Health Database and Information Development

Background
YCWS currently partners with UNHCR to implement a project titled: "Protecting Urban Refugees through Empowerment (PURE)." One of the project objectives is to ensure that refugees and asylum seekers will be able to access improved physical health, mental health, reproductive health, HIV prevention, and HIV/AIDS response services. Additionally, in facilitating access to healthcare services, YCWS and UNHCR align the Government of Indonesia's primary healthcare approach. This approach emphasizes that Puskesmas plays a pivotal role in providing comprehensive and integrated primary healthcare services through various preventive, curative, and rehabilitative services. This includes 144 diseases that must be handled in primary healthcare facilities such as Puskesmas.
To support its work in providing healthcare services, YCWS has developed a health database management system aimed at recording health case progress and storing medical records. However, YCWS noted several challenges when utilizing the system, for instance:
1. Features in the system are not updated automatically (e.g., age)
2. Limited filtering capabilities
3. Error occurs when importing data from the system, requiring additional time for sorting
4. The system's reliance on external server leads to network latency. Using an external server raises concerns about data security and protection
5. The DBMS functioned solely as a storage system and was unable to support daily operations.
According to the statement mentioned above, YCWS intends to hire a vendor to assess the current system and offer recommendations, which may include upgrading the existing system or developing a new one.

The activity aims to assess the current system and offer recommendations, including upgrading the existing system or developing a new one.
Output
The expected output of the partnership includes a fully developed health database and a comprehensive user manual to ensure effective utilization and maintenance of the system upon completion of the assignment.
Ethical and Child Protection Consideration
The vendor must follow Ethical Principles for involving human subjects in research and obtain written/ verbal consent from the human subjects. Permission from elders must be sought if the children under 18 years are involved as subjects. Signed informed consent of each child and his/her parents need to take after explaining purpose of the study and its usage.
YCWS has regulations in place to minimize the risk of harm to children who encounter those employed by, or who are associated with YCWS, including YCWS code of conduct for the Prevention of Sexual Exploitation and Abuse, Fraud and Corruption, and Abuse of Power. Child Safeguarding Policy, and Anti-Human Trafficking Policy. Therefore, the appointed vendor to this assignment must comply with these policies.
YCWS strictly adheres to data sharing and confidentiality protocols, both internally and externally. For this activity, external vendors will be required to participate in a comprehensive briefing on YCWS's data sharing and confidentiality policies and are expected to fully comply with these standards. Further details, including the consequences of non-compliance, will be outlined in the agreement with the appointed vendor.
Procedure for Expression of Interest
Expression of Interest should be submitted to william.padma@ycws.org and abdurrachman.mahardi@ycws.org on December 5th, 2024 by 15:00 WIB at the latest and enclose the following required documents:
1. Company/organization (profile, legal document e.g. deed of incorporation by notary and ministry of law and human rights RI, KTP of person in charge, NIB/SIUP, NPWP, bank account information, letter of statement, curriculum vitae of team member, etc) or
2. Individual (application letter, curriculum vitae, legal document e.g.: KTP, NPWP, bank account information, etc).
3. Sample of report
4. A proposal containing 2 parts:
- Technical Proposal comprising the description of proposed activities, methodology and implementation plan which includes schedule of each activities/step, and team members (if any) and their role in the consultancy work (Please attach individual resume of stated team members). The technical proposal should demonstrate an understanding of consultant ethics and experience in conducting similar programs, including financial and technical capacity.
- Budget Proposal comprising details of budget plan such as training and consultancy fee, payment method
