I4DI is looking for a Finance and Admin Officer  for the USAID/Mars programme. The Advancing Agroforestry Towards Income, Value, and Environmental Sustainability (ACTIVE) activity funded by USAID/Mars aims to scale up evidence-based agroforestry practices that build on a long-term jurisdictional approach utilising farm-level technology to advance climate-resilient practices, increase smallholder incomes, and ensure high-quality cocoa supply in South Sulawesi and Southeast Sulawesi.

Position Summary

 

The Finance and Administration Officer for the USAID/Mars. Inc-funded Advancing Agroforestry Towards Income, Value, and Environmental Sustainability (ACTIVE) activity will support the Chief of Party (COP) and USAID to provide guidance, technical leadership and technical oversight for teams supporting finance, administration, human resources, and procurement assignments for the ACTIVE program. The Finance and Administration Officer will provide expert level support and advice on finance tracking and have a deep understanding of the USAID Program Cycle and the portfolio of investment in Indonesia

 

Responsibilities:

 

Finance and Administration Officer will be responsible for maintaining I4DI's financial integrity, preparing all financial reports efficiently and in accordance with Federal Acquisition Regulations (FAR), Generally Accepted Accounting Principles (GAAP), Indonesian government regulations, I4DI policies and procedures, and donor requirements throughout the life of the project. Additional tasks will include:

 

  • Manage the accounting, finance, and administration components of the program, including petty cash funds and field office finance, accounting, and administrative activities.
  • Establish program financial management systems, procedures, and controls to ensure consistency with I4DI standard operating procedures and US government policies.
  • Coordinate monthly requests for funds to ensure the project has all necessary funds for operations, and coordinate and oversee program tendering and procurement activities in the country.
  • Advise project staff on financial health through the provision of regular and timely financial expenditure reports.
  • Review and approve all vouchers prepared (disbursement, receipt, and general journal vouchers) for expenditures and ensure that expenses are reasonable, allowable, and allocable to the project.
  • Maintain financial controls and procedures for the management of funds and sub awards/contracts.
  • Prepare budget projections, analysis, and reports for review and action by the COP, I4DI and for submission to USAID.
  • Manage financial files and support annual audits.
  • Coordinate financial and contractual requirements for grants to local organizations and technical services provided to the project.
  • Oversee payroll procedures and HR policies for national staff, ensure adherence to local labor laws, and manage all tax reporting; and Other duties as assigned.

Requirement :

  • A bachelor's degree or higher in business administration, finance, or a related field in international business management, finance, accounting, and/or audit experience.
  • At least 3 years of progressively responsible experience in accounting, audit, finance, or business management with a recognized organization, preferably for USAID or other donor-funded programs.
  • Experience in a leadership position on a USAID-funded project in Indonesia is preferred.
  • Proven ability to develop and manage large budgets and a deep understanding of accounting principles.
  • Experience in managing grants based on contracts for USAID-funded programs of similar size.
  • Previous experience in a management role in a USAID-funded program is highly desirable.
  • Demonstrated experience in coordination and collaboration with various stakeholders and grant recipients.
  • Knowledge of Indonesian labor laws, taxation, and reporting procedures.
  • Knowledge of USAID contract management, policies, procedures, regulations, and reporting requirements.
  • Proactive attitude in carrying out tasks.
  • Proficient in both written and spoken Indonesian and English.
  • Good writing and verbal communication skills.
  • Ability to work in a fast-paced environment.
