Medecins Sans Frontieres (MSF) is an international medical and humanitarian, non-profit organization acting in accordance with the principles of humanitarian assistance, impartiality, neutrality, medical ethics and medical confidentiality, independent from any political, religious, military or economic authority.
In compliance with MSF’s charter and based on an independent assessment of needs, MSF provides medical and humanitarian assistance to populations in distress without discrimination on the basis of ethnical affiliation, religion, gender or political convictions, in the contexts of epidemics, endemic diseases, natural disasters and conflicts. The humanitarian and impartial nature of MSF’s action and operational principles is recognized and respected by the Parties as a requirement for and condition of MSF’s activities.
MSF in Indonesia is working under a Memorandum of Understanding (MoU) with the Ministry of Health (MoH) on Emergency Preparedness and Response to Health Crisis. The program consist of :
- The E-Hub project of capacity building for emergency preparedness and response to health crisis in the areas of data management, environmental health, medical emergencies, mental health, supply and logistics.
- Preparedness to participate in medical emergency responses to health crises, in coordination with the Health Crisis Center (PUSKRIS) of the Ministry of Health.
Main Goals of Program are:
- Health care workers and emergency responders are better prepared to assist victims of health crisis as a result of the E-Hub program.
- Victims of health crisis benefit from timely mobilization of MSF capacity, resources and expertise as part of the emergency responses to health crisis.
Specific Goals of Program are:
- To develop further the E-Hub Project of capacity building in emergency preparedness and response in support of the MoH Health Crisis Centre for developing medical emergency response capacity.
- To create a standard comprehensive capacity building package that can be used in Indonesia and other parts of the Region.
- To contribute to medical emergency responses to health crisis, whenever required.
The area intervention in the current MoU are Provinces of DKI Jakarta, Banten, Aceh, West Sulawesi, Maluku.
We are looking for a fulltime FIN/HR ASSISTANT MANAGER (based in Jakarta), who will support FIN/HR Manager in implementing and follow up the Finance/HR activities.

| Assisting the FIN/HR Manager in the implementation and follow-up of the Finance/HR activities of the mission, while executing the accountancy and administration related tasks for the capital, according to MSF protocols, standards and procedures in order to ensure documentary traceability and compliance to local labour and fiscal regulations |

| • Supporting the FIN/HR Manager with delegated tasks to ensure proper management in the Mission (budget, accounting, treasury, reporting, donors, auditing procedures, legal financial obligations, etc.) including the translation of documents into local language and assisting in meetings upon request. Supervising that the internal regulations in the mission are followed in order to ensure both tax and labour regulations compliance • Keeping updated on the local law and informing the FIN/HR Manager of any changes or misalignment with the practices in place. Ensuring respect of and strict compliance to MSF standards (Chart of accounts, quality of documents, guidelines, expense validation procedures, cash security rules, etc.) • Carrying out all accounting tasks and activities for the capital, including efficient administration and management of petty cash. Ensuring confidentiality on all finance issues related to MSF as well as the strict control of all expenditures and the reliability of statements and documentation. Processing the payments to third parties, checking that receipts meet the necessary quality standards. Following up on the rental/service contract and insurances dates and informing the Fin & HR Manager on time to organize payments and renewals • Filing hard copies of documents, entering the information in the accounting software and performing monthly closing procedures for the journals under his/her responsibility • Collecting information on the cost of living on a regular basis. • Executing recruitment activities in order to meet HR needs and executing all contract related activities (file opening and formal documentation archiving, personnel data updating, amendments, termination dates supervision, etc) in order to ensure legal compliance. Presenting and explaining contract terms and the content of the Internal Regulations, Staff Regulations, HR policies and/or living conditions in order to facilitate staff integration and their security • Collecting the variable pay slip elements for Homere (paid holidays, sick leave, unpaid leave, etc.) and supervising the payroll process, checking the list of employees and the amounts payable (variable pay, taxes and social security contributions) in order to ensure accurate and timely payroll payment • Supporting the HR/FIN Manager in HR related processes such as registering applicants to training activities and evaluating the results thereof, drawing up annual holiday planning to schedule staff shifts and cover operational needs, organizing travel and files of all staff arriving in the mission (booking and purchase of tickets, pick up from airport, keeping/renewing passports, briefings, induction), ensuring that all staff have valid work, residence and travel permits |
| REQUIRMENTS |
Education: Essential Bachelor or Diploma's degree in, management (business, HR), finance or administration.
Experiences:
- Working experience of at least 3 (three) years in relevant and similar jobs.
· Demonstrated knowledge with relevant Indonesian standards and regulations of Finance , financial management principles and practices
· Proficiency in accounting software and Microsoft Office, particularly Excel.
· Understanding and familiarity with Indonesian taxation regulations and calculation
· Strong attention to detail and organizational skills required.
· Accuracy in working with large amounts of data.
· Ability to respond effectively to time sensitive inquiries.
· Demonstrated knowledge of internal controls and audit processes.
· Ability to work independently with minimum supervision in a fast-paced environment,flexible and work well under pressure in a fast-paced multi-tasking environment are required
· Demonstrated ability to maintain confidentiality when working and handling on Finance sensitive condition
· Demonstrated high degree of professionalism and discretion, culturally astute
