools (questionnaires and interview guides)

-          Prepare a sampling strategy for efficient data collection within time constraints.

3.2 Sampling (Integrated with Data Collection)

-          Select a manageable sample size of 30-40 households for the survey.

-          Use purposeful sampling to identify key informants and FGD participants.

-          Ensure essential representation of different community groups (farmers, women, youth)

3.3 Data Collection (Day 2-3)

-          Conduct a household survey using a simplified questionnaire (30-40 respondents)

-          Facilitate 2 Focus Group Discussions with key community groups.

-          Conduct 3-4 Key Informant Interviews with local leaders and officials.

3.4 Data Analysis (Day 4)

-          Conduct a basic analysis of survey data.

-          Synthesize qualitative findings from FGDs and interviews.

-          Identify key patterns and urgent insights for project implementation.

3.5 Reporting (Day 5)

Prepare a concise draft baseline report (maximum 15 pages) including:

-          Executive summary

-          Methodology overview

-          Key findings from survey and qualitative data

-          Key recommendations for project implementation

-          Submit a draft report for review. After ADRA approves the draft report, the consultant and ADRA will develop the final baseline survey report, which will take additional days.

Outputs:

1.        Data collection tools

2.       Raw data (survey responses, interview notes)

3.       Draft baseline report with recommendations

The target for this consultant's work is expected to be achieved within 5 days, with the potential for additional days if needed. The consultant is expected to maintain essential elements of the baseline assessment. Statistical analysis and community involvement are adjusted to available resources.

4. Deliverables

Draft Baseline Report: A preliminary summary of findings and initial recommendations based on the data collected, due two weeks after the completion of data collection. This draft will provide an opportunity for stakeholders to review and offer feedback.

Final Baseline Report: As explained, ADRA will develop a comprehensive report in close discussion with the consultant that incorporates feedback from stakeholders and addresses comments on the draft. This final version will be submitted one week after receiving feedback and will include detailed analyses and actionable recommendations.

6. Qualifications and Experience

Consultants should possess the following qualifications:

  • Relevant Academic Background e.g. a degree in social sciences, environmental sciences, or a related field, providing a solid foundation for understanding community dynamics and environmental issues.
  • Demonstrated experience in conducting baseline surveys, particularly in rural or community settings, showcasing an ability to engage effectively with diverse populations.
  • Knowledge of agroforestry and carbon sink initiatives is highly desirable, enabling a deeper understanding of the project context and objectives.
  • Strong Analytical Skills with proficiency in statistical software and qualitative analysis methods, with the ability to interpret data and derive meaningful insights.
  • Strong written and verbal communication abilities, facilitating clear reporting and effective engagement with community members and stakeholders.

7. Budget

The potential consultant is expected to propose a professional consulting fee for five (5) working days. This fee covers the consultant's expertise, analysis, and expected outcomes. The consultant will be responsible for:

-          Conducting needs assessment and data analysis

-          Providing strategic recommendations

-          Preparing and submitting a comprehensive final report

Additional operational costs will be managed directly by ADRA project management, including:

1.        Transportation costs (local and intercity travel)

2.       Accommodation arrangements

3.       Enumerator recruitment and costs

4.       Organization and facilitation of community consultation meetings

5.       Key Informant Interview (KII) logistics and related costs

All financial transactions and reimbursements will follow ADRA's standard operating procedures (SOP) and must be supported by appropriate documentation. The consultant must coordinate closely with the ADRA project team to ensure efficient implementation of activities within the specified timeframe.

8. Submission Requirements

Interested consultants should submit the following documents:

  • A detailed Proposal with comprehensive outline that demonstrates their understanding of the project, including the proposed methodology and approach.
  • CVs of key personnel who will be involved in the project, highlighting relevant experience and expertise.
  • Samples of relevant work or case studies that showcase the consultant's capabilities and experience in similar projects.
  • A clear timeline for project implementation along with a detailed budget breakdown, ensuring transparency in cost and scheduling.
