Job Title : MEAL Specialist
Reports To : Program Manager

Job Summary
The Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist will be responsible for developing, coordinating, and implementing effective monitoring and evaluation systems to measure the impact and efficiency of NGO programs and projects. This role involves designing M&E frameworks, ensuring data quality, analyzing project outcomes, and providing actionable insights to guide decision-making and improve program performance.
Key Responsibilities
- Monitoring and Evaluation System Development
- Design and implement M&E frameworks, methodologies, and tools to measure program performance and outcomes.
- Develop logical frameworks (logframes), theories of change, and indicators in alignment with project goals and donor requirements.
- Establish data collection protocols and ensure their consistent application across projects.
- Data Management and Analysis
- Collect, verify, and manage qualitative and quantitative data from field activities.
- Analyze data to assess project progress, identify trends, and measure impact.
- Prepare comprehensive reports, dashboards, and presentations for internal and external stakeholders.
- Capacity Building
- Train and mentor project staff, partners, and stakeholders on M&E tools, data collection methods, and reporting standards.
- Provide ongoing technical support to ensure effective implementation of M&E activities.
- Program Improvement and Learning
- Conduct baseline, midline, and endline surveys as needed for project evaluation.
- Identify lessons learned and best practices to inform program adjustments and future planning.
- Facilitate knowledge-sharing sessions to promote a culture of learning within the organization.
- Reporting and Compliance
- Prepare and submit timely, accurate reports in compliance with donor and organizational requirements.
- Ensure M&E activities align with donor policies, organizational standards, and ethical guidelines.
- Stakeholder Engagement
- Collaborate with program teams, partners, and beneficiaries to ensure alignment of M&E activities with project objectives.
- Participate in donor meetings, field visits, and external evaluations as required.
Qualifications and Skills
Educational Background
- Bachelor’s degree in Statistics, Development Studies, Social Sciences, or a related field.
Experience
- Minimum of 4 years of professional experience in monitoring and evaluation, preferably in an NGO or international development context.
- Proven experience in designing and implementing M&E systems, frameworks, and tools.
- Familiarity with managing donor-funded projects and meeting reporting requirements.
Technical Skills
- Proficiency in data analysis software (e.g., SPSS, Kobo) and data visualization tools (e.g., Power BI).
- Strong understanding of qualitative and quantitative research methods.
- Experience with participatory monitoring and evaluation approaches.
Soft Skills
- Excellent organizational and time management skills.
- Strong communication and presentation abilities.
- Analytical mindset with attention to detail.
- Team-oriented with the ability to work collaboratively across diverse groups.
