- Background and Justification
Islamic Relief Indonesia (IRI) has been working in West Nusa Tenggara province and implementing 3 projects with 1,7M USD project value supported by IR USA, IR Canada, and Forum CIV. Implemented in 4 districts, the projects were aimed to build climate resilience through building capacity of communities and creating enabling environment via policy influencing works.
Through Building and Deepening Low Carbon Development and Climate Resilience project to scaling up the initiatives using improved strategies and approaches in new critical areas. The project is intended to Increase welfare, safety, and justice of poor men and women living from forest through low carbon development, climate resilience, and peace building practices.
West Nusa Tenggara government are still facing challenges to do internal consolidation in implementing West Nusa Tenggara Green programme. One of the findings of the assessment result is Women, girls and boys are normally experiencing domestic violence within the corn farmer family. Women (wife) receive violence when husband finding her to have huge debt to the neighbours. Girls who are left by their father and mothers to stay in the forest for months sometime receive sexual harassment and exploitation by their neighbour or relatives as they are only staying with grandmothers or relatives' houses. Many girls and boys who are brought to forest for months have to leave their schools.
To implement low carbon development strategy in community level, the project will provide training/capacity building and microfinance Syariah (MFS) on how to apply climate smart agriculture in the forest they are managing such as (1) introduction of integrated farming (2) MFS activities, (3) training on gender justice and the way to realize it. The gender justice principle and how to achieve it will be mainstreamed during the training to ensure that men and women role is analyzed, and their participation is represented, while response to the need of men and women, girls, and boys is delivered accordingly.
In this case, 200 women or men based on the gender analysis in the project area will receive support to ensure men and women to have adequate participation, access to development, receive benefit.
The project has facilitated a government technical working group to support one district in implementing corn cultivation by maintaining at least 50 permanent trees per hectare. Gradually, in the long term during the implementation of the project, this working group began to advocate to the community to continue planting at least 50 permanent trees per hectare. It is expected that the district that is ready will implement a corn food estate model that applies a balance between environmental conservation and productive corn agroforestry activities that provide maximum economic value, social welfare of forest communities, security and peace as directed in the Low Carbon and Climate Resilient Development policy.
Based on the BUDLOC project team's assessment in the field, the district that is most ready to implement the corn food estate model is Bima District where the LCD - CR policy has begun to be implemented with the following provisions:
- The target land model for corn food estates with a minimum area of 1 hectare is owned and managed by the district government/village government at the lowest level.
- Possibility of implementing the corn agroforestry model: adequate water sources are available throughout the year.
- Communities around the forest have been trained on Climate Smart Agriculture (CSA) and gender equity.
This agroforestry agricultural funding support activity with a gender-based Sharia Micro Finance mechanism will be carried out in the BUDLOC project area which is ready to implement the corn food estate model in 7 villages in Bima district. Considering the vast targeted implementation area consist of 7 villages spread in 3 Sub Districts, the activity complex cross cutting issues consist of agroforestry, gender justice mainstreaming, and livelihood support through MFS mechanism, as well as speeding up the activity implementation timeline during the final year of the BUDLOC project, IR Indonesia management team decided to recruit 10 additional community mobilizer personnel for 6 months of implementation timeline with close coordination with project partner namely LP2DER and IR Project team in Bima District and NTB province. To lead, develop the capacity, and supervise the 10 community mobilizers, a Gender Justice Community Mobilization Consultant is required to ensure the Gender Justice Agroforestry IFS MFS activity in the targeted village community is able to be implemented based on programmatic plan and achieving its result based on the set timeline.

- Lead the implementation of the Gender Justice Agroforestry IFS MFS activity in the targeted village community
- Speed up the implementation of the activity during 6 months of activity timeline until August 2025.
- Targeted output
Considering above background, justification, and objectives, below are plan of targeted output of the Gender Justice Community Mobilization consultant:
- 1 Gender Justice interview and data collection tool is developed as main tool to select 200 MFS RH.
- 1 capacity building for 10 Community mobilizers, partner, and IR staff on Gender Justice, Agroforestry IFS, and MFS is delivered.
- Series of 200 RHs MFS Gender Justice Agroforestry capacity building at community level are delivered.
- Series of stakeholders and community meeting to socialize the gender justice Agroforestry, IFS MFS initiative and activities are conducted.
- 200 RH Gender Justice MFS Agroforestry IFS business proposal are developed, MFS fund are transferred, business implemented as per project proposals, and MFS pay back are planned and paid to the cooperative.
- Project activity report with available of SADD data for each activity
- Monthly progress report highlighting the above highlighted project output activity progress achievement
- Gender Justice MFS Agroforestry IFS Project planned activity document in form of TOR and Planned budget as per project proposal and timeline of activity are drafted, submitted, and approved by BUDLCO project Coordinator.
- Gender Justice Consultant Tasks and Responsibilities
Under supervision of the BUDLOC project coordinator the Gender Justice consultant will be responsible for the strategic implementation of the BUDLOC Project Gender Justice Agroforestry IFS MFS activity implementation but not limited to below determined tasks and responsibilities:
- To develop Gender Injustice Agroforestry IFS MFS interview and data collection tool to be used as main tool in the process of 200 MFS RH selection in the targeted 7 villages areas.
- To develop 10 community mobilizer, partners, and IR Staff capacity in gender justice issues, agroforestry, IFS, and MFS through 4 days of training and coaching throughout the project implementation timeline.
- To lead the 200 RH of Gender Justice Agroforestry IFS MFS RH selection based on the project determined selection criteria in coordination with project field team, project coordinator, and IR management team.
- To develop selected 200 RH MFS capacity in Gender Justice Agroforestry IFS MFS issues and able to develop business proposal accordingly for gender justice business implementation and payback to the cooperative.
- Lead the mobilization of the key stakeholders in the district, sub district and village grass root level willingness and ability to support gender justice agroforestry IFS MFS initiative and activities in the community level in close coordination with project partner and IR project team.
- To ensure IR CFM, Safeguarding, and Child Protection policy are sensitized and implemented in the community project area in coordination with IR project team in the field.
- To collect project case studies containing photo, video and stakeholders as well as targeted right holder stories as required by the project reporting

- Consultant Profile
To ensure maximum quality and quantity of the Empower project objectives and results, below is a desirable profile for a skilled and successful personnel/ consultant that required to support the planning and execution of the project:
- 3-5 years of proven experience in project designing, implementation, monitoring, and evaluation in the sector of livelihood, education, health, and cross cutting issues (protection, gender, disability, and elderly).
- Able to lead, supervise, and promote team work in achieving project target and results.
- Familiar with IR Indonesia project cycle, process, and results: ALO phase 1 and 2, livelihood Mushroom, and climate change project in Lombok office area
- Familiar with IR operational, administrative process and sets of standard and regulation
- Familiar with IR Project documentation activities and results in form of case study, photos, and video mainly documentation of livelihood gender mainstreamed project.
- Experience in liaise with and mobilization of project / program stakeholders, community, government, and right holders.
- Consultant Budget
Below offered budget for the consultant based on budget availability is covering the consultant fee, field transportation, and field accommodation. All element of payment is included in one package of consultant payment fee. Incurred individual consultancy tax amounting (2,5% with condition of owned individual tax registered number) will be covered by Islamic Relief Indonesia under BUDLOC project
budget.

Term of Payment
Consultant will be active in performing his/her duty after contract signing and will be paid on monthly basis after submission of each month monthly progress report (May – October 2025) documented in form of consultant progress report (Annex 2.)
