Biodiverse and Inclusive Palm Oil Supply Chain (BIPOSC) Project  

 

The BIPOSC project promotes regenerative agriculture and agroforestry systems among smallholder palm oil farmers in North Sumatra, Indonesia.  A critical component of this approach is effective watershed management and the riparian zones, which are essential for maintaining ecosystem health, supporting biodiversity, and ensuring the long-term sustainability of palm oil production.  Healthy watersheds contribute to improved soil health, water regulation, and reduced erosion, all of which are crucial for the success of regenerative agriculture and agroforestry practice.

 

Objectives 

 

In the second phase, the BIPOSC Project will focus on restoring and enhancing the ecological functions of riparian zones to rehabilitate and improve the overall health of river systems. By applying regenerative agriculture and agroforestry-based approaches, this initiative seeks to provide environmental, economic, and social benefits to smallholder farmers. The integration of oil palm agroforestry systems within riparian area will enable the   farmers to practise the proper management of the plantation in the riverbank. 

 

This approach aligns closely with the Indonesian Sustainable Palm Oil (ISPO) certification standards and the Roundtable on Sustainable Palm Oil (RSPO) principles and criteria, ensuring that palm oil production in the region meets sustainability and compliance requirements.  

 

Therefore, we are going to seek a qualified consultant to conduct a comprehensive assessment of watershed health within the project area. The assessment will evaluate the current state of riparian zones, identify key ecological challenges, and develop science-based recommendations for integrated watershed management strategies. These strategies will be designed to reinforce the project's commitment to sustainability while enhancing the resilience of smallholder farming communities. 

 

Scope of Work

 

1. The consultant will undertake the following tasks:

A. Watershed Assessment:

a. Conduct a baseline assessment of the hydrological conditions within the project area, including water quality, quantity, and flow patterns.

b. Analyze existing land use practices and their impact on watershed health, focusing on areas adjacent to palm oil plantations and within riparian zones.

c. Identify key stakeholders involved in watershed management and assess their current practices and needs.

d. Map and characterize riparian zones within the project area, including vegetation composition, width, and connectivity.

e. Evaluate the ecological integrity of riparian zones and their role in supporting biodiversity.

 

B. Riparian Zone Management Plan:

a. Develop a comprehensive riparian zone implementation plan that outlines specific strategies for rehabilitation and conservation.

b. Recommend appropriate native plant species for riparian buffer establishment, considering local ecological conditions and the potential for agroforestry integration.

c. Design and implement pilot projects to demonstrate effective riparian zone increase techniques, including erosion control measures, reforestation, and community-based management approaches.

d. Develop guidelines for sustainable land management practices within the watershed, including best practices for soil conservation, water management, and agroforestry integration.

 

C. Training and Capacity Building:

a. Develop and deliver training for project staff, facilitators, famers group, and local communities on watershed management principles.

b. Develop guideline for monitoring and maintaining watershed/riparian.

 

Deliverables

 

A. Inception Report: Detailed work plan, methodology, timeline, and budget.

B. Midterm Report:

Watershed Assessment Report: Comprehensive analysis of watershed conditions, including hydrological data, land use analysis, riparian zone characterization, and stakeholder analysis.

Riparian Zone increasement Plan: Detailed plan outlining restoration strategies, species selection, pilot project designs, and sustainable land management guidelines.

Training Materials: Comprehensive training modules/materials for project staff, project partners, and communities.

C. Final Report: Consolidated report summarizing all findings, recommendations, and lessons learned, including an evaluation of pilot project outcomes).

 

Reporting Line

 

The consultant will report to the Project Manager BIPOSC and work closely with advisors Regenerative Oil Palm and Agroforestry and the field team.

 

Payment Terms:

 

1. 20% upon submission and approval of the Inception Report.

2. 50% upon submission and approval of the Midterm report

3. 30% upon submission and approval of the Final Report and successful completion of pilot project evaluations and recommendation.

 

Assignment Period

 

The consultancy will be done in 2 Months from May to June 2025.

 

Consultant Qualifications

 

1. Advanced degree (Ph.D. preferred) in Watershed Management, Hydrology, Ecology, Environmental Science, or a related field.

2. Currently active as a professor or Lecturer at a leading Indonesian University (e.g.,University of North Sumatra).

3. Minimum of 10 years of experience in watershed assessment, riparian zone restoration, and community-based natural resource management, preferably in tropical regions.

4. Experience working with smallholder farmers and local communities in the context of sustainable agriculture and natural resource management.

 

Evaluation Criteria

 

1. Demonstrated expertise in hydrological modelling, ecological assessment, and the design and implementation of riparian restoration projects.

2. Strong understanding of agroforestry systems and their role in watershed management.

3. Excellent communication and interpersonal skills, with the ability to effectively train and engage diverse stakeholders.

4. Fluency in written and spoken English. Knowledge of Bahasa Indonesia is an advantage.
