Background
The five-year USAID SELARAS activity will address the limiting conditions for better solid waste management services in areas where USG investments can significantly reduce ocean plastic pollution and greenhouse gasses while also partnering with private sector enterprises to scale interventions. Achieving this mutual goal will require a diverse approach to:
1) strengthen solid waste sector governance and financing,
2) improve and expand solid waste management services,
3) strengthen local markets and businesses,
4) improve social behaviors and practices, and
5) improve systems for tracking and reducing methane emissions.
USAID SELARAS will work at national, provincial, and local levels of government. Partnering with key institutions and stakeholders, the activity will provide timely, relevant, and foundational support to enable the Government of Indonesia (GOI) to make progress towards its development objectives of having 100 percent of solid waste managed by 2024 and reduction of marine plastic pollution by 70 percent by 2025.
Purpose
USAID/Indonesia Sustainable Municipal Solid Waste Management and Partnership (USAID SELARAS) aims to support Indonesia's ambition to reduce sources of marine plastic pollution and methane emissions on land by promoting sustainable and integrated waste management and recycling systems in urban areas. This initiative encompasses governance, financing, service expansion, and social behavior change in the waste sector through partnerships with the private sector, civil society, and municipal governments.
USAID SELARAS will advise and assist governments at national, provincial, and district/city levels, strategically targeting high-impact and catalytic interventions that will have the greatest influence on improving the quality and coverage of service provision. The initiative partners with various institutions and key stakeholders will support Indonesia's development goals of enhancing waste management and reducing marine plastic pollution.
To achieve these objectives, baseline waste data are needed as crucial initial information to provide an overview of current waste management levels in the targeted cities/districts. These baseline data will be used as a reference point to design activities aimed at improving waste management systems in the targeted districts/cities and as a benchmark for assessing achievements during and after the activities are implemented.

Required Qualification:
· Minimum Diploma or Bachelor Degree.
· At least 2 total years of professional experience, including experience in contract management, administration of procurement.
· Demonstrated ability to manage daily administration and contract management with vendors.
· Advanced proficiency in speaking and writing in English. Fluency in Indonesian.
· Based in one of City/District in each USAID Selaras Region
· Preferred Qualifications: Experience on donor-funded projects, preferably USAID-funded projects.
Period of Performance: 6 months
