Short-Term Technical Assistance (STA) Panel for Infrastructure Funding and Financing (IFF)
Program Background
Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) is a partnership between the Government of Australia and Government of Indonesia to support sustainable and inclusive economic growth through improved access to infrastructure for all people in Indonesia. KIAT works with government partners, multilateral development banks (MDBs) and civil society providing technical assistance to improve infrastructure policy, planning and delivery. KIAT also works with sub-national governments to improve the quality of infrastructure spending and planning.
Through its work with central and sub-national governments, KIAT is working towards 5 End-of-Facility Outcomes (EOFOs):
- Improved policies and regulations for infrastructure development
- High quality projects prepared for financing by GOI, MDBs or the private sector
- High quality infrastructure delivery, management, and maintenance by GOI
- Infrastructure policies, design and delivery are more inclusive for women and people with disabilities
- Improved policy, planning and design results in lower-emission, more climate-resilient infrastructure
The focus of KIAT is on the following areas: Water and Sanitation; Transport; Gender Equality, Disability and Social Inclusion (GEDSI); Climate Change; and Infrastructure Funding and Financing (IFF).

The Role
The position(s) will provide technical and specialist services to support KIAT's infrastructure partners in a responsive and timely manner. The candidates will apply outstanding technical knowledge to complex infrastructure funding and financing challenges in Indonesia and ensure high quality performance of supported activities.
A Short-Term Technical Assistance (STA) Panel (referred to as the Panel) will provide KIAT access to a range of pre-qualified specialists to undertake technical assistance work as the need arises. Successful applicants will be engaged on the Panel via an umbrella agreement (known as a Deed of Standing Offer (DSO)) and will then be issued Service Orders (SO) as bodies of work are identified.

About You
Essential
- Tertiary qualifications in a business-related field, finance, accounting, law, public policy, economics, infrastructure, or other relevant discipline
- Minimum of 10 years of professional experience in the IFF sector, with experience relevant to an international development context
- Demonstrated experience in the design, implementation or evaluation of technical advisory projects relevant to Indonesia's infrastructure funding and financing priorities
- Understanding of the PPP enabling environment in Indonesia including the PPP policy, regulatory, institutional, and procurement frameworks
- Experience of project preparation across infrastructure sectors in Indonesia and/ or other developing and developed countries
- Excellent verbal and written communication skills in English (with Bahasa Indonesia desirable) and demonstrated experience in briefing and working closely with senior government officials in a donor context
- Knowledge and understanding of the different needs of different stakeholders such as women, the elderly, people with disabilities and others with special mobility needs, and the ability to communicate with stakeholders from diverse backgrounds

Remuneration
Based on DFAT standard ARF rates for the relevant assignment. Successful Indonesian nationals will be engaged under a local contract in IDR, and will be subject to Indonesian employment regulations and tax obligations.
