Background

The five-year ASEAN-USAID Partnership Program supports ASEAN’s goal to build a more inclusive and prosperous Southeast Asia. Through provision of technical expertise, ASEAN-USAID Partnership Program provides institutional strengthening and support to increase ASEAN’s capacity to better resolve regional and global challenges and advance an effective, rules-based architecture for cooperation among governments in the region to uphold human dignity and the rule of law.

 

Purpose

The Procurement Manager will work closely with the Finance and Operations Director. S/he will be responsible for the overall management of all procurement activities. The Procurement Manager will provide procurement and logistical support, including but not limited to processes of procurements for goods and service contracts, leases, and rental agreements; and provide required support on the implementation of the program activities. The Procurement Manager will supervise the Procurement Officer and will provide leadership and coordination of the entire procurement and logistics component in the project by ensuring compliance with organization procurement policies.

 

Objectives and Duties

·        Manage procurement processes, execute procurement tasks for all the procurements and coordinate closely with the Home Office for approval of procurements in accordance with the procurement authorization matrix.

·        Identify and develop qualified suppliers for a broad range of goods and services in support of the project activities with the goal to ensure open competition, efficiency, price reasonableness and overall best value in procurement.

·        Effectively negotiate with suppliers on a wide variety of goods and services for the best overall value of money to the project.

·        Oversee procurement of the project goods and services required for the program operations and ensure the compliance of procurement activities to organization policies.

·        Perform prudent monitoring and evaluate the performance of vendors in terms of quality, reliability, timeliness, and price.

·        Oversee payment preparation and documentation and liaise closely with the finance team concerning payment of procurement and delivered goods and services.

·        Develop the capacity of all staff involved in the procurement process.

·        Supervise one Procurement Officer and provide professional mentorship and opportunities for career growth and development.

·        Carries out other duties that are consistent with overall focus of the assignment as assigned by the Finance and Operations Director.

 

The Procurement Manager will be based in Jakarta and will report directly to the Finance and Operations Director.

 

Qualifications

·        Master’s or Bachelor’s degree in a relevant field required. 

·        Minimum of 7 years of experience as Procurement Manager or other senior procurement position is required especially with previous experience in USAID projects will be preferred.

·        Previous experience working on a regional program preferred.

·        Proven ability to work under tight deadlines with minimal supervision.

·        Demonstrated ability to work as a member of a team and strong interest in professional growth.

·        Excellent interpersonal skills and proven ability to manage multiple tasks simultaneously.

·        Fluent in written and spoken English.
