Project Manager for the Banda Sea Project
About Coral Triangle Center
Coral Triangle Center ("CTC") is a foundation based in Indonesia with a regional scope and global impact. Established in 2010, CTC works closely with local communities, the private sector, governments, and partners to strengthen marine resource management in the Coral Triangle to protect coral reef ecosystems, ensure sustainable livelihoods, and enhance food security. We support on-the-ground conservation in Bali, Maluku, and Timor-Leste. We lead learning networks of women leaders, local government executives, and marine protected area practitioners in Indonesia, Malaysia, the Philippines, Papua New Guinea, the Solomon Islands, and Timor-Leste. We are developing our Center for Marine Conservation in Bali as an integrated learning space for training programs, outreach activities, interactive exhibits, and artistic and cultural performances to influence millions of people to care for our oceans and those who depend on them. We, at CTC continue to work towards our aim to inspire people to care for the oceans. Since our establishment in 2010 until 2024, we have protected 435,000 hectares of critical marine habitat. We have trained more than 7,600 people to support marine protected areas and sustainable fisheries management throughout the Coral Triangle region. More than 20,000 people have visited our Center for Marine Conservation, many of whom have been inspired to take direct action to protect our oceans. In the last three years, we have reached an average of 200,000 people annually to care for our seas via our social media channels. In 2022, we started our monthly children's education program and engaged more than 500 schoolchildren in Indonesia to become future stewards of our planet. One of the priority focus area for CTC is the Banda Sea, a unique and diverse marine ecosystem renowned for its rich marine biodiversity. It hosts a variety of coral, reef fish, and pelagic fish species. The sea also serves as a crucial passage for large marine mammals such as the majestic blue whale. It is home to a range of marine life, including reef sharks, hammerhead sharks, and sea turtles, making it a significant area for marine conservation and sustainable development. The Banda Islands Marine Protected Area (MPA) network situated in Maluku Tengah District, part of Maluku Province was established to protect and manage some of the most diverse and distinct marine ecosystems in the world. The area includes 11 small islands with 18 villages. 85% of the population is engaged in low-income occupations like fishing and farming, while the rest 15% work as government employees or other jobs.
Position Description
CTC is finalizing a five-year grant from the Blue Action Fund (BAF) to "Strengthening Marine Protected Areas and the Protection of Endangered Species in the Banda Sea, Indonesia". This project aims to enhance the design and sustainability of Marine Protected Areas (MPAs) and Locally Managed Marine Areas (LMMAs) in the Banda Islands by providing capacity building for effective MPA management, engaging communities in the blue economy, and establishing sustainable conservation finance mechanisms. The objectives include improving MPA and LMMA management, diversifying the economy, and promoting community compliance with regulations and sustainable fishing practices to safeguard coral reefs and Endangered, Threatened, and Protected (ETP) species. These sites will serve as a model for similar initiatives in the remote Indonesian island ecosystems, contributing to healthier seas that benefit both people
and nature. To ensure effective coordination during the inception phase, field implementation and reporting, the project is seeking a qualified and experienced national or international professional to be the full-time Project Manager based in Ambon with frequent travel to project sites as necessary. S/he will be working closely with CTC's Executive Office, Science Coordinator and program management to deliver general technical direction of the entire project, which include but not limited to project management & finances, partnership building and ensuring an integrated vision among the project team, components, and stakeholders, with a focus on achieving the results defined in the program description. The Project Manager is also responsible to ensure the Environmental Social Management System (ESMS), gender & social inclusion, and other safeguard standards as per donor requirements are institutionalized.
Essential Functions:
The Project Manager is responsible to deliver overall leadership to design, plan, implement and manage, the projects as well as coordinate with donor and other relevant stakeholders. The details of the tasks will include, but might not be limited to the following:
1. Project Leadership and Management
• Provide overall and strategic direction for the project; develop and update the project work plan, ensuring that programmatic directions are technically sound, evidence-based, and compliant with BAF requirements, including the project activities that will be carried out by sub-grantees.
• Ensures the project achieves the greatest possible impact including providing the necessary leadership to inspire and motivate the project team to implement performance objectives and mandates in a timely and cost-efficient fashion and meet the highest quality standards and value for
money.
• Lead the project team including sub-grantees, and ensure quality delivery of the program in line with the donor/ partner expectations, agreement and budget.
2. Monitoring Evaluation & Learning (MEL)
• In collaboration with the MEL Officers, provide leadership and direction to ensure robust monitoring and evaluation strategies, frameworks, plans, systems and indicators to capture and monitor/evaluate project performance and results to ensure accountability to funders and beneficiaries.
• Cultivate the use of data and learning for ongoing program improvement and adaptation.
• Lead and coordinate the studies align with the project direction, synthesize findings to design an overall delivery concept that satisfies project requirements, and create the concept document and present it to CTC Leadership and donor(s).
3. Environmental & Social Management System (ESMS)
• In collaboration with ESMS Coordinator, the Project Manager must ensure that ESMS procedures, standards, and principles are applied to the project. It further involves providing support and supervision during project implementation to guarantee that ESMS requirements are complied with.
• She/he will also build ESMS capacity for the CTC staff and other project stakeholders to enhance ESMS-compliant project design and to ensure the effective implementation of the risk management strategies. This involves coaching and training existing staff and project grantees.
4. Coordination & Reporting
• Collaborates closely with relevant functions at CTC and other relevant stakeholders, to design and operationalize an annual project planning cycle, which integrates annual project work plans and budgets.
• Prepare reports and technical documents for project updates, including concept notes, research papers, and periodic reports. Assist the CTC Team in Bali in developing new funding proposals for private or public funding opportunities, when needed.
5. Partnership
• Foster partnership with donor (BAF), local government agencies, academic institutions, community- based organizations, NGOs, village communities and other relevant stakeholders including effective communication and coordination.
• Manage and coordinate cross-functional teams to ensure smooth communication and collaboration between all stakeholders.
6. Project Finances & Risk Management
• Manage the program budget, ensuring the effective allocation of resources to meet program goals, track project spending to align with the project milestone.
• Identify risks to the program and develop mitigation strategies to ensure smooth execution and sustainability.
• Oversee program financial management, ensuring compliance with donor guidelines and standard operating procedures in collaboration with CTC's Finance & Accounting Team.
7. Project Leadership and Support
• Promote learning, knowledge sharing and support for organizational growth and change management.
• Create and sustain a work environment of mutual respect where the project team strives to achieve excellence.
• Perform other tasks as assigned by the supervisor.
Requirements Qualifications
• Master's degree in marine & coastal science, natural resource management, environmental science and/or policy or related fields.
• Over 8 years' solid experience working in managing large-scale, multi-year development programs from design, implementation, reporting and communication/coordination with donor(s), preferably in marine & coastal management, natural resource management, with at least 5 years in a supervisory or managerial role. Prior experience managing the bilateral donors' projects such as EU, USAID or USG is highly preferred.
• Demonstrated understanding of Indonesia's marine & fisheries policies, climate change context, coastal community livelihood, the role of gender in natural resource management and/or biodiversity conservation and ESMS framework and tools.
• Demonstrated experience of working in a leadership position and managing programs of similar size and complexity and managing donor expectation.
• Possesses a demonstrated ability to establish effective working relationships, intercultural communications and dialogues with donor, national/local government, civil society, local communities, project/program team members as well as with the external suppliers, vendors and service providers.
• Willing to travel to the program site, including remote areas.
Skills:
• Strong ability to write reports, develop and manage projects, and effectively present information to various stakeholders.
• Strong problem-solving and critical thinking skills, have the ability to make a cohesive connection and solution out of available scattered information and in managing complex projects.
• Ability to thrive in a dynamic and ambiguous environment, with the flexibility to navigate changing project requirements and priorities.
• Ability to work independently and resourcefully with minimal supervision.
• High proficiency in relevant computer applications e.g. MS Word, MS Excel, MS- PowerPoint, and relevant internet skills are required.

Language proficiency:
