REQUEST FOR PROPOSAL (RFP)
PROVISION OF SECURITY-GUARD SERVICES
YCWS COMMUNITY CENTER
Yayasan Cita Wadah Swadaya (YCWS) is a foundation established based on the Law of the Republic of Indonesia, namely the Notary Deed of Buchari Hanafi, SH. Number 56 dated August 26, 2024, and the Decree of the Minister of Law and Human Rights of the Republic of Indonesia Number AHU-0013555.AH.01.04.Year 2024 dated August 27, 2024. This foundation assists vulnerable communities through measures or actions (responses) and sustainability against hunger, poverty, disasters and refugees.
Currently, YCWS provides refugee assistance programs referenced by UNHCR (United Nations High Commission for Refugees) for the PURE Program (Protecting Urban Refugee through Empowerment) through health, education, counseling and other activities in Jakarta Great Area (DKI Jakarta, Bogor, Depok, Tangerang and Bekasi). In addition, YCWS is committed to the values of the Code of Conduct including professionalism, integrity and respect for the diversity of the refugees it assists. For this program, YCWS will provide security-guard services in the YCWS facility environment
Procedure for Expression of Interest
Tahap Pertama : Pernyataan Minat dapat disampaikan ke operations@ycws.org paling lambat tanggal 21 Pebruari 2025 pukul 16.00 wib dengan melampirkan dokumen persyaratan sebagai berikut:
First Phase: Expression of Interest should be submitted to operations@ycws.org on February 21, 2024, by 04.00 pm at the latest and enclose the following required documents:
1.1. Perusahaan/organisasi (profil, dokumen legal misalnya akta pendirian perusahaan dari notaris dan Kementerian Hukum dan HAM RI, KTP penanggung jawab, NIB/SIUP, NPWP, informasi rekening bank, surat pernyataan, riwayat hidup anggota tim, dan lain-lain).
Company/organization (profile, legal document e.g. deed of incorporation by notary and ministry of law and human rights RI, KTP of person in charge, NIB/SIUP, NPWP, bank account information, letter of statement, curriculum vitae of team member, etc).
1.2. Proposal yang terdiri dari 2-bagian :
A proposal containing 2-parts:
- Proposal Teknis yang memuat SOP (Standard Operasi Prosedur), Program Pelatihan yang diberikan ataupun diterima oleh vendor dan anggota satuan pengamanan (satpam) yang akan ditempatkan serta uraian tugas dan tanggungjawabnya (Mohon lampirkan resume masing-masing anggota satuan pengamanan yang disebutkan).Technical Proposal containing SOP (Standard Operating Procedure), Training Programs provided or received by vendors and security-guard members who will be placed as well as a description of their duties and responsibilities (Please attach the resume of each security-guard member mentioned).
- Proposal Anggaran yang berisi rincian rencana anggaran seperti biaya jasa tenaga pengamanan (satpam) per-orang per-bulan beserta total biaya untuk periode yang ditentukan YCWS dan metode pembayaran.Budget Proposal comprising details of budget plan such as the cost of security-guard services per person per month along with the total cost for the period specified by YCWS and the payment method.
Tahap Kedua : YCWS akan menyeleksi kandidat dan mengundang mereka untuk menyampaikan proposal. YCWS kemudian akan melanjutkan dengan seleksi dan penunjukan kandidat. Kontrak akan dibuat untuk vendor yang terpilih.
Second Phase: YCWS will shortlist candidates and invite them to present the proposal. YCWS will afterwards proceed with selection and appointing the candidate. A contract shall be produced for the selected vendor.
Ethical and Child Protection Consideration
YCWS has a Child Safeguarding and Child Protection Policy, Code of Conduct, and Anti Human Trafficking Policy to minimize the risk of harm to children who encounter those employed by, or who are associated with, YCWS. Therefore, the appointed vendor to this assignment must comply with these policies.
Confirmation of Anti-bribery Corruption and Complaints
YCWS has zero tolerance for corruption/bribery practices and is committed to listening to and addressing all forms of violations by humanitarian workers, suppliers, contractors, recipients and communities.
