Background

The Fleming Fund Country Grant to Indonesia is supporting the government in implementing the National Antimicrobial Resistance (AMR) Action Plan. The fund supports strategies to monitor and contain AMR and to monitor antimicrobial consumption and use (AMC/U) and improve antimicrobial stewardship (AMS). The Fleming Fund Country Grant Indonesia is being implemented by a consortium led by DAI with partners KIRE, Health Security Partners, Liverpool School of Tropical Medicine and Prevalensi Nusantara. The implementation of the fund adopts a One Health approach supporting activities across the human, terrestrial animal, and aquatic animal sectors. The project seeks to strengthen current surveillance of AMR and AMU/C by working closely with the Ministries of Health, Agriculture and Marine Affairs and Fisheries and provincial counterparts to support capacity development in relation to laboratories and testing, surveillance, and information management and strengthen national, sub-national and institutional AMS programming. The project will also support and seek to engage private sector interests including healthcare providers and animal production industry stakeholders.

 

1. Position Overview

The HR Officer will collaborate with other departments to develop employee policies that cultivate a positive work environment and train staff on how to incorporate these policies into their daily tasks. As HR Officer responsible for managing key HR functions, including payroll, LTTA/STTA/LOE-STTA contracts, social security (BPJS TK), health insurance (BPJS Kesehatan), and employee insurance programs. The role requires managing the recruitment process, ensuring the organization complies with government regulation labor laws, coordinating employee benefits, conducting employee inductions, and maintaining accurate employee records. Additionally, the HR Officer will collaborate with the Finance team to handle payroll, manage headcount, oversee leave balances, and ensure that all HR processes and systems run smoothly. This position is contingent upon donor approval and budget availability.

 

2. Key Responsibilities

 

Payroll & Compensation Management

  • Manage payroll processing: Ensure timely and accurate payroll processing in coordination with the Finance team and Deputy Team Leader
  • Update and monitor payroll records: Ensure all payroll-related information, including deductions and allowances, is accurate and up to date.
  • Review and prepare compensation and benefits packages: Work with management to create competitive compensation packages that align with company policies and industry standards.
  • Monitor headcount: Track and monitor employee headcount to ensure alignment with company budget and workforce planning needs.
  • Oversee employee records, pay plans, and benefits programs. Ensure compliance with policies and industry standards while managing the administration of health insurance, social security, and other benefits.
  • Develop and manage the HR budget, including salaries, training, and recruitment. Track expenses, allocate resources effectively, and ensure alignment with organizational financial goals.
  • Leave and timesheet management: Oversee employee leave balances, ensure accurate recording of time sheets, and handle related queries.

 

Employee Contracts & Legal Compliance

  • Conduct full cycle recruiting activities for assigned position, including leading intakes, developing recruiting strategies; proactive sourcing; shortlisting; screening and coordination; offer development and negotiation; reference check; and pre-boarding.
  • Proactively and conscientiously maintain applicant, interview, and offer records and contribute to accurate recruiting metrics.
  • Manage employee contracts: Draft, update, and manage employee contracts for new hires, amendments, and terminations.
  • Vetting & onboarding: Process and update vetting requirements for new hires, ensuring compliance with company policies and legal regulations.
  • Labor law compliance: Ensure compliance with labor laws, including the Omnibus Law (UUCK), and

regulations related to employment, termination, and compensation.

  • Coordinate with Ministry of Manpower: Report employee new hires, terminations, and other required updates to the Ministry of Manpower (Kemenaker).

 

Benefits Administration

  • BPJS management: Oversee the registration and management of employees in the BPJS Ketenagakerjaan (Social Security) and BPJS Kesehatan (Health Insurance), PPH 21 systems.
  • Health and life insurance: Administer employee health and life insurance programs, ensuring appropriate coverage and timely updates.
  • Employee queries: Respond to employee inquiries regarding benefits, insurance, payroll, and leave balances, and resolve any issues promptly and professionally.

 

Recruitment & Induction

  • Identify hiring needs: Work closely with department managers to identify staffing needs and initiate the recruitment process.
  • Manage recruitment process: Oversee the recruitment process, including posting job openings, screening candidates, conducting interviews, and extending job offers.
  • Conduct employee induction: Ensure that new employees undergo a thorough induction process to integrate them into the company’s culture and policies.

 

Record Keeping & Reporting

  • Maintain employee records: Ensure all employee records are up to date with accurate information, including new hires, changes in employment status, and termination details.
  • HR reporting: Prepare regular HR reports related to payroll, headcount, benefits, and other HR metrics as needed.
  • Managing employees’ administration through entire life cycle and ensuring files and database are kept up to date and contain all required documents including drafting and establishing all types of formal documents.

 

 

Other HR Tasks

  • Budget tracking: Monitor and track HR department budgets, ensuring efficient use of resources.
  • Employee support: Provide support to employees regarding HR policies, procedures, and general inquiries.
  • Collaboration: Collaborate with other departments, such as Finance and Legal, to ensure the seamless operation of HR functions.
  • Outstanding customer service orientation and proactive, responsible approach to internal and external communication.
  • Demonstrated ability to work effectively in a technology-enable, global environment; strong organization and prioritization skills when working remotely/across border and time zones.
  • Collaborate with Management Team/ Home Office colleagues related to job advertising , onboarding, and partnership with external vendors.

 

3. Key Qualifications

Education:

  • Bachelor’s degree in Law or Human Resources Management or Business Administration is an advantage, Economics, Psychology, or a related field.

Experience:

  • At least 4 years of experience in HR management, particularly in payroll, benefits administration, and labor law compliance.

At least 6 years of experience in a multi-cultural, international organization.

  • Experience managing BPJS Ketenagakerjaan (Social Security) and BPJS Kesehatan (Health Insurance) processes.
  • Strong knowledge of Indonesian Labor Laws.

 

Skills & Competencies:

  • The ability to speak, read, and write fluently in English
  • In-depth understanding of Indonesian labor laws, including the Omnibus Law (UUCK).
  • Strong knowledge of compensation and benefits administration, including health and life insurance programs.
  • Familiarity with payroll systems and HR software.
  • Excellent interpersonal and communication skills.
  • High attention to detail and accuracy in maintaining employee records and processing payroll.
  • Ability to manage multiple tasks and prioritize effectively.
  • Proficiency with Microsoft Office (Excel, Word, PowerPoint, Spreadsheet) including SharePoint, Teams and Outlook.

 

Level of Effort/Timeline

  • Full time position. The employment agreement will start by January 2025 through December 2025 with possibility of an extension. The Technical Human Resources Officerwill be based in Jakarta, with occasional travel to other parts of Indonesia.

Location

  • Jakarta.

Remuneration and package

Remuneration and package will be commensurate with the candidate’s qualifications and experience, project budget availability, and donor approval.
